Another meeting of the GIA Committee was held on 21.11.12 at 03.00 P.M. under the chairmanship of Director (WCD) to consider the GIA cases under the schemes of Ministries of Social Justice & Empowerment, and Women & Child Development, Govt. of India, for the year 2012-13. The meeting was attended by the following officers:- 1. Smt. Satnam Dhamija, Jt.Director (VAC, Deptts. of Women & Child Development and Social Welfare, Govt. of NCT of Delhi) 2. Sh. Ramesh Chand Accounts Officer, WCD. 3. District Officers of respective Districts. The District Officers attended the meeting, who had carried out the scrutiny and inspection of the GIA proposals which were project location-wise, falling in their respective jurisdiction. They brought and presented the cases before the GIA Committee along with summary containing brief findings and results on the cases. CASES DEFERRED: The GIA Committee deferred the project proposals, as scheme-wise detailed below, until certain important and /or relevant deficiencies/ findings are resolved/coordinated satisfactorily by the concerned applicant NGO and/ or the concerned DSWOs:- MINISTRY OF SOCIAL JUSTICE & EMPOWERMENT, GOVT. Basti Vikas Kendra, D-Block, Seemapuri Delhi-95 CASES NOT RECOMMENDED MINISTRY OF SOCIAL JUSTICE & EMPOWERMENT, GOVT. OF INDIA INTEGRATED PROGRAMME FOR OLDER PERSONS (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly, inter alia, noted against each case;

2 (ii) Following relevant points on eligibility & experience requirements stipulated in the scheme & other guidelines: Guidelines For Assisting NGO/Voluntary Organizations of the Ministry of Social Justice & Empowerment, Govt. of India which states that In order to be eligible for assistance, a Voluntary Organization should have been registered for a period of at least two years and should have been actively working in its sector for a period of two years. Such projects will not be taken up for assistance where the activities are proposed to commence after the project is sanctioned and funds released by the Ministry ; The Organization should possess proven credentials and capabilities to handle such projects the following cases are not found suitable for recommendation S. All India Nyay Day Care Centre for As per the summary sheet by the Manch, Older Persons DSWO (North West-I) and the G-62/1, Adhyapak inspection report on the case, no day Nagar, care centre for older persons was found running at the given address i.e. C-304, Gaurav Nagar, Prem Nagar-III, Delhi; no beneficiary was found present at the time of inspection; necessary records are not available in the registered office of the NGO at Adhyapak Nagar. 2. MMU, Helpline and Counseling for Older Persons Moreover, the Committee has found that many documents including the core application submitted by the organization are not duly signed by its authorized signatory and therefore it should not have been considered by the District Office. The Committee, in the first place, took view of the fact that the organization has not applied in the complete prescribed format of the application; it was found that it has not submitted the Part-B of the prescribed proforma of the application. The DSWO should not have considered the application at all. Secondly, the Committee took into consideration the fact that the project of MMU under the IPOP is basically meant for the inaccessible areas where proper health facilities are not available ; the most parts of Delhi are being catered to by the govt.

Maintenance of Old Age Home Thirdly, the Committee observes that as per the allotment letter dated 16.07.12 by DUSIB, the organization will utilize the allotted space only for the providing OPD general public & path lab. As per the summary sheet by the DSWO (North East) on the case, the project of the NGO cannot be considered in current financial year i.e. 12-13 as proposed location/space for the project at Sonia Vihar will be available only in next F.Y. of 2013-14. SCHEME OF ASSISTANCE FOR PREVENTION OF ALCOHOLISM AND SUBSTANCE (DRUGS) ABUSE AND FOR SOCIAL DEFENSE SERVICES. (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly.. inter alia, noted against each case; (ii) Following relevant points on scope, eligibility & experience requirements stipulated in the scheme & other guidelines: Guidelines For Assisting NGO/Voluntary Organizations of the Ministry of Social Justice & Empowerment,Govt.of India which states that In order to be eligible for assistance, a Voluntary Organization should have been registered for a period of at least two years and should have been actively working in its sector for a period of two years. Such projects will not be taken up for assistance where the activities are proposed to commence after the project is sanctioned and funds released by the Ministry ; PREVENTION OF ALCOHOLISM AND SUBSTANCE (DRUGS) ABUSE It should have resources, facilities and experience for undertaking the programme. As conveyed by the Ministry of Social Justice & Empowerment, Govt. of India, under the revised scheme of Prevention of Alcoholism & Substance (Drug) Abuse,, which came into effect from 1.10.2008, Counseling & Awareness Centres have been merged with the Integrated Rehabilitation Centre for Addicts (IRCAs), therefore, funding for maintenance of the Counseling & Awareness Centres would not be possible under the revised scheme. FOR SOCIAL DEFENSE SERVICES The objectives of the scheme are: i) To meet urgent needs falling within the mandate of the Ministry which cannot be met under its regular schemes.

4 ii) To support such initiatives of an innovative/pilot nature in the area of welfare and empowerment of the Ministry s target groups, as cannot be supported under its regular schemes. The Organisation should have at least two years of experience of working in the related area or should show evidence of competence to take up the proposed scheme. Scheme is essentially meant to promote Pilot Projects and work in uncharted and unspecified areas failing within the field of social defence support will also be extended to cover other components depending upon the nature of the projects. the following cases are not found suitable for recommendation S. Drug Awareness and Counseling Centre Grounds/Findings making the project not suitable for recommendation The Committee observes that as conveyed by the Ministry of Social Justice & Empowerment, Govt. of India, under the revised scheme of Prevention of Alcoholism & Substance (Drug) Abuse,, which came into effect from 1.10.2008, Counseling & Awareness Centres have been merged with the Integrated Rehabilitation Centre for Addicts (IRCAs), therefore, funding for maintenance of the Counseling & Awareness Centres would not be possible under the revised scheme. The DSWO should not have taken up the case at all. CASES NOT RECOMMENDED MINISTRY OF WOMEN & CHILD DEVELOPMENT, GOVT. OF INDIA STEP (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly noted against each case:- (ii) Para no.12 of the scheme which states that The scheme is proposed to be implemented through Public Sector Organizations, District Rural Development Agencies. Federation, Cooperatives and voluntary Organization - Non- Government Voluntary Organizations working in rural areas with legal status as a society

5 registered under the societies Registration Act of 1860 or under he Corresponding State Acts. Recipient of financial assistance under STEP are required to be bodies, Organizations or agencies working in rural areas, although their Headquarters may be located in the urban area. They must be registered at least for 3 years (experience/existence in the sector concerned) at the time of approaching for assistance. Implementing agencies will also identify a set of link agencies, which would facilitate the implementation of the project through their expertise, resources and experience. Link agencies would also include voluntary Organizations; active in the field of employment and women s development. While selecting non government organizations as implementing agencies, it would be ensured that the selected organizations have adequate infrastructure and technical expertise in the sector, financial soundness with facilities, resource experience and administrative capabilities for undertaking the project ; 1 Urivi Vikram Charitable Trust, UVNAC Building, Opp. Plot No. 17, Jagran CGHS, Sector-22, Dwarka, New Delhi. Handicraft Sector The Committee observes that Gender Resource Centres (GRCs) are already running similar programmes in the proposed project areas to meet out similar needs. Secondly, the Committee also observes that as per the Annul Reports & Audited Accounts submitted by the NGO, and the inspection report, it does not have adequate infrastructure and technical expertise in the sector. As per the summary sheet by the DSWO (North West-I) on the case, rented premises is being used for running the activities but without any rent agreement; a few beneficiaries were found present at the time of inspection. GENERAL GRANT-IN-AID SCHEME FOR ASSISTANCE TO VOLUNTARY ORGANISATIONS IN THE FIELD OF WOMEN AND CHILD DEVELOPMENT (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly noted against each case; (ii) Following relevant points on guiding principles and eligibility & experience requirements stipulated in the scheme: The organization should have experience of working in that programme or related area or should show evidence of competence to take up the proposed scheme. The organisation should have been in existence for at least two years before it is eligible for applying for grant-in-aid under any scheme. However, an exception of this rule may be considered in areas where the Central/State Govt. proposes to promote Voluntary

6 effort. It should be well managed stable organisation with facilities, resources and personnel to undertake welfare work. It should not be run for profit to any individual or body of individuals. It should have a properly constituted Managing Body with its powers/duties and responsibilities clearly defined and laid clown in a written Constitution. Its services should be open to all without distinction of caste, religion or language. It should be possible to relate the number of years of useful work the organization has done with the quantum of grant that should be given. (iii) Other guiding principles, as detailed in the scheme, on the nature of projects that may be approved S. No. Name & Address of the Org. 1 Shree Prem Manav Sevasamiti, 602, Ground Floor, Gali Ghanteswar, Chandni Chowk, Bagh Diwar, Katra Neel, Delhi. 2 Aanchal Akhil Bhartiya Jan Kalyan Sanstha, A-6/104, Sector-18, Rohini, Delhi-89 Nature/ Title of the Project Computer Training Centre Grounds/Findings making the project not suitable for recommendation As per the summary sheet by the DSWO (Central) on the case, no ongoing activities were seen by the inspection team; records are not properly maintained by the NGO; details of students did not match with registration details; activities mentioned by it are not genuine. Moreover the Committee observes that, from the way the NGO has provided the details in the application, it does not seem to have proper understanding of the nature and other guiding principles of the scheme under which such computer programme is not admissible. Vocational Training As per the summary sheet by the DSWO (NW-I) on the case, only Beauty Culture programme is running at the given address; cash book & stock register not shown; people living nearby do not know about this NGO; no professional staff is available with the NGO to run the programmes related to women & children. Moreover the Committee observes that, from the way the

7 NGO has provided the details in the application, it does not seem to have proper understanding of the nature and other guiding principles of the scheme under which such vocational training programmes are not admissible. SWADHAR (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly, inter alia, noted against each case; (ii) Following relevant points on eligibility &experience requirements stipulated in the scheme: The organization should ordinarily have three years experience after its registration. Its position should be sound It should have facilities, resources, experience and personnel to initiate the scheme for which assistance is sought. It must have adequate experience and expertise of taking up such works of rehabilitation. the following cases are not found suitable for recommendation 1 Priyanka Welfare Shelter Home for 50 As per the summary sheet by Society, Basti Vikas inmates the DSWO ((North East) on the Kendra, B Block, case, it has no staff and no Jhilmil Indl. Area, sufficient space is available; Ambedkar Camp, it was not found running any Delhi-95. activity at the centre at the time of inspection done at two occasions. The Committee is also of the view that the Annual Reports and Accounts submitted by the organization do not establish that it has facilities, resources experience& expertise and personnel to initiate the scheme for which assistance is sought. Officers, as briefly inter alia, noted against each case; (ii) Following relevant points on eligibility & experience requirements stipulated in the scheme: The organization should ordinarily have three years experience after its registration; Its financial position should be sound; It should have facilities, resources, experience and personnel to initiate the scheme for which assistance is sought. The organization must have adequate experience in the field of trafficking, social defence, dealing with women and children in need of care and protection, children in conflict with law, etc the following cases are not found suitable for recommendation: 1 Priyanka Welfare For all components As per the summary sheet by Society, Basti Vikas the DSWO ((North East) on the Kendra, B Block, case, it has no sufficient space Jhilmil Indl. Area, and no experience in the related Ambedkar Camp, field to run the programme; no Delhi-95. evidence of activity was found by the inspecting team at the given address of centre.
