Situation a. Personal Portable Electronic Devices (PPEDs) and Official Portable Electronic Devices (OPEDs) provide convenience and connectivity in our daily lives. PPEDs / OPEDs allow us to maintain constant contact with friends and family, and give us access to an unlimited amount of information. However, PPED use can also cause reduced situational awareness, compromise our privacy, and threaten operational security. When used at the wrong time or in the wrong location, PPED /OPED use can contribute to training mishaps resulting in the injury or death of Marines and Sailors. b. The proliferation of PPEDs / OPEDs has increased dramatically in recent years. These devices represent a major change in personal convenience and have led to a paradigm shift in social behaviors and norms. Without an appropriate level of leadership involvement, Marine Air Ground Task Force Training Command (MAGTFTC), Marine Corps Air Ground Combat Center (MCAGCC) personnel will continue to incur unnecessary and avoidable risks to themselves, their organizations, and their families. Risks include but are not limited to: (1) Distracted, inattentive, and unsafe behavior. (2) Compromise of classified or sensitive material. (3) Degraded operational security and disclosure of personally identifiable information. (4) Deterioration of interpersonal leadership and self-discipline. (5) Deterioration of customs and courtesies. 2. Mission. In accordance with reference (a), publish detailed orders governing the use of PPEDs/ OPEDs by all Marines, Sailors, and civi l ian employees at MAGTFTC, MCAGCC headquarters and subordinate commands. 3. Execution APR 28 2017 a. Commander's Intent and Concept of Operations (1) Commander's Intent. Ensure the safe and responsible use of PPEDs/ OPEDs throughout MAGTFTC, MCAGCC headquarters and subordinate commands. Appropriately controlling the personal use of PPEDs / OPEDs is a leadership issue. Leaders at all levels must make this a priority and enforce more prudent use of PPEDs / OPEDs in training environments and in the daily execution of duties. (2) Concept of Operations (a) MAGTFTC, MCAGCC Headquarters and Subordinate Commands 1. Commanding Officers, staff directors, and supervisors at all levels, are directed to govern the use of PPEDs/ OPEDs in office/ work spaces in order to promote good order and discipline, and to reduce distractions from official business that could cause a loss in productivity. 2. MAGTFTC, MCAGCC Headquarters principal and special staff directors, supervisors, and commanding officers of MAGTFTC, MCAGCC subordinate commands will ensure widest dissemination and impl ementation of this policy no later than 1 January 2017. When implementing this policy, emphasis should always be placed on safety and good order and discipline. (b) All Duty Standers. While standing post, at no time will PPEDs / OPEDs be used in a manner t hat detracts from the performance of official duties. Adhering to this constraint, PPEDs / OPEDs may be used in a professional capacity (i.e. for Professional Military Education (PME), professional reading, Marine Net), or for emergencies when communicating with spouses, children, family, etc. b. Coordinating Instructions (1) PPEDs include any non-stationary electronic apparatus with singular or multiple capabilities of recording, storing, and/ or transmitting data, voice, video, or photo images. These include, but are not limited to, cell phones/ smart phones, laptops, tablets, Bluetooth headphones, e-readers, MP3 players, smart watches, and cameras. Personal wearable fitness devices (PWFD) are authorized for use, provided they meet the requirements of reference (b). OPEDs are those portable electronic devices procured, owned, or issued by the U.S. Government. (2) Current rul es regarding PPED and OPED use and p r esence in restric ted/ classified environments remain in effect. (3) PPED/ OPED use will not be authorized during any phase of live fire training. Restrictions appl y to both the trainees and t he training staffs. OPEDs and/ or approved tactical/ range/ safety communication devices, to include the use of video, audio, and camer a equipment by Public Affairs Office and Combat Camera Marines will continue to be used in accordance with local orders and applicable range regulations. OPEDs do not include communications equipment designed and approved for employment in tactical or emergency vehicles, or operations in the range t r aining areas aboard MCAGCC. 2 Enclosure (1)

APR 28 l0f7 (4) OPED/ PPED cameras or recording devices may be used in unclassified government spaces, when directed or authorized by unit commanding officers and work-center supervisors during special occasions (i.e. promotions, a wards, reenlistments, unit functions, or events). (5) Operators of government owned vehicles/ aircraft/ equipment, and all associated crews, are prohibited from using PPEDs and OPEDs at all times while vehicles / air craft/ equipment are in operation. This restriction includes the use of voice, t ext, message, video, and simi lar appl ications. Passengers in vehicles/ aircraft/ equipment may use PPEDs and OPEDs at the discretion of the vehicles/ aircraft/ equipment commander and unit commander. Tactical OPEDs that are designed and approved for use in specific vehicles/ aircraft/ equipment may be util ized by crew/ passengers of those vehicles in accordance with published safety regulations, and at the discretion of the vehicles/ aircraft/ equipment commander and unit commander. (6) At no time will PPEDs be connected to the Marine Corps Enterprise Network or any other government owned computer equipment. Connections include, but are not limited to, dial- up, Ethernet, fiber, USB, wireless, infrared, Bluetooth, and hot synching. (7 ) The use of PPEDs should be limited during official working hours, and at no time will PPEDs / OPEDs be used in a manner that detracts from the performance of offi cial duti es. If using PPEDs and OPEDs t o conduct nongovernment business, it should be done during breaks, lunc h periods, personal fitness time, and off-duty hours, as prescribed by the offi cer- in-charge, staff noncommissioned officer in charge, or section supervisor. For the purposes of this order, the use of PPEDs / OPEDs in a professional capacity (i.e. for PME, professional r eading, Marine Net, Marine Online, Marines.mil) is considered government business. (8 ) All mishap reporti ng/ investigat ions shall include comments regarding both PPED and OPED use and perceived/ determined contribution to the reportable event. (9) It is under stood that work/ classroom/ training environments throughout MAGTFTC, MCAGCC and its subordinate commands are i nherently different; however, unofficial use of PPED/ OPEDs, or official use at the wrong time/ place invit es risk. Conven ience shoul d not drive risk decisions. When in doubt, err on the side of caution. 4. Administration and Logistics.
