Ryal Pharmaceutical Sciety f Great Britain (RPSGB) The Rbert Grdn University Reaccreditatin f an Educatin and Training Cnversin Curse t prepare Pharmacist Independent Prescribers Reprt f a reaccreditatin event, 30 June 2010 Intrductin The Rbert Grdn University was accredited by the Ryal Pharmaceutical Sciety (RPSGB) in 2007 fr a perid f 3 years t prvide a cnversin curse t train pharmacist supplementary prescribers t becme independent prescribers. In line with the RPSGB prcess fr reaccreditatin f independent prescribing prgrammes, an event was scheduled n 30 June 2010 t review the prgramme s suitability fr reaccreditatin. Dcumentatin The University prvided cpies f its applicatin dcumentatin in advance f the visit, in line with the agreed timescales. T cmply with the prcess fr reaccreditatin the University als prvided a respnse t the recmmendatin set by the accreditatin team at the riginal accreditatin f the prgramme. The applicatin dcumentatin was reviewed by the accreditatin team and was deemed t be satisfactry t prvide a basis fr discussin. The accreditatin prcess was based n the Sciety s 2009 accreditatin criteria fr Independent Prescribing. The Accreditatin Team: The RPSGB accreditatin team ( the team ) cmprised: Name Dr Carl Candlish Mr Mike Pettit Designatin at the time f accreditatin event Frmer lecturer, University f Sunderland (event Chair) Practice Directr, Clinical Studies, University f Brightn alng with: Name Ms Janne Martin Prfessr Ian Marshall Designatin at the time f visit Accreditatin and Recgnitin Manager, RPSGB Rapprteur Accreditatin criteria The Prgramme Prvider Accreditatin team cmmentary. All five criteria under this categry were met. The curse is run by an established schl f pharmacy. There is ne intake per year with a maximum f 50 entrants. Training elements are delivered nline using Campusmdle with a residential element at the Schl f Pharmacy s Prfessinal Skills Centre. Facilities fr the teaching f clinical examinatin skills are available and the Designated Medical practitiner (DMP) is respnsible fr ensuring that relevant facilities are available during the perid f learning in practice. 7.1 WTEs are assciated with the curse plus input frm ther specialist including pharmacist independent prescribers, a hspital cnsultant and a GP. Fur f the 7.1WTEs have undertaken a training curse n physical examinatin skills. Seven f the RGU staff invlved in the curse are n the RPSGB practising register. Tw additinal teacher-practitiners wh are pharmacist independent prescribers cntribute t curse design and review. RPSGB Independent Prescribing Reaccreditatin reprt Page 1 f 7

Pre-requisites fr Entry The Prgramme Learning in Practice Assessment Details f Award All five criteria under this categry were met. All entrants must cmplete an applicatin frm that ensures that they meet the prerequisites fr entry t the curse. Pharmacist supplementary prescribers wh have been qualified as a prescriber fr less than five years can becme independent prescribers by cmpleting a cnversin curse. In terms f the designated medical practitiner s rle, the accreditatin team was unsure hw the DMP culd agree t supervise the student withut prir access t the infrmatin n Campusmdle. The team was tld that the student s applicatin frm is sent t the DMP alng with the RPSGB criteria and the relevant RGU web pages. In case f cntinuing uncertainty, the prgramme directr will infrm the DMP f the full requirements befre seeking cnfirmatin f their invlvement. All seven f the criteria under this categry were met. The curse is taught at SCQF level 11, equivalent t FHEQ level 7 and includes a reflective prtfli (2 day learning in practice) and equivalent t 2 days within the Schl.. A review f practice against the NPC cmpetences is required, allwing students t identify gaps and plan. Students cntextualise their wn learning in their chsen field by reviewing with the DMP the learning utcmes f the curse. The develped utline plan aids the achievement f these LOs. Clinical cmpetencies are a key fcus. Attendance at the Schl (ne day) is mandatry which includes the instructin n clinical examinatin. Students wh fail t attend, must attend at the next pprtunity. All five criteria under this categry were met. The guidance fr DMPs is available n campusmdle. The dcument Rle & Respnsibilities clearly indicates the rles f the DMP and the Schl. The DMP prvides training and supprt t enable the pharmacist t achieve the relevant learning utcmes ne f which is the demnstratin f cmpetence in the relevant physical examinatin f patients with thse cnditins fr which the pharmacist may prescribe. The DMP is als respnsible fr mnitring prgress, cnfirming cmpletin f the number f days in practice, assessing the achievement f the PLP learning utcmes. The DMP cmpletes the prfessinal declaratin cnfirming suitability fr registratin. All fur criteria under this categry were met. The curse is assessed entirely by prtfli. There is ne resubmissin allwed fr a failed assignment. Bth criteria under this categry were met. Successful students will be awarded a Practice Certificate in Independent Prescribing that cnfirms that the student has cmpleted the curse and perid f learning in practice. Summary and Cnclusins The accreditatin team agreed t recmmend t the Sciety s Educatin Cmmittee that The Rbert Grdn University shuld be reaccredited as a pharmacist independent prescribing cnversin curse prvider fr a further perid f 2 years. Taking int accunt the prvider s view that the cnversin prgramme wuld becme redundant by arund 2013, the accreditatin team agreed that University culd apply fr an extensin f the perid f accreditatin f the cnversin curse shuld it becme necessary. There are n cnditins r recmmendatins. The accreditatin team agreed that the Schl be cmmended fr the n-line supprt fr students, especially the access t the e-tutrs. The full recrd includes ther cmments frm the team and the Sciety regards the recrd in its entirety as its frmal view n prvisin. Prviders are required t take all cmments int accunt as part f the accreditatin prcess. RPSGB Independent Prescribing Reaccreditatin reprt Page 2 f 7

The prvider shuld nte the fllwing: 1. The Sciety is in the prcess f demerging int a prfessinal leadership bdy and a regulatr, the General Pharmaceutical Cuncil. The Cuncil will assume respnsibility fr the regulatin f pharmacy educatin sme time in 2010. The date is yet t be agreed but when it is knwn, the prvider will be infrmed as sn as pssible. Befre that the GPhC will be perating in shadw frm but will nt have a statutry respnsibility fr the regulatin f pharmacy educatin. The Pharmacy Order, the legislatin establishing the GPhC as regulatr, states that the GPhC will accept the decisins f the Sciety. In this cntext, that means the accreditatin decisins f the Sciety will stand. 2. The recmmendatins f the accreditatin team are nt binding n the Sciety s Educatin Cmmittee and the Cmmittee may add, remve r mdify pints n reflectin and in light f members views. 3. The Sciety s reprt will be sent t the prvider shrtly t cmment n factual accuracy. 4. All accredited prviders are required t infrm the Sciety annually f changes t the curriculum and/r resurces. 5. The prviders must respnd t the definitive versin f the reprt within three mnths f receipt. The accreditatin team s feedback is cnfidential until is has been ratified by the Educatin Cmmittee. Fllwing the abve event the cnditin f reaccreditatin was met and the Sciety s Educatin Cmmittee apprved the reaccreditatin fr a further perid f three years until the end f August 2012. An extensin t accreditatin was later granted by the GPhC fr a perid f ne year, until the end f August 2013. RPSGB Independent Prescribing Reaccreditatin reprt Page 3 f 7

Independent Prescribing Cnversin Prgramme accreditatin criteria 1. The Prgramme Prvider 1.1 Must be recgnised by the Sciety r the Pharmaceutical Sciety f Nrthern Ireland (PSNI) as a prvider f an accredited independent prescribing prgramme r previus prvider f an accredited supplementary prescribing prgramme. 1.2 Must be part f r clsely assciated with a higher educatin institutin which implements effective quality assurance and quality management and enhancement systems and demnstrates their applicatin t prescribing prgrammes. The prgramme must be validated by its higher educatin institutin. 1.3 Must have adequate physical, staff (academic and administrative) and financial resurces t deliver the prgramme including the facilities t teach clinical examinatin skills. 1.4 Must have identified staff with apprpriate backgrund and experience t teach the prgramme, ideally including practicing pharmacists with teaching experience and staff with clinical and diagnstic skills. 1.5 Must have an identified practising pharmacist with apprpriate backgrund and expertise wh will cntribute t the design and delivery f the prgramme. The identified pharmacist must be n Part 1 f the Sciety s Practising Register and where pssible shuld be a pharmacist independent prescriber. 2. Pre-requisites fr entry 2.1 Entrants must have current registratin as a practising pharmacist with the Ryal Pharmaceutical Sciety f Great Britain r PSNI with anntatin as a supplementary prescriber. 2.2 Entrants must currently be registered as a supplementary prescriber and able t prvide evidence f prescribing experience which is n lnger than 2 years ld. 2.3 Entrants must prvide a statement f supprt frm a medical practitiner that cnfirms their cmpetence as a supplementary prescriber. 2.4 The prvider must ensure that the pharmacist has a DMP with training and experience apprpriate t their rle, wh has agreed t prvide supervisin, supprt and shadwing pprtunities fr the student, and is familiar with the requirements f the prgramme and the need t achieve the learning utcmes. 2.5 Entrants shuld demnstrate hw they reflect n their wn perfrmance and take respnsibility fr their wn CPD. 3. The prgramme 3.1 Must be taught at least at first degree level (FHEQ (2008), level 6) and reflect the fact that since June 2002, pharmacists have graduated and practise at master s degree level (FHEQ (2008), level 7). 3.2 Must achieve the learning utcmes identified in the curriculum fr an independent prescribing cnversin curse. 3.3 Must include teaching learning and supprt strategies which allw pharmacists t build n their knwledge and experience as supplementary prescribers. 3.4 Must prvide pprtunities t pharmacists t demnstrate hw they will apply their learning t the cnditins fr which they will be prescribing. 3.5 Must cntain learning activities equivalent t 2 days including a minimum f ne day f face-t-face learning activities. The prgramme will be expected t cntain a range f apprpriate delivery methds. 3.6 Must have a clear plicy n attendance and participatin and the bligatins f pharmacists wh miss part f the prgramme. Pharmacists must attend all scheduled teaching and learning sessins that prvide instructin n clinical examinatin and diagnsis. 3.7 Candidates will be subject t the full assessment prcess fr the cnversin curse. 4. Learning in practice 4.1 The prvider must supprt the DMP with clear and practical guidance n helping the pharmacist successfully t cmplete the perid f learning in practice. The rle f the prgramme prvider and the DMP fr teaching the skills fr clinical assessment f patients are clearly set ut. 4.2 The prvider must supprt the DMP with clear and practical guidance n their rle in the assessment f the student. 4.3 The prvider shuld btain frmal evidence and cnfirmatin frm the DMP that the pharmacist has satisfactrily cmpleted at least 2 x 7.5 hur-days supervised practice. 4.4 The prvider shuld btain a prfessinal declaratin frm the DMP using the specified wrding; In my pinin as the DMP, the skills demnstrated in practice cnfirm the pharmacist as being suitable fr registratin as an independent prescriber. 4.5 Failure in the perid f learning in practice cannt be cmpensated by perfrmance in ther assessments. 5. Assessment 5.1 Evidence frm a range f assessments that the student has achieved the additinal learning utcmes fr the cnversin curse. 5.2 The prgramme is freestanding and will be assessed separately frm any ther prgramme. 5.3 The assessment scheme shuld demnstrate that the criteria fr pass/fail and any arrangements fr cmpensatin between elements f assessment, tgether with regulatins fr resit assessments and submissins, are cnsistent with safe and effective prescribing and the achievement f all the learning utcmes fr the cnversin curse. 5.4 In any assessment, it is expected that a majr failure t identify a serius prblem r an answer which wuld cause the patient harm shuld result in verall failure f the prgramme. 6. Details f Award 6.1 The prvider shuld award successful candidates a Practice Certificate in Independent Prescribing cnfirming that the candidate has successfully cmpleted the prgramme and the perid f learning in practice. 6.2 The prvider shuld send a certified cpy f the pass list t the Registrar f the Ryal Pharmaceutical Sciety, via the Head f Registratin, cntaining the names and registratin numbers f the pharmacists wh have successfully cmpleted the prgramme and cnfirming that they are eligible fr registratin by the Sciety as independent prescribers. Learning utcmes The learning utcmes shwn in bld fnt are additinal t thse which will already have been demnstrated by pharmacist supplementary prescribers. They shuld frm the basis fr a cnversin curse.
