UNIVERSITY OF CALIFORNIA, RIVERSIDE REQUEST FOR PROPOSALS PRE-DESIGN, ARCHITECTURAL PROGRAMMING AND FULL ARCHITECTURAL DESIGN SERVICES FOR A 600 BED DUNDEE RESIDENCE HALLS PROJECT Updated 3-17-09 Introduction The University of California, Riverside (UCR) invites the submission of proposals for design professional services to assist the Office of Academic Planning and Budget/Capital & Physical Planning Department, Facilities/Office of Design and Construction, and the Housing Services Office in program verification and updating a comprehensive Detailed Project Program (DPP) completed in 2005. The referenced document provided for 1,250 bed Canyon Crest Residence Halls project (to include a 1,100 seat Dining Hall, Recreational Fields, and Demolition of 268 units of Family Housing). The proposed project will provide for the initial stage of development to include 600 beds, a Residence Services Office facility, site development, new Campus entrance(s) and infrastructure improvements (e.g., parking, utility extensions, roadways, etc.) and associated parking comprising a 1:4 Parking Space / Student ratio (150 spaces). Demolition of approximately 88 units within Family Housing is also included in the scope of the project. The Camupus will initiate a multi phase contract for the DPP verification and update, with an option to enter into a full service contract for Design Professional Services. As part of the DPP verification and update phase, the selected consultant will be required to produce written documentation, including functional adjacencies, room-by-room descriptions, preliminary site and massing studies, and cost estimates for the proposed facilities. The DPP process must begin the week of May 4, 2009 and be completed by August 12, 2009. Background The 1,121 acre UCR campus is located three miles east of downtown Riverside and is bisected by the I-215/SR-60 freeway. The 610 acres east of the freeway include the academic core and most of the existing facilities which include 3,000 student residence hall beds and 2000 student apartment beds and most of the existing campus facilities. UCR acreage west of the freeway includes agriculture research fields and facilities, a large parking lot, administrative facilities (Highlander Hall and Human Resources), the University Extension Center, and International Village housing. UCR is experiencing a growth cycle, with a present enrollment of approximately 18,000 students and is expected to increase to 20,000 students by 2015-16. The Campus desires to align the housing program with the projected enrollment and physical campus growth. Further, it is the desire of the Campus to increase the housing goal from 35 percent to 50 percent of the UCR students (including 75 percent of the freshmen and 50 percent of transfer students) in Campus housing. In 2007, UCR housed approximately 30 percent of UCR student population. 1

The 2005 LRDP update recognizes that the provision of high quality, affordable student housing is essential to the educational mission of the University of California. Additionally, there is a positive correlation between the provision of student housing and student retention thus it is UCR s desire to create and support a vibrant university community for our student population. Proposed Project The selected consultant will work closely with the project management team and the appointed committee for: 1. Residence Halls totaling approximately 168,000 gsf, to accommodate 600 beds; 2. Demolition of approximately 88 units of Family Housing; 3. Site development, new Campus entrance(s) and infrastructure improvements (e.g., parking, utility extensions, roadways, etc.); 4. Total Project Cost of $65,000,000. The functional requirements include residential spaces, commons areas, support spaces and exterior spaces. Scope DPP Verification / Update 1. Data Collection Use of completed DPP, interviews, surveys, and other applicable techniques to obtain program information based on understanding the housing programs, including students, staff, and faculty, adjacency relationships, functions, etc. 2. Site Analysis Verify and update site capacity information and examination of site features, surrounding context, and soil conditions. Diagrams of site, utility service connections and identification of potential site issues related to the demolition of 70 year old Family Housing units. 3. Functional Concepts and Design Criteria Verify and update diagrams of essential relationships among functional components. Criteria based on functional considerations to suggest physical form. Code analysis for occupancies and site development. 4. Space Program and Room Requirements Verify and update development of room size standards and planning modules. Inventory of space by room with total assignable square footage and gross square footage determined. Detailing of important criteria affecting design and use of each room. 5. Building System Criteria Verify and update development of performance standards for each component of the building systems, including basic structural elements, HVAC, lighting and electrical, tele/data communications, fixed and/or moveable equipment, and finishes as appropriate. Evaluation of building system criteria relative to sustainable design principles in general, and LEED certification in particular, should be incorporated into the development of related performance standards. 2

6. Massing Analysis and Future Expansion Verify and update placement of buildings and parking on-site based on programmatic considerations. Development of building form assumptions for purposes of initial cost estimate. Development of three massing alternatives. Development of future massing relationships between current and proposed structures and examination of the total site carrying capacity. 7. Cost Plan Verify and update preliminary construction cost analysis based on program variable, including all assumptions about massing, materials, systems, space efficiency, sustainability, etc. at current California Construction Cost Index. 8. Planning Team and Process The consultant team should include appropriate individuals such as facility planners, architects, landscape architects, cost estimators, and engineers. The consultant s proposal should include a description of the recommended approach to verifying and revising the completed DPP for the project consistent with UCR s planning structure and aforementioned planning documents. The UCR project management team will consist of representatives from the Academic Planning and Budget Office/Capital & Physical Planning Department, Facilities/Office of Design and Construction, the Housing Services Office and the Office of Student Services and Enrollment and will act as a liaison among UCR campus representatives, user representatives, and consultant teams. The Executive Vice Chancellor will appoint a programming committee. This committee will play an active advisory role in the process with the consultants and the UCR project management team. Other participants may include faculty, staff, and students; and the process will require interactive meetings, planning sessions, and workshops. The proposal submitted by consultant teams should anticipate a minimum start-up period of one to two weeks for orientation meetings with the UCR project management team prior to the first committee meeting. During the course of the DPP Verification process, the consultants will be responsible for producing all meeting minutes and associated handouts in an electronic format consistent with UCR standards for review and distribution by the project management team. Deliverables Ten copies of an administrative draft of the revised DPP will be required for review by July 14, 2009. Twenty copies of the final DPP must be submitted by August 12, 2009. An electronic copy of the administrative draft DPP will be provided to UCR in one Adobe Acrobat file. One unbound copy and an electronic copy (one Adobe Acrobat file) of the Final DPP will be provided to UCR. All electronic documentation must be consistent with UCR standards. 3

Scope Design & Construction The scope of services includes but is not limited to: 1. Preparation of schematic design and design development documents; 2. Assisting the Campus with documentation required for environmental assessment and documentation; 3. Preparation of detailed cost estimates at schematic design, design development, and construction document phases; 4. Participation at value engineering sessions; 5. Preparation of construction documents; 6. Assisting the campus with obtaining appropriate agency approvals, Regental approvals, Campus Design Review Board comments, Campus Design approval, including Campus Fire Marshal and two neighborhood/community meetings, one at SD and one at DD; 7. Assistance in bidding and award; 8. Providing construction phase contract administration. Depending on the type of delivery method selected by the campus, the architect may need to interface with appropriate construction managers, developers, contractors, etc. in the development of design and construction administration approaches for the scope of work. Proposal Format The proposals should be concise and should contain the following sections in order as shown: 1. Introduction Describe philosophy of firm and areas in which the firm excels. Describe what is unique about the firm, its goals, and objectives. 2. Approach Describe specific programming techniques to be employed. Outline anticipated work plan and schedule. Describe how your team will work with the project committee, the project management team, staff, faculty, students, and participating UCR service department representatives. 3. Statement of Qualifications/Team Description and Relevant Professional Experience Provide names and educational background of each team member, including subconsultants. Describe experience and proposed role for each team member. 4

4. Project Experience List projects in chronological order in which team members were involved. Indicate whether the project was done by the firm, or by a team member when employed in another firm. 5. References Provide names, addresses, and telephone numbers of previous clients who can evaluate completed work. 6. Illustrative Materials Provide a limited representation of promotional photos and drawings. Selection Criteria The selection committee will be seeking project teams that exhibit strong programming and design talent with demonstrated experience in comparable projects within a Campus setting. Applicants should clearly highlight such projects and their similarities with the proposed project. Major considerations in the selection of the team will be based on the following: 1. Design excellence 2. Design philosophy 3. Experience of the firm 4. Experience of the team members 5. Management plan/quality control 6. Multi-phase projects experience 7. References Qualifications Highest consideration will be given to consultants with a demonstrated understanding of detailed project programming; experience with residence halls in a Campus setting; planning and architectural data gathering; analytical methodologies; reliable cost plans; familiarity with the University of California process; and responsiveness to the needs of the UCR campus.
