Must meet the transportation planning requirements under SAFETEA-LU Coordinate federal, state and local transportation planning covering various modes including thoroughfare, transit, bicycle and pedestrian plans Assess transportation impacts on the environment, such as air quality Work with local governments to coordinate land use and transportation planning

CCPG Grant Community Challenge Planning Grant: $40 million available from HUD (maximum award $3 million) Eligible Projects - individual jurisdictions/localized planning: Revisions to master plans or comprehensive plans Development of local, corridor, or district plans Revisions to buildings codes that promote energy efficiency Other initiatives dealing with affordable housing Eligible Applicants - states, local governments, transit agencies, MPOs, multi-jurisdictional entities, etc 20% of funding match required in leveraged resources such as cash, in-kind donations, staff-time, etc Pre-application deadline is July 26, 2010 Final application is due August 23, 2010 by 5 pm EDT
Tiger II Grant TIGER II Planning Grant: $35 million available from DOT (maximum award $3 million) Eligible Projects - planning, preparation, or design of surface transportation projects: Highway or bridge projects Public transportation projects Passenger and freight rail transportation projects Eligible Applicants - states, local governments, transit agencies, MPOs, multi-jurisdictional entities, etc 20% non-federal match is required (except for projects in rural areas) Pre-application deadline is July 26, 2010 Final application is due August 23, 2010 by 5 pm EDT
SCRPG Grant Sustainable Communities Regional Planning Grant: $98 million available from HUD (DOT and EPA part ners): $25 million of the funding committed to regions with a population of less than 500,000 Eligible Projects metropolitan/multi-jurisdictional planning efforts to integrate housing, land use, economic and workforce development, transportation, and infrastructure through the creation or implementation of a Regional Plan for Sustainable Development Eligible Applicants consortia 20% of funding match required in leveraged resources such as cash, inkind donations, staff-time, etc No pre-application Final application is due August 23, 2010 by 11:59 pm EDT

What Is Eligible? (Funding Cat egories) Category 1 Regional Plans for Sustainable Development Prepare Regional Sustainable Plans where such plans do not currently exist: Stakeholder driven visioning and scenario planning process Exercises intended to address and harmonize critical land uses Efforts to have a plan adopted by all appropriate regional government bodies Category 2 Detailed Execution Plans and Programs Implement existing plan or strengthen elements of existing plan: Supports the fine tuning of an existing regional plan Detailed execution of a regional plan Limited pre-development expenses for a catalytic project defined in plan
What Could a Regional Plan for Sustainable Development Ent ail? Serves as a guide for local, regional, and state governments to: Establish a housing plan Advance regional transportation planning Advance equitable land use planning, water management, and infrastructure investment Perform environmental planning Plan for economic development activities Identify immediate and long-term policy opportunities Conduct public decision making and scenario planning Strengthen management and decision making capacities of applicable governments
Recipient Expectations Applicants should be able to: Identify housing, transportation, economic development, land use, environment, energy, green space, and water infrastructure needs in a region Establish performance metrics consistent with Livabilit y Principles Define a single, integrated plan for regional growth over a minimum 20-year timeframe that meets est ablished performance goals Engage residents and stakeholders throughout the development and implementation process to achieve a shared vision
Recipient Expectations The plan must be aligned with six Livability Principles adopted by HUD, DOT, and EPA. They are as follows: 1. Provide more transportation choices 2. Promot e equit able, affordable housing 3. Enhance economic competitiveness 4. Support existing communities 5. Coordinate policies and leverage investments 6. Value communities and neighborhoods
Who Is Eligible? A consortium seeking to develop a regional plan shall, at a minimum, include: The MPO with jurisdiction within the region The traditional central city located within the boundaries of the region The city, county, or any other unit of local government within the region representing at least 50 percent of the population residing within the region A non-profit organization or educational institution within the region
Funding Availability Based on Area Size Categories Large Metro Region (500,000+ population): Available grant amount is minimum of $500,000 and maximum of $5,000,000 Medium Sized Region (200,000-499,999 population): Available grant amount is minimum of $200,000 and maximum of $2,000,000 Small Sized Region, Rural Communities, Small Towns (less than 200,000 population): Available grant amount is minimum of $100,000 and maximum of $1,000,000 Knoxville Urbanized Area: 459,592 (HUD 2008)
Are Matching Funds Required? Mat ching funds are not required 20% of requested funding is required in leveraged resources: Examples of these are cash and in-kind contributions (such as office supplies, meeting space, donated services, stafftime, etc) Applicants receive additional credit for leveraging more than 20% of requested amount
When Is The Application Deadline? August 23, 2010 (no pre-application) If application is chosen, there is a 3-year funding period
