The command establishes communications with higher, lower, and adjacent units, and the mission command system is operating and processing information. The commander issues guidance on responding to a chemical, biological, radiological, or nuclear attack. This task is always performed in MOPP 4. Safety: In a training environment, leaders must perform a risk assessment in accordance with current Risk Management Doctrine. Leaders will complete the current Deliberate Risk Assessment Worksheet in accordance with the TRADOC Safety Officer during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support availabletime available and civil considerations, (METT-TC). Note: During MOPP training, leaders must ensure personnel are monitored for potential heat injury. Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the MOPP work/rest cycles and water replacement guidelines IAW current CBRN doctrine. Environment: Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning. Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to the current Environmental Considerations manual and the current GTA Environmental-related Risk Assessment card. Follow guidelines in SOP and local regulations. 1. The staff reacts to a CBRN attack by: TASK STEPS a. Determining the presence and nature of CBRN hazards in the unit s area and taking effective measures to mitigate the effects of a CBRN attack to the extent possible. b. Performing necessary decontamination of supplies, equipment, and areas in order to maintain continuous operations and support the command. c. Coordinating the CBRN warning and reporting system. d. Recommending the employment of special CBRN elements/units, if available. e. Operating and using automated systems for calculations and data processing, where appropriate. f. Calculating and processing data manually if automated system is not available. g. Briefing the commander on all matters pertaining to CBRN cooperation with units/agencies of other nations. h. Determining (by dosimetry or calculation, as appropriate) the total dose and time of stay in, or transit through, radiologicalcontaminated areas to avoid exceeding the command operational exposure guide. i. Preparing fallout prediction patterns and performing the tasks of the CBRN warning and reporting system. j. Planning CBRN reconnaissance and determining the best routes to cross or bypass a CBRN contaminated area. k. Establishing downwind hazards for chemical and biological attacks and unintentional releases. l. Coordinating all decontamination operations within the unit s area of operations. m. Reporting CBRN data to the next higher headquarters and performing the CBRN reporting and warning tasks. 2. The staff coordinates actions after a CBRN attack by: a. Documenting and registering the position of personnel during possible exposures and the level of protection from that exposure. b. Determining percent of friendly systems affected by the CBRN attack. c. Coordinating investigations of unusual sickness and fatalities in situations involving CBRN hazards and endemic diseases. d. Conducting outbreak management in the case of highly contagious diseases in a biological scenario. e. Conducting postconflict surveillance for illnesses and follow-up in exposed or potentially exposed forces. 3. The staff complies with all higher headquarters regulations and guidelines for responding to a CBRN attack. 4. The staff briefs the commander on CBRN activities and events. Page 3
