Service delivery

Establishing the service approach Information, Linkages and Capacity Building (ILC) supports will be delivered through five streams of activity: o o o o o Information, linkages and referrals Capacity building for mainstream services Community awareness and capacity building Individual capacity building Local area coordination Early Childhood Early Intervention (ECEI) supports children aged 0-6 years who have disability or development delay Local Area Coordinators (LACs) support some participants and their families to join in and contribute to the life of their community and assist with the NDIS planning process and plan implementation. Providers can register with the NDIA to deliver supports and services to NDIS participants

Working with our community ILC grants open until 2:00pm AEDT on Wednesday 8 March 2017 ILC Jurisdictional Based Grants - ACT. Up to $3.0 million is available. ILC National Readiness Grants. Up to $13.1 million is available.

Driving choice and value through an emerging intermediaries market Intermediaries work with participants to build their capacity to achieve greater independence, self-direction and management of their supports. Support Coordinators Provide options to participant on supports Implement and monitor participant s NDIS plan aligned to their outcomes Develop skills in directing and managing supports Plan managers Paying for supports and monitoring budgets Develop financial literacy and management skills Both support participants to maximise the value of their budget

Continuous participant support and ongoing provider payment The priority is to ensure that participants continue to get the support they need. NSW Government maintaining provider payment until plan approval Once plan approved, timely plan activation will assist provider cash flows Providers can claim for supports aligned to a participant s plan from the date the plan is approved Service bookings can be created that are backdated to plan approval Supported Independent Living will be included in plans at benchmark levels (number of residents and complexity) service booking generated by NDIA If above benchmark pricing sought need evidence of level of support required and detailed costing

Providers transitioning existing SDA 1. Apply for SDA registration group 2. Enrol your dwelling/s with the NDIA - the enrolment date will be the date a successful enrolment form is submitted 3. Respond to the request for quote from a participant resident who has SDA in their plan maximum quotable price confirmed during dwelling enrolment Provided SDA was included in the participant s plan at the time, SDA payments are able to be claimed back to the date of dwelling enrolment For more information please navigate to: NDIS website > Providers > Specialist Disability Accommodation

Working towards a Supported Independent Living (SIL) tool The SIL tool calculates an efficient price for SIL, based on the provider s proposed care hours for each participant. Planners can compare provider quotes to the calculated efficient price. Where quotes are higher than benchmark, planners are then able to use the SIL tool information to negotiate adjustments to quotes (quickly). Helps to resolve common issues, e.g.: Inappropriate service bundles Over-loaded estimates of service hours to be delivered

Setting the foundations for growth NDIA as a market steward : Monitoring, evaluation, oversight and (where necessary) support and intervention, in pursuit of a sustainable and successful NDIS Building evidence base for market analysis: Provider benchmarking will commence in 2017 (cost of service delivery, operating metrics, financial stability) Ongoing consultation with the sector to inform priorities and decision-making Systematically building national market consistency: Assistive Technology strategy that identifies innovation and diverse sourcing approaches across the breadth of assistive technology options Working arrangements that draw on market and pricing insights and support from existing funding programs (e.g. state/territory AT supply schemes) Quality assurance and verification activities: Agency undertakes quarterly quality assurance activities Next program due to roll out in March with 500 randomly selected providers

NDIA pricing review Regular reviews to determine whether price controls are warranted Planning for the 2017 review has commenced Consultation is planned for March with the release of a discussion paper Price controls in place to make sure participants get value from their support packages, but price levels must be sustainable for providers

Background and overview of new process

Background NDIA National Office in partnership with NDS developed a quoting guideline document, including template, for shared or group living arrangements On 2 May 2014, the first provider training workshop in how to use this template was held in the NSW Hunter Trial Site Providers completed a template that was complicated, did not assist planners to understand and analyse supports provided, lacked evidence for reasonable and necessary decision making This resulted in significant administrative burden to providers as well as Agency staff Quotes, in some instances, were still unassessed after a 6 month period Participants were not at the centre of the support

Introducing the NDIS SIL Pack The 2017 NDIS Supported Independent Living (SIL) Pack Due to the current backlog of SIL quotes requiring approval, Market & Providers will be rolling out a Provider SIL Pack along with the SIL Tool. The information contained within the Provider SIL Pack will provide planners with detailed information regarding the needs and supports required for individual participants. This will facilitate more meaningful conversations with providers and will ultimately allow planners to make better informed decisions. As a result, quotes are able to be processed more efficiently. Provider SIL Pack: NDIS Planner SIL Pack: Brand New SIL Quoting Template Roster of Care Template New and improved quoting template that will be easier to complete for providers. A simple template describing the proposed roster of care and staff mix. NDIA SIL Tool Uses information contained within the Provider SIL Pack. Ensures consistency in decision making across regions. Allows quotes to be processed more efficiently. Support Hourly Breakdown Template Guidance and FAQ Document A breakdown of support hours across the different shift periods including staff ratios. Guidance on how to use the new SIL quoting process. Training and FAQ Document Allows planners to engage with providers at an early stage in the process and facilitates more meaningful discussions.

The SIL Tool The 2017 SIL Tool The SIL tool allows planners to calculate an estimated market price for SIL from the information provided in the provider SIL Pack. This price can then be compared to the provider quote and the NDIS benchmark. This allows planners to have better informed discussions with providers so that the desired outcome can be achieved. Commonwealth Continuity of Support (CoS) Programme The Commonwealth is responsible for full cost of state specialist disability services (under the 2011 National Health Reform Agreement) The Commonwealth will become responsible for funding and administering specialised disability services for older people alongside the roll out of the NDIS Ensure continuing support for older people who are ineligible for NDIS COAG agreement 3

The Continuity of Support Program will support: Continuity of Support - Aims Older people with disability who are aged 65 years and over currently accessing state-administered specialist disability services who do not meet NDIS age access requirements Aboriginal and Torres Strait Islander people with disability aged 50 years and over currently accessing State-administered specialist disability services who do not meet other (non-aged related) access requirements of the NDIS No new entrants to the CoS Programme once implementation has occurred in a region 3

NDIS Quality and Safeguarding Framework An NDIS complaints commissioner to facilitate the resolution of complaints investigate both serious incident reports and potential breaches of NDIS Code of Conduct. An NDIS registrar to register providers, oversee compliance, establish policy settings for nationally-consistent worker screening and take the lead in monitoring the effectiveness of the NDIS market. Quality Assurance required for providers of higher intensity or higher risk supports.
