NZEB challenge in the Sustainable Habitat Cluster in Portugal O desafio do conceito NZEB no Cluster Habitat Sustentável em Portugal Victor M. Ferreira Plataforma Construção Sustentável
The network Sustainable Habitat Cluster? a network of the construction value chain: Raw materials Transformation Materials & products Construction Equipments Other suppliers The Portuguese Sustainable Habitat Cluster based its program in the concept that Sustainability could be an excellent driving force and challenge for Innovation and Competitiveness. to develop a network of partners for the development of sustainable products, technologies and systems; To promote innovation projects using the cluster synergies making sustainability a differentiation factor for competitiveness; Establish recommendations for sustainable building and urban planning 2
The network The Sustainable Construction Platform is the manager of the Sustainable Habitat Cluster in Portugal, since 2009, gathering in a network: Industrial Associations Companies, Municipalities 120 100 80 85 99 110 Universities and institutes, Technological centers others 60 40 20 23 50 62 0 2007 2008 2009 2010 2011 2012 3

Program Work program The cluster Action plan started in Oct/2009 and involves 3 anchor projects and a framework for companies-based projects, named complementary projects; Anchor projects set the fundamental support axis for the development of innovation projects. 5
Projects Anchor Projects PA1 Centre for Sustainable Construction Materials Supports actions related to the development of materials, solutions and production technologies, acting as a space for test and validation; PA2 Centre for Sustainable Construction Technologies Supports the use and development of sustainable construction technologies, testing construction elements, dealing with problems and its solutions. PA3 Competence Centre for Habitat Sustainability This project integrates a knowledge and skills network, promotes the dissemination of projects results and is concerned with promoting competitiveness. 6
Projects Anchor Projects A Pilot-Group has been set up to help us in the definition and test of the future services of this Competence Centre on Habitat Sustainability; The Pilot-group assembles representatives from the industry, local governments and entities from the scientific and technological system (triple helix) and it comprehends 3 Task-groups that are working on: (a) sustainable communities new practices of urban planning and management, (b) green procurement introducing sustainable construction principles in public funded construction, (c) green economy - competitiveness and internationalization of enterprises operating in sustainable construction products, technologies and services. With international benchmarking we are looking for good practices developed by others which can be used in the benefit of the development of our competence centre. 7
Projects Innovation Projects proposed and lead by companies to the national funding system (QREN) can be fitted to the cluster collective strategy that groups them in the following pre-defined areas: Materials and products for a sustainable construction, Technologies and systems for a sustainable construction or restoration, Energy and environment performance, Use of natural resources, Sustainable construction economy and management. Several projects approved under the cluster strategy since Oct./09: Involving partnerships between companies, associations and R&D centres; 8
Some projects nano@construção - nanomaterials in Construction Wallinblock construction system for a sustainable construction with low impact materials Solar Tiles ceramic based photovoltaic systems DAPHabitat EPD national registration system 9
