The proposed amendment will enable CORE MPO staff to access these funds through a funding contract with the Georgia Department of Transportation in order to carry out staff activities in the FY 2011 UPWP. Endorsement of Staff to Submit Proposed Projects for HB 277 Regional Funding Attachment: HB 277 Update February Staff Report.pdf Attachment: Recommended_Projects_for_HB277_Regional_Funding.pdf Mr. Thomson gave a full detailed presentation on the House Bill 277, Transportation Investment Act of 2010. He reviewed the process: the GDOT Planning Director requests all submittal from the local governments by March 30, 2011. The Planning Director will review submitted projects to ensure conformity with the approved criteria and then create a fiscally unconstrained investment list. The GDOT Planning Director will then send all the projects that meet the criteria to the Executive Committee of the Roundtable, and then the roundtable process has to be completed by October 15, 2011. Mr. Thomson said MPO staff is asking the City and County to look at the list and criteria and let us know if any projects are missing. The MPO staff built a 10 year work program including the cost for all projects. The total amount was about $2 billion dollars. The MPO staff would like to know before the MPO meeting if anybody has any changes to the project list. Mr. Leon Davenport asked if utilities were included in the project cost estimates. Mr. Jason Crane stated that utilities would be a part of construction. Ms. Wang stated that she would add a utility phase to the projects if she receives the numbers. Mr. Brad Saxon stated that there is a "other" section on the submittal form where you can put the utilities estimate. Mr. Ron Sadowski believes the money generated is considered "Local". Mr. Thomson stated that the question has come up and the answer is that is considered "State" funds. Mr. Leon Davenport asked how would the projects be prioritized within the region. Mr. Jason Crane stated the project schedule will be very important. GDOT wants to avoid having everything in the construction phase in years nine and ten of the tax. Some projects need to be ready for construction earlier. Mr. George Fidler stated the Airport will be sending the MPO some projects. Mr. Sadowski stated that the CRC does not want to submit projects, since their staff is helping screen all the projects being submitted. Page 5 of 9

6. Presentation Mr. Will Ingram stated that I-516 at Hunter is at the NEPA documentation stage for one of the Project DeRenne recommendations. D. Georgia Department of Transportation 7. Presentation Ms. Teresa Scott went over the GDOT/Chatham County projects status reports handout, highlighting #13 - Grange Rd. project, #26 - Jimmy DeLoach Pkwy. Ext ("Last Mile") project, and #35 - SR 204 operational improvement between Veterans Pkwy. and Rio Rd. E. Coastal Regional Commission of Georgia 8. Presentation Mr. Ron Sadowski stated that the CRC will be working on the Regional Tax Process. CRC also is working with the Savannah Bicycle Campaign to help collect data for an evaluation of a state bike route. F. Chatham Area Transit Authority 9. Presentation Mr. Enoch Dumas stated that they have received nine more Hybrid buses. G. Chatham County 10. Presentation H. City of Savannah 11. Presentation Mr. Frank McIntosh stated that Savannah Bicycle Campaign had sent MPO staff their priorities for regional tax projects, based mainly on the Bikeway Plan.
