Welcome and Introductions Chair Heimuller opened the meeting. Members and stakeholders introduced themselves. 2. NWACT Minutes and Updates Approval of July 13, 2017 Minutes Approved unanimously. (SW/LT). Question regarding outcomes of Hwy 6 safety discussion. Mark Ellsworth, Senator Johnson and Lisa Nell have been meeting with Creamery. ODOT personnel has driven Hwy 6, but no actions yet. Lots of different ideas, but nothing has been fully vetted yet. Public Comment Michelle Jenck Passed on Tillamook Creamery concerns regarding: Hwy 6 pavement repairs to make driving conditions safer and less bumpy for product being shipped on pallets (currently requires extra shrink wrap); traffic congestion through Portland; and reducing I-84 closures. Additional issues raised: New bump outs in downtown Tillamook make turning difficult for trucks and larger RVs. Even though there is enough turning radius, the new bump outs are still getting hit. Plus it is considerably slowing traffic down to negotiate around them. Seem to be too far out. Some of the closures seem to be premature, preference would be to only close lanes when actually under construction. Clearer channels of communications are needed during this large construction, and be more pro-active with communication. Truckers are talking amongst themselves. The process needs to be flexible to address when things don t work out as planned. ODOT Response: ODOT has a project manager onsite a full day once a week and communicating with the truckers as well. Have to balance multiple stakeholders, and the in-water window for construction. Wilson River loop Mark Buffington called and indicated they will put the maximum signage they can up, and will work with Tillamook County on the county roads on the loop. Pedestrian island proposed at Hwys 101/6 intersection is of concern to truckers. A flashing light would be safer. Flashing light at Tillamook Innovation Center on 3 rd St works well. Region 2 ODOT Update Lisa has been named the new Area 1 manager (as well as Area 3 manager). HB 2017 will be effective as of October 1, 2017. Amendments to 2018 2025 STIP will be before the OTC at their September meeting. ACT Chairs have been invited to an October meeting on 2021 2024 STIP. Construction Project Manager position is still open and accepting applications. Looking for an engineer with transportation project management experience. Bill Jablonski to replace Michael Schroeder who retired. Have installed a flashing light at Elsie on Hwy 26. Thanks to ODOT! 1 Page
Senator Johnson thanked Mark Buffington for safety improvements on Hwy 30 for kids crossing to go to school. Have also been working on Mark on travel congestion on the Rainier bridge crossing over to Longview. Been a request for a flashing light across Hwy 30 where Clatskanie pedestrian walkway crosses. Still a subject of conversation. Under discussion at ODOT. Similar situation when transit stops are only on one side of rural highways. Tillamook County Transportation Chris Laity is the County s new Public Works Director. Welcome to NW Oregon, 3. ODOT STIP 2018 2021 Amendments Only a couple of minor changes have been made. 2021 2024 STIP Will be a meeting in October for ACT chairs for a discussion on that STIP process. Will be doing a lot of stakeholder outreach and public engagement. Preferred is to have a plenary session providing an overview at one time during a public session, including a short general Q & A, and then allow attendees to move around and get more specific information on projects. Rather than have just an open house with all the projects at different stations. The STIP is ODOT s capital funds for transit, highway, safe routes to schools, etc. Doesn t cover typical maintenance and operating. Also doesn t cover regular or financial obligations. Just new projects and significant projects fixing the state system. Goal is to have all information public, so can get feedback before start projects. Question: What about flexibility regarding new development opportunities that emerge or come up? ODOT: STIP can be amended at any time if a project comes with funding, or there are discretionary funds. Projects can fall off the STIP and/or merge together which can open up funding. For very emergent projects that have a short window, STIP funding may not be as flexible. However, it will still be important to follow the required public input process. NWACT attendees encouraged ODOT to use the infographics form of communication. For example, summarize in bullets key STIP projects and amendments. Will be regular email updates, and a separate STIP web page. ACTs provide a great mechanism for receiving feedback. Mary will send out website information (in a separate email). Regarding ODOT s Immediate Opportunity Fund (IOF): More flexibility and less match is needed for rural communities to be able to take utilize. Questions from ODOT: How should the OTC prioritize allocation of funds across the STIP categories? Public Transportation $43.5 million, State Highway Fund Bicycle/Pedestrian $60 million, Discretionary Non-Highway $51 million. Among state highway programs, what is the appropriate split between Fix-It, Enhance and Safety? To what specific programs should the Commission target non-highway among public transportation, bicycle and pedestrian, and transportation options programs? If a particular program/project/region recently receives significant funding, will other areas be given higher priority in the new STIP? Or, can there be any set asides for certain types of projects, such as pullouts? Stakeholders feedback is being asked regarding how OTC should allocate funding among programs. Feedback can be in the form of desired project concepts which ODOT can convert to the ODOT categories. Suggestion: Send out survey of the Discretionary Non-Highway Recommended Categories: Non- Highway, Off-Road Bicycle and Pedestrian, Transportation Options, ADA, Bus Replacements. By silo-ing programs, end up prioritizing like types of projects. Non-highway leverage adds non-highway elements that weren t in existing projects. Safe routes to schools projects are needed on a lot of rural roads that were built before there was a need for sidewalks, but usually far too expensive for local budgets. ADA is being forced by ADA lawsuits. Prefer safe crosswalks. Also, local match requirements for highway funds can be a barrier for smaller communities. 4. ODOT Implementation of HB 2017 ODOT has prepared infographics providing an overview of this year s Legislative funding for transportation, as well as funding specifics for each ACT (attached). These infographics can be accessed at http://www.oregon.gov/odot/pages/hb2017.aspx. 5. NWACT Biennial Report (Draft) Mary distributed a draft for NWACT review. She and Ken will work on filling in the progress to date on the 2015 2018 STIP projects in NW Oregon. Tom Messenger Had good help on Hwy 6 and Tillamook County fixing a safety problem. Striping is very important as cars become smarter on seeing stripes. Columbia County Thanks to ODOT for reconfiguring timing of stop lights through Scappoose on Hwy 30. Columbia County s east side alternate route TGM grant application was not funded. Expecting another 20,000 vehicles through the County in the next 5 five years. Need planning to get construction funding. Manzanita After nine years, Hwy 101 curve project will be complete by end of month. City of Tillamook Thanks to ODOT for modifying traffic for Rosenberg Lumber s entrance during Hwys 101/6 construction. Also thanks to Senator Johnson. Buxton/West Washington County/Borreson Still need intersection improvements at Hwys 47/26 intersection. ODOT is working on it. Columbia County Rider Thanks to ODOT for permitting of a bus stop at Hwy 30 and Havlik Rd. City of Astoria Finishing up bridge ends project, light at Safeway. Clatsop County Received IOF for a road in the North Coast Business Park. ARTs (safety) project on Lewis and Clark Rd (alternate route) between Seaside and Astoria. $400,000 in paving this year, self funded and self engineered. Birkenfeld landslide was finished last month. 10 acre landslide. Scappoose Really like flashing left turn lights on Hwy 30. Making a difference in congestion. Will be paving West Lane road next week utilizing an IOF grant. Clatskanie Thanks to ODOT/Johson on fixing pedestrian crossing. Paving on Hwy 47. Wheeler Thanks to ODOT for fixing the highway which failed again right before 4 th of July weekend. Large project done very quickly. Completed $50,000 paving utilizing ODOT funding. Large culvert still failing discussions are moving forward. Port of Astoria Brand new commission. Updating strategic plan. Working on a permanent site for Lifeflight. Will be terminating lease at Tongue Point to allow a private company to purchase the property and build out a boat building cluster. SETD Busy transporting both locals and visitors and connecting with other transit districts. Clatsop County Arch Cape Tunnel continues to erode. Parking is becoming more limited at high traffic parks along Hwy 101, and parking alongside the highway is dangerous. In addition to our scheduled Work Plan, NWACT, in response to Federal and State funding shortfalls, actively participated in identifying priority NW Oregon projects for ODOT 2017 Legislative budgeting. NWACT communities also partnered with ODOT during significant winter storms, assisting with emergency repairs to the region s state highways restoring vehicle and freight traffic between the Metro area and the Coast and along Coastal Highway 101. And we are pleased to report that we accomplished a lot over the last two years, accomplishments that will improve and enhance our region s transportation for years to come: Port of Garibaldi Partners with ODOT to Completes a $6.9 Million Wharf Rehabilitation Replacing the storm-damaged wharf was a multi-year process, underwritten by ODOT Connect, EDA and federal Tiger funding. To date, all the new space has been leased out, including a new facility for a third generation fisherman. The Port of Garibaldi is now looking at additional business development opportunities, which has attracted additional private and non-profit funding. NW Oregon Successful with Connect Oregon 6 Applications NW Oregon projects totaling $2,955,000 were approved. Teevin Bros Mooring Dolphins, LifeFlight Hangar improvements, Port of Astoria Pier 2 West rehabilitation were among the 39 projects funded statewide. Over 35 2015 2018 STIP Projects were Approved and are Under Way These projects received over $130 million in ODOT funding. As of September 2017, XX of the projects have been completed. Work was Completed on Local Transportation System Plans (TSPs) These plans will support further community and economic development as NW Oregon faces future population and business growth.
Northwest Oregon Area Commission on Transportation Overview 1. Geographic Boundaries Clatsop, Columbia, Tillamook and western Washington counties formed the NW Oregon Area Commission on Transportation because of their community, related economies and transportation interconnectivity. State highways (OR 6, 26, 30, 47 and 101) provide the primary means to and from NW Oregon for residential, visitor and freight travel. The geographic boundaries match with those of NW Oregon s federally-designated economic development district Columbia-Pacific EDD and the Governor s NW Oregon Regional Solutions Team. ODOT s Region 2 Area 1 boundaries include Clatsop, Columbia, Tillamook and western Washington counties. 2. Membership Categories and Coordination with Regional Public Agencies NWACT has 29 voting members, each of whom has an alternate to ensure representation at all commission meetings. Members are responsible to report to their individual constituencies the content of discussions and decisions. They are also responsible to contribute the interests of their constituencies to NWACT for the overall benefit of the area. Ex-officio (non-voting members) of NWACT include adjacent ACTs and MPOs, the Clatsop Nehalem tribe, Congressional delegates, economic development councils, State legislators and the Oregon Transportation Commission. NWACT also includes over 100 general stakeholders on its electronic list serve for ongoing public communications. 3. Membership Representation Membership includes county, city, port and transit district elected officials, the private sector, freight, pedestrian/bicycle, local community interests, and State agencies ODOT, Forestry, State parks. NWACT membership will be conveyed immediately should a tribe become federallyrecognized. 4. Coordination with Adjacent ACTs and state legislators Adjacent ACTs receive all NWACT communications, and representatives will attend meetings on occasion. NWACT s state legislators are active in NWACT, and attend most NWACT meetings when the Legislature is not in session. 5. NWACT Workplan NWACT s Executive Steering Committee develops an annual Work Plan which is approved by NWACT members. The work Plan can be amended at any time. 6. NWACT Public Involvement NWACT meets all requirements of Oregon s Public Meeting Law for all of its meetings. Meeting notices and materials are distributed electronically to over 125 NWACT members and stakeholders. Meetings are held bi-monthly, and rotated throughout the region, with the meeting schedule posted on NWACT s website, along with meeting notices, meeting packets and minutes of all meetings. 7. NWACT General Operational Structure NWACT s Executive Steering Committee consisting of the Chair, Vice-Chair and 2 nd Vice-Chair review and approve meeting agendas drafted by NWACT and ODOT staff. In addition, the Committee reviews and monitors NWACT s Work Plan and mentors new NWACT members. 8. NWACT Technical Assistance NWACT does not have an established Technical Advisory Committee, relying instead on ODOT and/or local transportation member expertise on technical transportation issues. NWACT will, on occasion, establish sub-committees to review and report on local transportation issues. 9. NWACT Support Staff Since its inception, staff support for NWACT has been provided by Columbia-Pacific Economic Development District (Col-Pac) with the assistance of ODOT Region 2. 10. NWACT Decision-Making Process NWACT uses a collaborative approach to problem solving where all members agree to support decisions made by majority vote or by consensus. Decisions shall be sought by consensus first, and by majority vote if a consensus cannot be reached. Consensus means that all members agree to accept the decision even though they do not fully agree with the decision.

2015 2017 NWACT Transportation Public Information One key tenet to NWACT s mission is to Provide a local public forum for information, discussion and coordination of transportation issues. In the Fall 2016, NWACT met with the Interim Joint Legislative Committee on Transportation and described NW Oregon s priority projects. Generally, key issues are safety, road maintenance and congestion during peak traffic and travel times.
