19 th Annual NDIA SO/LIC Symposium and Exhibition Theme, Objective, and Scope Theme: SOF at the Crossroads: Resetting the Force for the Future Objective: The objective of the 19 th Annual NDIA SO/LIC Symposium is to address evolving Defense and Industry decisions for SO/LIC policy, strategy, and resources as the United States and its coalition partners reset their forces and reassess their goals, objectives, priorities, and capabilities to combat terrorism in Iraq, Afghanistan, and around the world. Scope: Pilloried by a strident drum beat of anti-war sentiment and media streams of incessant terrorist violence in Iraq, Afghanistan, and other corners of the world, United States and coalition partner countries are in the throes of evolving policies and strategies to reduce their risk in forward battle areas and to reset their forces for a spectrum of activities that do not fit cleanly within the doctrine of traditional or conventional combat operations. One outcome of the political and strategic debates in the United States is a mandate to increase the number of special operations forces to combat the growing terrorist threat. The focus of operations for this increased force is shifting from direct action to indirect approaches required to conduct irregular warfare and has resulted in requirements for revised or enhanced doctrine, training, and weapon systems. These tides of change leave SOF at the crossroads in resetting its forces for future action and will require a close working relationship between Defense and Industry to meet evolving requirements throughout the global battlespace. The 19 th SO/LIC Symposium will provide preeminent subject matter experts to discuss these evolving Defense policies and strategies and will address technology needs from Industry to help SOF combat a global terrorist threat. Attendees will have the opportunity hear from the Tip of the Spear our special operations warriors and their Service partners in the field; participate in discussions and exchange views with Government and Industry participants; and review the technologies on the shelf and in development that are being incorporated as new tools in waging war at the crossroads. 1
