Biggest Wins Top Priorities Early Milestones Under RSC I, Connecticut and Massachusetts have: Helped municipalities lower permit fees through streamlined model permitting processes; Initiated Solarize programs, which have reduced cost barriers for communities deploying solar through coordinated marketing and outreach, combined with tier group purchasing; Developed and implemented innovative financing and lending outreach programs. Improvements in permitting processes, financing options, planning and zoning, and interconnection and net metering standards across the five participating states. Soft-cost reductions averaging 15% in municipalities representing at least 2.5 million people, including 13 participating jurisdictions. Total installed costs for PV will be reduced by 20% in a minimum of 20 Solarize communities in which we will work. CESA & state agency representatives have met for an initial one-day project meeting States have begun sharing information on practices and policies with the potential to bring down solar costs across the region.
