Purpose. To establish qualification requirements for designation of Formation Leaders in Training Squadron SEVEN (VT-7) in accordance with references (a) through (c). 2. Cancellation. TRARONSEVENINST 3710.13D 3. Discussion. Leading Student Naval Aviators (SNAs) is much different than leading fleet wingmen. While the tactics are not as challenging, the lack of experience of our SNAs provides many unique challenges to formation leaders in the Training Command (TRACOM). This instruction sets guidance to quickly designate fleet formation leaders as formation leaders in VT-7, while still exposing them to the unpredictability of SNAs in the TRACOM environment. Prospective Section and Division Leads should complete enclosures (1) and (2) to be considered for respective designation. Deviations from this syllabus may be modified by the Commanding Officer based on individual instructor pilot (IP) experience and command requirements. 4. Formation Lead Requirements. These guidelines are considered to be the minimum necessary for qualification. Reductions/waivers to these requirements will be considered commensurate with individual instructor pilot experience. Formation Lead designations will be made by the Commanding Officer upon recommendation of the Advanced Qualification Board (AQB). a. IPs who are Section and Division Lead qualified will be listed on the Qualification Matrix Report and designated D in the Training Integrated Management System (TIMS). A copy of the designation letter, enclosure (3), will be placed in their respective NATOPS Jacket and Training Jacket.

b. The completed Section/Division Lead qualification checklist as well as the Section/Division Lead Designation Letter will be kept in the IP s Training Jacket. c. Aircrew with a 2FORM X but without a Section Lead designation may lead a section provided a designated Section Lead is in the flight. d. In order to brief and lead a division without a Division Lead designation, stage qualified aircrew must be a designated Section Lead and both the brief and flight must be observed by a qualified Division Lead in the lead. e. An IP must be a designated Section Lead prior to commencing the Tactical Formation and Basic Fighter Maneuvers (2ACM) Instructor Under Training (IUT) syllabi. f. An IP must be a designated Division Lead prior to commencing the Strike (WEPS), Multiplane Operational Navigation (2ON), Section Engaged Maneuvering (3ACM), and CQ Lead Safe IUT syllabi. LSOs may fly CQ-08X prior to Division Lead designation. g. Designated Section and Division Leads may not lead a Phase II student solo prior to a brief/lead flight evaluation by a qualified stage S and designation as an X/LD. h. IUT flight time may be counted toward T-45C Instructor Pilot flight hour requirements. However, IUT events may not count as Section and Division Lead syllabus events. i. Selectively Retained Graduates (SERGRADs) shall not receive Division Lead designations. Although designation of SERGRADs as Section Leads is generally discouraged due to the short duration of SERGRAD tours and relative lack of experience, individual exceptions may be made by the Commanding Officer. j. Requirements for Section/Division Lead designation are broken down into categories based on the prospective Formation Lead s prior fleet and/or TRACOM experience, qualifications, and T-45C flight time. Prospective flight leads shall complete all requirements within the category in accordance with their flight experience. (1) Category I. The following requirements apply to IPs previously designated as Section and/or Division Leads with fleet tactical jet experience or previous T-45 IP experience. An IP previously designated as a Section Lead but not a Division Lead shall follow Category I Section and Category Ia Division requirements. 1. Designated 2FORM X 2. Designated NFORM X 2

The Squadron Standardization Officer shall manage and ensure compliance with the formation lead qualification program and forward recommended changes and designations to the AQB and Commanding Officer for approval. a. VT-7 Active Duty, Reserve, and Augment IPs will familiarize themselves with this instruction and ensure compliance. b. The Commanding Officer will designate all Flight Leads in writing. c. Section/Division Leads shall actively support this instruction via additional briefing/debriefing and documentation of flight lead performance.
