United Kingdom Overseas Territories Aviation Circular OTAC 65-1 172-1 Validation Competence Assessment of ATS Personnel Issue 2 20 th April 2006 Effective: on issue GENERAL Overseas Territories Aviation Circulars are issued to provide advice, guidance and information on standards, practices and procedures necessary to support Overseas Territory Aviation Requirements. They are not in themselves law but may amplify a provision of the Air Navigation (Overseas Territories) Order or provide practical guidance on meeting a requirement contained in the Overseas Territories Aviation Requirements. PURPOSE An assessment of controller competence forms part of the initial and subsequent validation examination for the Air Traffic Controller licence requirements. This OTAC describes the procedure for assessment of the knowledge, skill, judgement and performance of air traffic controllers as required by OTAR Part 65.203(a)(5). RELATED REQUIREMENTS This Circular relates to OTAR Parts 65 and 172. CHANGE INFORMATION Reissued to be more specific to validation following publication of OTAC 65-2 172-2 covering continuing competence assessment. 1 The requirements (a) (b) (c) An Air Traffic Controller may not exercise the privileges of a rating unless he holds a current certificate of competence in that rating. The initial validation of a controller s licence requires an assessment prior to the granting of a certificate of competence. The certificate of competence remains current for twelve months. The assessment of the controller s skill, judgement and performance may only be undertaken by the ATS Regulator or a local examiner appointed by the Regulator. 2 The procedure (a) (b) (c) (d) (e) (f) (g) (h) (i) (j) The procedure comprises two separate assessments, one of practical skill (the Practical ) and one of relevant knowledge (the Oral ). The practical assessment will be carried out at the operational position applicable to the relevant rating. Before the Practical Assessment starts the Examiner or Regulator will check the licence & medical to make sure all is in order. If either is not satisfactory the assessment will not be conducted. A qualified controller will be nominated, briefed and positioned to monitor the candidate and if necessary to override his instructions throughout the assessment. The candidate will be briefed on the duration of the assessment, and on the aspects of his controlling which will be assessed. The Examiner will position himself in order to observe the candidate s actions and hear the candidate s R/T and telephone exchanges. He will not obstruct the candidate s field of vision. Aspects of the candidate s competence are listed and will be recorded on the Assessment Sheet attached at Appendix A. Traffic levels required for the assessment should be those which represent average traffic levels for the unit. The Examiner will indicate to the candidate when the practical assessment has been completed and will instruct the candidate to hand over to the monitoring controller. The Examiner and candidate will agree a start time for the oral assessment which will be held in a quiet location, removed from the operational area. The oral assessment will comprise a selection of questions based on the practical test observed, applicable ATC procedures and local emergency orders. The questions and assessment results will be recorded on the Oral Assessment section of the Assessment sheet. OTAC s/n 010 Issue 2 Page 3 of 6

(k) (l) If both practical and oral assessments are satisfactory, the appropriate Certificate of Competence will be signed by the Regulator or local examiner and handed to the controller for insertion into his licence. If either assessment is unsatisfactory, the candidate will be informed that he has failed the examination/assessment. A reassessment will be subject to a recommendation by unit management. The candidate may only continue training under the supervision of another suitably qualified air traffic controller and at the discretion of both unit management and the ATS Regulator. (m) The results of the assessment will be given to the candidate, unit management and will be passed to the Personnel Licensing Regulator to be recorded on the local licensing data base.
