Purpose. Reference (a) requires that Department of the Navy/Assistant for Administration (DON/AA) maintain an annual Over $100K list of Department of the Navy (DON)-hosted and non-department of Defense (DoD)-hosted conferences that historically have exceeded $100,000 across the DON and require Tier 1 or Tier 2 approval. Enclosure (1) is Calendar Year (CY) (January December ) list of conferences historically over $100,000. 2. Location. The Over $100K list is updated annually and available in the Department of the Navy-Tasking, Records, and Consolidated Knowledge Enterprise Repository (DON Tracker) and on the DON/AA SharePoint site at https://portal.secnav.navy.mil/orgs/dusnm/ DONAA/CPEM/SitePages/DON%20Conferences.aspx. Periodic updates are made as additional information becomes available.

3. Approval Authorities. Conference approval authorities are outlined in references (a) (e). 4. Conferences Requiring Tier 1 Approval a. Non-DoD-hosted. Conferences hosted by non-dod organizations highlighted in blue on enclosure (1) require Tier 1 approval (i.e., Secretary of the Navy (SECNAV) or Under Secretary of the Navy (UNSECNAV)) since they have or reasonably likely will exceed $500,000 based on historical data. (1) Director, Navy Staff and Director, Marine Corps Staff must submit consolidated requests to DON/AA no later than 60 days prior to the conference start date. DON/AA will prepare the package for Tier 1 approval. If total costs for the DON are $500,000 or less, DON/AA will approve attendance at the conference. (2) The following organizations are required to provide a statement to DON/AA when tasked (typically within 90 days of the start of the conference) via DON Tracker explaining why exceptional circumstances exist where a single conference is deemed as the most cost-effective option to achieve a compelling purpose: (a) Assistant Secretary of the Navy (Financial Management and Comptroller) for the American Society of Military Comptrollers National Professional Development Institute; (b) Naval Supply Systems Command for the General Services Administration SmartPay Training Forum; (c) Assistant Secretary of the Navy (Energy, Installations, and Environment) for the Energy Exchange ; (d) Naval Air Systems Command for the Interservice/Industry Training, Simulation and Education Conference. b. DON-hosted. DON-hosted conferences reasonably likely to exceed $500,000 based on historical data are highlighted in blue on the Over $100K list and require Tier 1 approval (i.e., SECNAV or UNSECNAV). 2

3 SECNAVNOTE 5050 (1) Requests must be submitted to DON/AA no later than 60 days prior to the date approval is needed for successful conference execution. (2) Estimated cost must include travel costs for all DoD attendees. (3) In accordance with references (a) and (f), DONhosted conferences over $20,000 must be reported in the DoD Conference Reporting Tool. (a) DON/AA will report and validate the conference record in the DoD Conference Reporting Tool for conferences approved by SECNAV. All other reporting and validation is the responsibility of the conference host. (b) For conferences approved by SECNAV, actual costs must be submitted to DON/AA within 15 days of the last day of the conference. The DON host must submit via e-mail to W_DONAA_PTGN_CSD_US01@navy.mil. (c) DON-hosted conferences over $100,000 will be publicly posted as part of the Annual DoD Conference Report. (4) Commitments to vendors and/or obligation of funds prior to appropriate conference approval are prohibited unless Tier 1 approval has been acquired under separate cover. (5) The conference host may submit a package to demonstrate the estimated costs will not exceed $500,000. DON/AA shall review such packages and take appropriate action, including: (a) Approve events that will not exceed $500,000; (b) Return packages to the appropriate approval authority for events that will not exceed $500,000; or (c) Require the sponsor to submit a formal package via DON/AA to seek Tier 1 approval if the event is deemed reasonably likely to exceed $500,000 in actual costs. 5. Conferences Requiring Tier 2 Approval. All non-dod-hosted events on the Over $100K list that are not highlighted in blue

require approval by a Tier 2 approving authority as defined in references (a) - (e). 6. Non-DoD-Hosted Conferences not on the Over $100K List a. Per references (a) and (f), attendance at other non-dodhosted conferences not on the Over $100K list may be approved by supervisors with normal Temporary Additional Duty (TAD) approval authority or if costs exceed $3,000 per person or $600 per person per day, it must be approved one level above the supervisor who is also at least an O-5 or GS-14. b. If a Tier 2 conference approval authority becomes aware that costs will exceed $100,000 for a non-dod conference not on the Over $100K list or if attendance will exceed 50 or more DON personnel under the command, the conference approval authority must notify DON/AA via e-mail at W_DONAA_PTGN_CSD_US01@navy.mil. Per reference (f), conference approval authorities are not required to establish a tracking system to count conference attendance across multiple organizations or units in advance of the conference. 7. CY 19 Over $100K List. The CY 19 Over $100K list will be available in late Fall. 8. Cancellation Contingency Paragraph. This Notice is in effect for one year or until it is superseded by another Notice, whichever occurs first. THOMAS B.
