CeGD Newsletter autumn issue 2010 Events Renaissane for egovernance & SEE Highlighted by CeGD Building partnership between EU and Arab States in the field of Information Society Development

2 CeGD Newsletter autumn issue 2010 Editor s note Autumn of 2010 was intensive and dynamic period for Centre for egovernance development. 2 memorable conferences were coorganized - edemocracy conference in Ohrid, Macedonia and Renaissance for egovernance&see in Portorož, Slovenia. CeGD also sponsored events such as ELSA Ex Yu conference in Ljubljana, International Forum on Higher Education Reform in Dubrovnik and Cloud Computing - new dimension for Telemedicine event in Brussels. Blaž Golob, director of CeGD was invited to World Economic Summit 2010 to the Kingdom of Bahrain where he inferred cooperation with director of egov Authority, Mr Mohammed Al Quaed. He also participated at SEE Annual Conference 2010 in Thessaloniki, Greece where he met director of INA Academy, Mr In January 2010 CeGD together with 11 other partners, 6 EU member states, comprising Universities, Research Centres, Public Sector and the Industry, launched the 7th Framework Project PADGETS (Policy Gadgets Mashing Underlying Group Knowledge in Web), which is being co-financed by the European Commission under the ICT for Governance and Policy Modelling call. Meanwhile Legal Framework Study on 7ePillars for successful Information Society was prepared. In 2011 CeGD plans to implement the Official Development Assistance project, which will be submitted to the Ministry of Foreign Affairs, Government of Slovenia, to support the CeGD egovernance Academy activities in countries of the Western Balkans and Moldova. The project specifically targets 5 countries of the region - Albania, Bosnia and Herzegovina, Macedonia, UNMIK Kosovo and Moldova and intends to provide workshops, seminars and trainings on specific egovernance issues. Dynamic autumn inspired CeGD team for new challenges in winter of 2011. In February II. SEE ehealth Seminar will take place in Ljubljana. 12th Bled Forum on Europe with prominent speakers and guests will be held in the beginning of March of 2011. Readers are still welcome to help us create the upcoming issues of the CeGD Newsletter by submitting ideas for topics, specific articles, interviews, presentations of egovernance solutions and ICT solutions, highlited topics and provide feedback. Throughout CeGD advisory bodies, namely Public sector advisory committee and Private sector advisory committee, we received a bottom-up inputs, where countries of the South East Europe region and regional private sector ICT associations identified priority areas for Information Society development. CeGD news 3 International Conference Renaissance for egovernance & South East Europe High level Policy event 5 th - 7 th of October 2010 (Photo by: VLNmedia) The conference Renaissance for egovernance & SEE held in Portorož, Slovenia, addressed governmental policy and decision makers from 14 countries within the region of South East Europe (SEE). The organizer of the conference was Centre for egovernance Development (CeGD), based in Ljubljana, Slovenia together with Microsoft. The objectives of the information society leadership gathering were to identify global challenges and the role of information society development for good governance development, to identify regional South Eastern Europe needs for information society development from the perspective of policy design, legal regulations and ICT solutions, to present ICT solutions for improving good governance, to present the model and good practice cases of public private partnership and to have a futures foresight perspective on e-governance solutions. Blaž Golob, Director of CeGD and initiator of the conference stressed: The most precious content of the conference that hosted representatives of governments of 14 countries of SEE were discussions on practices, countries' strategies, politics, technologies, good practice cases in the field of e-government and e-governance in the SEE region. The participants exchanged opinions and linked due to the topics and projects on where future ICT technology can increase possibilities of development of the public sector.«

News from the SEE region 5 Building partnership between European Union and Arab States in the field of Information Society Development The First Licensing and Technology Transfer Forum in the Middle East entitled Licensing Opportunities Forum«was held on 23. November 2010 in Manama, Kingdom of Bahrain. The event was organized by The Licensing Executives - Arab Countries in cooperation with Bahrain World Economic Summit 2010 under the Patronage of H.E. Dr. Hassan Fakhro, Minister of Industry and Commerce, Kingdom of Bahrain. Blaž Golob, director of CeGD attended the event. CeGD news 6 Celebration of International day of Democracy in Western Balkans 12 th - 14 th of September 2010 The two-day conference on e-democracy, co-hosted by Centre for egovernance development (CeGD) and Nextsense was held in Ohrid, Republic of Macedonia, from 12 th to 14 th September 2010, celebrating September 15 th, the International day of Democracy. The conference was co-organized by CeGD and Nextsense under the auspices of The Assembly of the Republic of Macedonia and supported by the Official Gazette of Republic of Macedonia, NDI-National Democratic Institute from USA, Microsoft, Symantec and Regional Cooperation Council (RCC). The event gathered representatives from Parliament, Governments and Official Blaž Golob, director of CeGD, presented the model of public private partnership in the field of government development and information society. The aim of the conference was to enhance efficiency and transparency of parliaments with the help of information technology. Macedonia is a good regional case how the state enhanced efficient cooperation of parliament and government and at the same time it enhanced possibilities of higher participation of citizens in policy making with the use of application eparliament. The application was developed by the Macedonian company Nextsense. The ICT solutions by NextSense help the Governments and Parliaments in the twenty first century to be representative, transparent, available, accountable and efficient. News from the SEE region 7 ELSA ex YU Conference 2010 CeGD sponsored ELSA EX YU conference, which was held from 4.-7. November 2010 in Ljubljana. Blaž Golob, Director of CeGD, gave a speech on Successful Regional Cooperation and the Role of Information Society in South East Europe, Western Balkan, EX Yu in 2020. European Law Students' Association (ELSA) organised ELSA EX YU conference entitled Economic and social rights«. It was honourably! sponsored by the President of the Republic of Slovenia dr. Danilo Türk. CeGD also sponsored the event. Blaž Golob, Director of CeGD, gave a speech on Successful regional Cooperation and the Role of Information Society in South East Europe, Western Balkan, ExYU in 2020. The main theme of the conference was the accession process of the EX YU countries to the European Union. Slovenia is currently the only EX YU country, which is a member state of European Union. Experiences on how Slovenia fulfilled requirements to become the EU member state were especially valuable to all the present representatives of EX YU countries. The conference hosted many honorable Slovenian speakers, such as prof. dr. Jože Mencinger, prof. dr. Franjo Štiblar, prof.dr. Ciril RibiËiË, prof. dr. KonËar, prof.dr.igor Pribac and Mr Blaž Golob, Director of CeGD. Organized by Microsoft together with CeGD and COCIR (The European Coordination Committee of the Radiological, Electromedical and Healthcare IT). The event gathered together important leaders in the European Medical Community as well as Health organizations involved in innovative telemedicine projects. Blaž Golob, director CeGD, attended the event. The objectives of the workshop were to explain and share experiences of high-level participants on the benefits and challenges that Cloud computing is bringing to e-health. Specifically it considered the European Union strategy and plans on telemedicine, including the coming EU project for Renewing Health as well as recent European toolkit for telemedicine developed by COCIR, a non-profit EU trade organization, which represents the voice of the European Radiological, Electrometrical and Healthcare IT Industry. Some of the questions addressed included the issues for developing Personal Health Records and how new services could address healthcare challenges, such as support to aging population with growing chronicle disease and providing new types of diagnostics and remote care. The workshop addressed recent country-specific case studies from Western and Central Europe as well recent US trends in telemedicine presented by Kaiser Permanente, one of the largest US Health Insurance providers. 8 3rd meeting of the PADGETS Project Consortium On the 11 th and 12 th October 2010 Padgets WP3 kick-off workshop was held in Berlin, Germany. On the 10 th and 11 th of November 2010 the third project meeting of the Padgets consortium was also held in Berlin, Germany. Both meetings were hosted by project partner Fraunhofer Focus. Discussion on particular deliverables, subject to the half-year review by the European Commission, was the general objective of the meeting. Among other topics the potential user case scenarios were discussed by the project partners. Additionally, the particular characteristics of a Padget (Policy Gadget) concept was discussed among the technical partners of the project. Main issues on the Padgets concept such as position of Padget in Policy Cycle, Padgets Stakeholders/Users, Padget Functions, Decision Model, Social Indicators, Padget Analytics were analyzed and agreed. The CeGD is currently developing a model for test deployment of the PADGETS platform. In 2011 CeGD plans to organize project meeting for all project consortium in Bled, Slovenia and test user case scenarios with the Slovenian Member of the European Parliament. The project is expected to conclude in 2012. Dissemination activities, community building strategy and the academic dissemination plan had also been discussed by the project partners in order to build an overall communication plan for the next six months. CeGD news 9 Legal Framework Study of 7 epillars for Successful Information Society August 2010 In August CeGD enabled an internship in scope of European Lawyer Student Association. Ms Kristina BalenoviÊ, a lawyer from Zagreb, Croatia, did comprehensive work with the Legal Framework for Information Society Development CeGD VII epillars. She prepared a study on legal framework for 7 epillars for successful Information Society. The development of information society, defined through CeGD's model of VII epillars (egovernment, edemocracy, ebusiness, eeducation & eresearch & eculture, ehealth, ejustice and esecurity) represents the structure of egovernance that CeGD promotes. September 2010 in Thessaloniki, Greece. Under the title "Transnational Co-operation as a strategic instrument for development in South East Europe, the conference provided strategic perspective on transnational cooperation in the area of South East Europe with a focus on SEE Programme s role and future perspectives. The conference brought together some 300 participants, including representatives of the European Commission and other main international donors active in the region, officials and experts from the SEE countries, representatives of international organizations and academia, potential project developers. The main objectives of the conference were stimulation of innovative proposals for future strategic co-operation activities, creation of an efficient dialogue on the topic of development in the Balkans area, to stimulate interprogramme(s) dialogue and synergies, to stir project development towards the third call for project proposals and to exchange of experience for the Programme stakeholders. September in Dubrovnik, Croatia. The event was co-organized by the Regional Cooperation Council Secretariat, the University of Zagreb and the University of Novi Sad, as a follow up of the biannual International Conferences on Higher Education (Novi Sad 2005, Dubrovnik 2007, and Sarajevo 2009). CeGD was a sponsor to the event. International Forum was an experts' summit aiming to explore a wider context of ten years of European higher education modernization reform, and provide a platform for an open discussion on the further development of EU higher education area, trying to make a shift from the official mindset. The conclusions of the Forum would eventually provide valuable inputs in the course of tuning higher education reform strategy for the next ten years. Forum gathered representatives of international organisations, European higher education authorities, research and development centres, NGO s and foundations as well as university leadership and independent European higher education experts. The event lasted three days and had six sessions: introductory session, four round tables, and closing session. A special Panel co-located with Forum, devoted to mobility of PhD students under the umbrella international organisations/foundations, took place at the end of the event.
