Mr. Melton is the Director for a $1.9 billion lump sum design build contract with the Metropolitan Washington Airports Authority (MWAA) for Phase 1 of the. He is directly responsible for the engineering, procurement and construction for all aspects of the project. His team includes over 1800 Bechtel, joint venture partner, and subcontractor employees. Design-Build Manager. Mr. Melton was promoted and expanded his responsibilities during this period of the Dulles. In addition to the departments previously under his charge, this new role included managing human resources, accounting, IS&T, and facilities management. Mr. Melton also played a significant role in Bechtel s negotiations with the Metropolitan Washington Airports Authority (MWAA) for the Design-Build Phase of the Dulles, which resulted in Bechtel being awarded a $1.9 billion contract. He was responsible for managing the development of Bechtel s firm-fixed price proposal. Deputy Manager. Mr. Melton s responsibilities included the managing of all technical services in support of the Preliminary Engineering (PE) for the (DCMP), which is a Public Private Partnership (PPP) with the Commonwealth of Virginia. The project represents the first major rail PPP in the country and has a total install cost for both phases estimated at $6.5 billion. His specific responsibilities included project controls, prime contracts administration, estimating, project administration and subcontracts/procurement. Page 2

Specific examples include working with Binfra s functional managers to develop the Execution Plan (PEP) for the Preliminary Engineering phase of the Dulles Corridor Rail Transit and also the management of key customer relations in the New York City market in support of strategic Business Development initiatives. Development Manager. Mr. Melton was responsible for project development of EPC Fossil Power projects in North America, including marketing plans and implementing strategies for key clients and specific projects. He managed and supervised a cross functional team to complete the engineering scope book, project schedule, permit applications, project budgets, Lump Sum Turn Key (LSTK) estimate and contract negotiations. Accomplishments included successfully managing the proposal process for two long-term development efforts. The first was a 300 MW combined cycle natural gas fired cogeneration power plant in Oklahoma City, Oklahoma. The second was a 600 MW supercritical, pulverized coal power plant in Monongalia County, West Virginia. Global Program Manager. Mr. Melton managed and supervised the delivery of StorageNetworks (SR) Information Technology services that accounted for fifteen percent of the company s overall revenue to its premier customer Merrill Lynch. He established a record of success in New York that included a 110% increase in delivered services and gross margins of +35%. He successfully spearheaded the global expansion of the Merrill Lynch account to Tokyo, Japan and was honored by the Global Sales Team as one of three delivery people having the most positive impact on the company s ability to increase market share. He was the senior Bechtel representative at La Guardia Airport and also served as an Assistant Resident Engineer working directly with the Port Authority of NY and NJ s construction staff. His responsibilities at La Guardia Airport included managing major roadway rehabilitations, water distribution improvements, lighting and painting upgrades for the Central Terminal Garage, and overseeing a very aggressive tenant alteration program by Delta, American, US Airways and Continental. Assistant Resident Engineer. Mr. Melton was assigned to the Boston Central Artery/ Tunnel (CA/T) as an Assistant Resident Engineer. He planned and oversaw the construction of the new Broadway Bridge (C09A8) a subproject of the $430 million I-93/ I-90 Interchange and I-93 Northbound Lane reconstruction. Mr. Melton supervised engineers, office and field personnel, and interacted daily with the General Contractor s (Kiewit/Cashman JV) staff in the accomplishment of project goals and objectives. Contract C09A8 also included the construction a cut and cover tunnel; an outfall structure; and major and minor utility relocations. Manager. Mr. Melton was a member of BCIV s Transportation Group and was the Manager on a number of Bechtel Civil initiatives. He also participated in extended field assignments at the Atlanta Hartsfield International Airport working with the Airport Consulting Engineers (ACE) JV to compile, analyze, and present lessons learned and best practices. Plant Manager. Mr. Melton was the Plant Manager responsible for all production activities, cost estimates, and facility management. Prior to his promotion to Plant Manager, he was the Plant Engineer for Sequoia s 350,000-sq. ft. California facility with over 200 pieces of production and material handling equipment. Mr. Melton served as the Director, Administration and Requirements of the Marine Corps University (MCU). He supervised an administrative staff of fourteen employees and was responsible for developing an administrative system to manage all special projects and personnel placement. While at MCU, he also instructed lieutenants in basic combat engineering at The Basic School. Aide De Camp. Served as the Aide de Camp to the Commanding General of the 1st Marine Division during Desert Shield/Storm in Southwest Asia. He was the recipient of commendations for valor and actions rendered in combat. Adept at working with very senior officials, upon returning to the United States, he was tasked to coordinate with the Senate Armed Services Staff to arrange for highly sensitive testimony by the Commanding General on the role of Intelligence in the Gulf War. Appearing with the General, Mr. Melton worked closely with the SASC Staff Director to provide the final comments for the Congressional Record. Combat Engineer Officer. Mr. Melton served as a Combat Engineer Officer for a U.S. Marine engineer unit. He was responsible for all phases of training, construction projects, and extended deployments throughout Asia and South America. During this time, Mr. Melton also served as an Engineer Operations Officer. He was responsible for planning and coordinating the operations of a Marine Battalion consisting of 800 employees and $2.1 million in engineering and construction equipment. Deputy Manager. Mr. Melton was a Deputy Manager for various transportation studies including traffic studies, parking analysis, and highway projects throughout the southeastern United States. Page 5
