A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the Athens County Dog Shelter agreement release of liability for volunteers, as recommended by Shane Montgomery, Athens County Dog Warden. Signed volunteer forms kept on file at the Dog Shelter. A motion was made by Mr. Chmiel and seconded by Mr. Adkins appointing Dr. James Gaskell to serve on the 317 Board. (Athens-Hocking-Vinton Alcohol, Drug Addiction and Mental Health Services Board) Term: July 1, 2016, ending June 30, 2020. A motion was made by Mr. Adkins and seconded by Mr. Chmiel authorizing an extension and ratifying Commissioner Eliason s signature, as requested by Melissa Hart for monies owed the Athens County Water and Sewer District for water and sewer service, the total amount due is $100.56 with $100.56 to be paid by May 13, 2016. If the terms of this agreement are not met, the account will be considered delinquent and service could be shut off. A motion was made by Mr. Chmiel and seconded by Mr. Adkins authorizing the signature of Commissioner Eliason, on the Guardian Ad Litem Agreement where, Matthew E. Muller agrees to accept appointments by the Domestic Relations Division of the Athens County Court of Common Pleas to serve as a guardian ad litem for the Court when available to do so. A motion was made by Mr. Adkins and seconded by Mr. Chmiel to accept and acknowledge receipt of the following vehicle forfeited to Athens County: 2004 Dodge Stratus SE Vin# 1B3EL36X54N193114 A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the following Proclamation declaring May 15-21, 2016 ACEMS Week: EMS Week Proclamation To designate the Week of May 15-21, 2016, as Emergency Medical Services Week WHEREAS, emergency medical services is a vital public service; and WHEREAS, the members of emergency medical services teams are ready to provide life saving care to those in need 24 hours a day, seven days a week; and WHEREAS, access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury; and WHEREAS, emergency medical services has grown to fill a gap by providing important, out of hospital care, including preventative medicine, follow-up care, and access to telemedicine; and WHEREAS, the emergency medical services system consists of first responders, emergency medical technicians, paramedics, emergency medical dispatchers, firefighters, police officers, educators, administrators, pre-hospital nurses, emergency nurses, emergency physicians, trained members of the public, and other out of hospital medical care providers; and WHEREAS, the members of emergency medical services teams, whether career or volunteer,engage in thousands of hours of specialized training and continuing education to enhance their lifesaving skills; and Forfeited Vehicle To County Accepted Proclamation - ACEMS Week - May 15-21, 2016

A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the purchase of an SSL Certificate for the County Auditor s Office.as recommended by the Data Processing Board. The Certificate is for a 3 (three) year period at a cost of $167.97, The certificate is needed for website security. C O M M I S S I O N E R S J O U R N A L 103 A T H E N S C O U N T Y, REGULAR SESSION May 10, 2016 PAGE 217 A motion was made by Mr. Adkins and seconded by Mr. Chmiel authorizing Commissioner Eliason to continue with the negotiations on the tax abatement proposal for Athens Mold & Machine, set at 60%, which is the most that can be given without permission of the schools. Commissioner Adkins asked Commissioner Eliason to negotiate to make the schools whole, getting the full tax abatement. ~Washington National Insurance - Troy Riley - Discussion regarding proposed coverage plans for county employees. The Commissioners will contact him after a decision is made. A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the contract between the Athens County Tuberculosis Board and the Southeastern Ohio Regional Jail, pending review by the Prosecuting Attorney. The TB Board will pay up to $5,000.00 for needed supplies for performing the TB tests. The contract will begin on January 1, 2016 and end on December 31, 2016. A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the following Proclamation for Holzer Health Systems: National Healthcare Week Proclamation Whereas National Healthcare Week is May 8-14, 2016, and the official theme is "Health Care from the Heart;" And whereas individuals all across the country will be celebrating this time-honored event; And whereas the hard working people that compose our healthcare systems, deserve universal regard and appreciation for keeping our community healthy; Be it known that on this May 10, 2016, we, Athens County Commissioners, do hereby declare May 8-14, 2016, to be Healthcare Week, and urge residents to express their appreciation for the people, facilities and technologies that make trustworthy, reliable health care possible in our community. /s/ Lenny Eliason /s/ Chris Chmiel /s/ Charlie Adkins A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the following Proclamation for ACEMS: Tax Abatement Proposal - Athens Mold & Machine - Authorize Comm. C O M M I S S I O N E R S J O U R N A L 103 A T H E N S C O U N T Y, REGULAR SESSION May 10, 2016 PAGE 218 EMS Week Proclamation To designate the Week of May 15-21, 2016, as Emergency Medical Services Week WHEREAS, emergency medical services is a vital public service; and WHEREAS, the members of emergency medical services teams are ready to provide life saving care to those in need 24 hours a day, seven days a week; and WHEREAS, access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury; and WHEREAS, emergency medical services has grown to fill a gap by providing important, out of hospital care, including preventative medicine, follow-up care, and access to telemedicine; and WHEREAS, the emergency medical services system consists of first responders, emergency medical technicians, paramedics, emergency medical dispatchers, firefighters, police officers, educators, administrators, pre-hospital nurses, emergency nurses, emergency physicians, trained members of the public, and other out of hospital medical care providers; and WHEREAS, the members of emergency medical services teams, whether career or volunteer,engage in thousands of hours of specialized training and continuing education to enhance their lifesaving skills; and WHEREAS, it is appropriate to recognize the value and the accomplishments of emergency medical services providers by designating Emergency Medical Services Week; now THEREFORE, the Athens County Board of Commissioners, in recognition of this event do hereby proclaim the week of May 15-21, 2016, as EMERGENCY MEDICAL SERVICES WEEK With the theme, EMS Strong: Called to Care, we encourage the community to observe this week with appropriate programs, ceremonies and activities. /s/ Lenny Eliason, President /s/ Chris Chmiel, Vice President /s/ Charlie Adkins A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the hiring of Max Jahren, as a Full Time Floater, as recommended by ACEMS Chief, Rick Callebs. Shane will meet with the Friends of the Shelter Group to come up with language for the MOU. Also discussed was the purchasing of no trespassing after hours signs, to be placed around the shelter, a total of four signs will be purchased by the Shelter. Assistant Dog Warden, Ashley Ward inquired about the Home Again micro chip system that was donated to the Shelter several years ago, and the possibility of donating it to the Friends of The Shelter Group to microchip dogs. The Commissioners asked Ashley to find out the value of the system and return to discuss the possible donation / transfer to the Friends Group. A motion was made by Mr. Chmiel and seconded by Mr. Adkins naming Assistant Dog Warden, Renee Stevens, as acting Humane Officer/Assistant Dog Warden until the position is filled. Job description: Investigates complaints from general public regarding cruelty and neglect of animals. Prosecute cruelty and neglect cases, including gathering evidence and putting case together for the court, Responds to calls in the county to search for, confine and transport stray dogs to dog shelter or to the rightful owner; and other duties as assigned. BASIC REQUIREMENTS: Knowledge of safety practices pertaining to kennel care, skill in care of healthy & diseased animals; ability to apply principles to solve practical, everyday problems, vocabulary, answer routine telephone inquires from public, demonstrate dexterity (i.e., to use hands & or feet skillfully).ability to lift 50 lbs. must maintain a valid drivers license. Dog Shelter Statistics - April 2016 ~ Charles Brown, Maintenance Supervisor, informed the Commissioners of the discussion he had with Otis Elevator stating that the elevators located in the Courthouse, rear Annex building and the DJFS building (old County Home) are obsolete and they might not be able to keep them operable for much longer. Otis Elevator has stated that to replace the elevator in the Courthouse will take approximately three weeks to install. The Commissioners asked Mr. Brown to check with the Court Judges for possible alternate plans and location for temporary courtrooms. Charles Brown will report back to the Commissioners at a later date. A motion was made by Mr. Chmiel and seconded by Mr. Adkins to adjourn the above meeting.
