Compliance Newsletter April, 2018 Inside this issue: Recent Interps 2 Reminders 3 April Word Search Compliance Answers NCAA Recruiting Calendar Campus Calendar 3 3 4 5 National Letter of Intent Reminders As we approach the regular signing period for most sports, the Compliance Office wanted to take a moment to remind coaches and staff of some rules regarding NLI signing. Q: Who signs an NLI? A: Prospective student-athletes enrolling in a four-year institution for the first time can sign an NLI. Student-athletes who start their academic career at a four-year institution and then transfer to a two-year college may also sign an NLI if they plan on entering a second four-year institution. Q: How can an NLI be delivered? A: An institution can send an NLI by express mail, courier service, regular mail, email or fax. The materials must include an offer of athletics financial aid for the entire academic year (two semesters or three quarters). Q: Can a coach be present when a prospect signs the NLI off campus? A: No. A coach cannot be present when a prospect signs an NLI off-campus. Pursuant to NCAA rules, any in-person, off-campus contact made with a prospect for the purpose of signing an NLI or attendance at activities related to the signing of the NLI is prohibited. A coach is also prohibited from inperson delivery of the NLI off-campus. Q: Is it permissible to give an NLI while on campus for an official or unofficial visit? A: Yes. While under the terms of the NCAA and NLI program a coach or institutional representative may not hand-deliver an NLI off campus, there is nothing that precludes a prospect from receiving an NLI while on campus for an official or unofficial visit. It still must be during an NLI signing period. Q: After a prospect signs a valid NLI (or written offer of admission), may an institution comment publicly about the prospects commitment? A: Yes. Once the NLI has been approved by the Compliance Office an email will be sent to the coaches, sport supervisor and sports information staff to inform them that it is now permissible to comment publicly about the prospect. This includes comments made on social media. As always, if you have additional questions please contact the Compliance Office. Compliance Questions? 1. For out-of-season sports, countable activities must stop how many days prior to final exams? 2. May a prospective student-athlete's scholastic or nonscholastic coach be a speaker at a basketball institutional camp or clinic on a volunteer basis?
Page 2 Compliance Newsletter Recent Interpretations Participation in Practice After Exhausting Eligibility Date Published: March 27, 2018 The committee confirmed that in order to participate in organized practice sessions, a student (other than a former student-athlete participating on an occasional basis) must have eligibility remaining under the five-year rule. Eligibility for Practice and Regular-Season Competition Following Last Term of Eligibility Date Published: March 27, 2018 The committee confirmed that a student-athlete who completes his or her degree requirements may participate in practice and regular-season competition that precedes a postseason event that begins within 60 days after the end of the term [including an academic year interim term (e.g., mini-term, J-term)] in which the student completes the requirements for the degree (or graduate eligibility), provided the student has not exhausted his or her five years of eligibility. Recruited Status when Receiving a Written Offer of Athletically Related Financial Aid Date Published: March 08, 2018 The committee determined a prospective student-athlete who receives any type of written correspondence (e.g., letter, email, text, etc.) that indicates an offer of athletically related financial aid is considered recruited. However, a prospective student-athlete who receives a written offer of athletically related financial aid to attend a summer session prior to full-time enrollment is not considered recruited.
