INTRODUCTION FROM THE SECTOR COMMANDER The Coast Guard units of Sector Ohio Valley proudly serve the communities of the Allegheny, Monongahela, Ohio, Kanawha, Green, Cumberland, Tennessee, and Mississippi Rivers. Our members work diligently to provide a safe and secure environment for those on and around our nation s inland waterways. We were fortunate to work closely with our state and local partners over the past year, which is especially important to our collective success. Through these partnerships we delivered an exceptionally high level of service to our communities along our inland river system. This publication catalogs the services and accomplishments of the Active Duty, Civilian, Reserve, and Auxiliary personnel of Coast Guard Sector Ohio Valley performed for the past year. These operations were not conducted by Sector Ohio Valley personnel alone. In each case, we worked with partner agencies and organizations, including other Homeland Security components, federal, state, and local agencies, and river industry organizations and stakeholders. These organizations share our commitment to safety, security, and stewardship on the waterways. We take great pride in being Semper Paratus Always Ready, to serve. We look forward to advancing the Coast Guard s marine safety, security, and stewardship goals in the service of those who live and work on the waters of the Ohio River Valley. 2 M. B. AREA OF RESPONSIBILITY Above: Sector Ohio Valley Area of Responsibility. Coast Guard Sector Ohio Valley encompasses all or parts of 10 states. Headquartered in Louisville, Kentucky, its Area of Responsibility stretches from the southwestern corner of Pennsylvania to the eastern portion of Missouri and from northern Alabama to Ohio. This vast region includes 11 major rivers, 29 lakes, 84 navigational locks and 210 major dams. The 8,000 miles of American waterways throughout the Sector transport more than $45 billion in commercial cargo annually. Sector Ohio Valley is dedicated to maintaining safety, security, and environmental stewardship throughout the region s maritime domain. Port security, waterways management, Search and Rescue mission coordination, recreational boating safety, marine environmental protection, commercial vessel inspection, and marine casualty investigation are among the many operational missions conducted on a daily basis. 5

NATIONAL AND REGIONAL RESPONSES U.S. Coast Guard responds to West Virginia Flooding On June 24, 2016 the U.S. Coast Guard deployed to Clendenin, WV to provide disaster and relief assistance in response to the widespread flooding. Throughout the day, crews from Marine Safety Unit Huntington brought water to 13 households. They cleared a tree that was a hazard to a local roadway and transported 20 people from isolated locations to safety. They also responded to 3 separate 911 calls for medical emergencies and transported the subjects while local EMS personnel provided medical assistance. MSU Huntington Commanding Officer, Commander Tanya Giles commented that, we worked closely with state, local, and industry partners to respond to multiple situations as they unfolded. Our number one priority was public safety. We helped provide transport and medical assistance in Clendenin, WV, and managed several incidents caused by the high water on the Kanawha River. MARITIME SECURITY Each year, in conjunction with state and local partners, the Coast Guard provides maritime security for the Thunder Over Louisville Air and Fireworks Show. In 2016, the event, which was attended by over 750,000 people, was supported by Coast Guard Forces from Sector Ohio Valley and Maritime Safety and Security Team Kings Bay, Georgia. Also in 2016, the U.S. Coast Guard celebrated 100 years of aviation. To c o m m e m o r a t e t h e centennial, a Coast Guard MH-65 Dolphin Helicopter from Aviation Training Center Mobile, Alabama and a HC-144A Ocean Sentry Maritime Patrol Aircraft from Corpus Christi, Texas flew in the Thunder over Louisville Air Show and provided a Search and Rescue demonstration. BOATING SAFETY Operation Dry Water Alcohol was the leading known contributing factor in fatal boating accidents and was listed as the leading factor in 17 percent of deaths in 2015. Each year Operation Dry Water directly supports a variety of objectives identified in the strategic plan of the national recreational boating safety program that is focused on reducing deaths and injuries nationally. From June 24-26, 2016 Sector Ohio Valley conducted law enforcement operations that included interagency operations with three states and the utilization of 8 small boats and 32 Coast Guard members. This resulted in the boarding of 65 recreational boats significantly increasing awareness of the hazards involved when you combine boating and alcohol. MARITIME SAFETY 2016 Coast Guard Sector Ohio Valley Industry Day Above: Members of Industry listen to Coast Guard presentations. On February 3, 2016 Sector Ohio Valley hosted Industry Day for commercial marine industry representatives from Cincinnati to Paducah. Over 75 industry members attended to discuss topics including Marine Events and NVIC 01-15 with Coast Guard Sector Ohio Valley. The U.S. Army Corps of Engineers was on hand to provide updates to Lock and Dam maintenance projects and discuss locking issues. The Office of Navigation at Coast Guard Headquarters also attended in order to provide a presentation on electronic navigation and the future of the Automated Identification System (AIS). 9

ENVIRONMENTAL PROTECTION Responding to Environmental Threats On April 18, 2016 Sector Ohio Valley received notification of a spill of diesel fuel from a 10 inch steel transmission pipeline that crossed under the Wabash River, in the vicinity of Grayville, IL. An estimated 1150 barrels (48,300 gallons) leaked from the pipeline. The oil traveled 87 miles down the Wabash River, entered the Ohio River at MM 848, and eventually made its way to the mouth of the Mississippi River. The Coast Guard worked directly with emergency responders from the U.S. EPA, the Responsible Party, and state and local agencies, to detect, track, and contain the spill. ORSANCO conducted water monitoring to confirm detection levels below the surface. There were no public complaints or impact to wildlife stemming from the spill. WATERWAYS MANAGEMENT Thebes Railroad Bridge Collision On the morning of April 6, 2016, the Sector Ohio Valley Command Center received a report that a towboat collided with the Thebes Railroad Bridge. The collision caused all 30 barges loaded with grain to break-away from the tow. One barge sank at Mile Marker 42 of the Mississippi River and another sank next to the Thebes Railroad Bridge. There were no injuries involved in the collision. The Captain of the Port Ohio Valley issued a Safety Zone, closing the Mississippi River to all traffic from Mile Marker 44 to Mile Marker 20. An Incident Command Post was established at Marine Safety Unit Paducah and the Coast Guard worked closely with the Army Corps of Engineers and Industry to supervise salvage operations. Efforts ultimately resulted in the inspection and reopening of the Thebes Railroad Bridge; recovery of both sunken barges, and the speedy reopening of the Mississippi River after a 4 day closure, with minimal impact to commerce. 2016 Waterways Management Statistics Marine Events Total River Closures Special Local Regulation Events 161 84 67 11

NOTEWORTHY EVENTS Coast Guard Sector Ohio 2016 Change of Command On Friday July 15th, 2016 Capt. Richard V. Timme transferred command of Coast Guard Sector Ohio Valley to Capt. Michael B. Zamperini during an official Change of Command ceremony at the Muhammed Ali Center in Louisville, Kentucky. The Change of Command ceremony is a revered military tradition, which formally restates the continuity and authority of command. It is a formal custom conducted before the assembled crew, and confirms to the men and women of the unit that the authority command is maintained. Above: Capt. U.S. COAST GUARD SECTOR OHIO VALLEY Coast Guard Sector Ohio Valley traces its roots to 1852 when the Steamboat Inspection Service established its District headquarters in Louisville and included offices in Evansville and Memphis. The mission of the Steamboat inspection service was to provide for the better security of the lives of the passengers. That office, like the Coast Guard today, was responsible for the inspection of vessels, the licensing of mariners, and safety of navigation on the rivers. William Devan In 1881 the U.S. Lifesaving Service established Life Saving Station #10 at the Falls of the Ohio in Louisville. William Devan was the Station s first keeper. The station had two rescue boats, named the Ready and the Reckless. On November 7, 1881, the station performed its first rescue. The two lifeboats rescued the passengers and crew of the steamboat Baton Rouge, stranded while trying to descend the falls. Over the years, those crews, and those that followed, have rescued thousands from floods and mishaps on the river. These agencies, and others, eventually became part of the modern Coast Guard. Their missions continue today as we take pride in our service to the public.
