Muskegon Community College Request for Proposal Telecommunications Upgrade REQUEST FOR QUOTE Muskegon Community College is seeking and accepting proposals for a telecommunications upgrade. Sealed quotes will be received by either mail or personal delivery until Monday, April 23, 2012 at 2:00 p.m. Quotes received after the specified time will not be considered. Quotes shall be sealed and plainly marked on the outside of the envelope/box with Telecommunications Upgrade with name of firm submitting quote. It is the sole responsibility of the proposer to assure that their quote is received by Muskegon Community College prior to the time specified. BACKGROUND ON MUSKEGON COMMUNITY COLLEGE Providing service to the lakeshore region of West Michigan, Muskegon Community College (MCC) is located near the shores of Muskegon Lake and Lake Michigan. MCC serves a broad and diverse body of over 5,000 students, with an average age of 27 years, and offers 41 Associate Degree programs and 48 Certificate programs, known for their transferability and value. MCC was founded as Muskegon Junior College in 1926, and has been continually accredited by the Higher Learning Commission of North Central Association since 1929. The community college district was created via the Michigan Constitution of 1963 along with an elected Board of Trustees. The college moved to its current campus location, an Alden B. Dow designed facility that opened to the public in 1967. In 1995, the Stevenson Center for Higher Education opened, comprising a consortium of Ferris State University, Grand Valley State University, and Western Michigan University, designed to increase access to educational opportunities for Muskegon residents. In 2010 the Outdoor Learning Lab, a focal point of green technology and center for MCC s new Alternative and Renewable Energy certificate program opened. The college is currently located on a 111-acre campus in Muskegon, with extension centers in Fremont, Grand Haven, Newaygo and Whitehall.

Muskegon Community College employs approximately 250 employees in various positions. The employee population is highly diverse in all aspects (job duties, age, race, sex and national origin). PURPOSE The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contract or contracts through competitive negotiations for a telecommunications upgrade to be used by Muskegon Community College. System Upgrade and Installation Consulting Services In addition to the hardware and software indicated in the previous table please include professional upgrade and installation consulting services. Services are to include. 1. Software Upgrade a. Upgrade from Unity 4.x or Unity Cxn 1.x to the current version. b. Upgrade Cisco Unified CM to the current version. 2. System Integration a. PROPOSAL PREPARATION AND SUBMISSION 1. Proposal Preparation: a. Proposals shall be signed by an authorized representative of the Offeror. All information requested should be submitted. Failure to submit all information requested may result in Muskegon Community College requiring prompt submission of missing information and/or giving a lowered evaluation of the proposal. Muskegon Community College may reject proposals, which are substantially incomplete or lack key information, at its discretion. Mandatory requirements are those required by law or regulation or are such that they cannot be waived and are not subject to negotiation.

b. Proposals should be prepared simply and economically providing a straightforward, concise description ofcapabilities to satisfy the requirements of the RFP. Emphasis should be on completeness and clarity of content. c. Proposals should be organized in the order in which the requirements are presented in the RFP. All pages ofthe proposal should be numbered. Each paragraph in the proposal should reference the paragraph number of the corresponding section of the RFP. It is also helpful to cite the paragraph number, sub letter, and repeat the text of the requirement as it appears in the RFP. If a response covers more than one page, the paragraph number and sub letter should be repeated at the top of the next page. The proposal should contain a table of contents that cross references the RFP requirements. Information which the offeror desires to present that does not fall within any of the requirements of the RFP should be inserted at an appropriate place or be attached at the end of the proposal and designated as additional material. Proposals that are not organized in this manner risk elimination from consideration if the evaluators are unable to find where the RFP requirements are specifically addressed. d. Each copy of the proposal should be bound in a single volume where practical. e. Ownership of all data, material and documentation originated and prepared for Muskegon Community College pursuant to the RFP shall belong exclusively to Muskegon Community College and be subject to public inspection. 2. Oral Presentation: Proposers who submit a proposal in response to this RFP may be required to give an oral presentation of their proposal to Muskegon Community College. This will provide an opportunity for the proposers to clarify or elaborate on the proposal but will in no way change the original proposal. Muskegon Community College will schedule the time and location of these presentations. Oral presentations are an option of Muskegon Community College and may not be conducted.therefore, proposals should be complete. 3. Optional Conference Call: On April 5, 2012 the proposer will have the opportunity to clarify or ask questions on this RFP. Starting promptly at 2:00 p.m. eastern standard time, you can call (888) 450-5996, and use passcode number: 251071. B. Specific Requirements: Proposals should be as thorough and detailed as possible so that Muskegon Community College may properly evaluate your capabilities to provide the required good. Offerors are required to submit the following information/items as a complete proposal: 1. The return of the General Information Form signed and filled out as required. 2. Vendor Background and Customers:

a. Provide your company s ownership, history, number of years in business, size, an indication of its financial health, and strategic partners. Identify the parent corporation and any subsidiaries. b. Describe your major products and services, including the different product versions that may be appropriate for institutions with different enrollments and varying levels of integration with administrative systems. c. Provide a current list of your key customers. d. Provide four (3) recent references, either educational or governmental, for which you have provided the type of contract described herein. Include the date(s) the system was implemented, the client name, address and the name and phone number of the individual Muskegon Community College has your permission to contact. 3. Any proposed exceptions to the RFP terms and conditions. II. SELECTION CRITERIA AND AWARD A. Selection Criteria: Proposals will be evaluated by Muskegon Community College using the following: 1. Costs 2. Functionality and Usability of System 3. Expandability and Scalability of System 4. Performance of System 5. Professional Consulting Services and Training 6. Professional and Support Services 7. Vendor Qualifications, Experience, and Financial Stability B. Award: Selection shall be made of the offer deemed to be fully qualified and best suited among those submitting proposals on the basis of the evaluation factors included in the Request for Proposal, including price, if so stated in the Request for Proposal. Negotiations shall be conducted with the offerors so selected. Price shall be considered, but need not be the sole determining factor. After negotiations have been conducted with each offeror so selected, Muskegon Community College shall select the offeror who, in its opinion, has made the best proposal, and shall award the contract to that offeror. Muskegon Community College may cancel this Request for Proposal or reject proposals at any time prior to an award, and is not required to furnish a statement of the reason why a particular proposal was not deemed to be the most advantageous. Should Muskegon Community College determine in writing and in its sole discretion that only one offeror is fully qualified, or that one offeror is clearly more highly qualified than the others under consideration, a contract may be negotiated and awarded to that offeror.

III. CONTRACT ADMINISTRATION A. Mike Alstrom, Chief Information Officer at Muskegon Community College or his designee, shall be identified as the Contract Administrator and shall use all powers under the contract to enforce its faithful performance. B. The Contract Administrator, or his designee, shall determine the amount, quantity, acceptability, fitness of all aspects of the services and shall decide all other questions in connection with the services. The Contract Administrator, or his designee, shall not have authority to approve changes in the services which alter the concept or which call for an extension of time for this contract.
