(a) The affected governors are installed on normally aspirated Cirrus SR22 aircraft that have Hartzell Propeller Inc. PHC-J3YF-1RF and PHC-J3Y(1)F-1N model propellers installed. WARNING: DO NOT USE OBSOLETE OR OUTDATED INFORMATION. PERFORM ALL INSPECTIONS OR WORK IN ACCORDANCE WITH THE MOST RECENT REVISION OF THIS. C. Reason (1) Hartzell Propeller Inc. has received reports of RPM fluctuations on normally aspirated Cirrus SR22 aircraft operating with the affected governors. (a) Hartzell Propeller Inc. is introducing the 102616 speeder compression spring as a replacement for the 102555 speeder compression spring used in the affected governors. 1 Installation of the 102616 speeder compression spring will prevent the RPM fluctuations on aircraft operating with the affected governors. (b) Hartzell Propeller Inc. is introducing the 102368 control lever as a replacement for the 102309 control lever used in the affected governors. 1 Installation of the 102368 control lever will increase the low RPM setting so that an engine test can be performed with the propeller in a fixed pitch configuration. D. Description (1) This Service Bulletin provides Instructions for Continued Airworthiness (ICA). (2) This Service Bulletin introduces the 102616 speeder compression spring as a replacement for the 102555 speeder compression spring used on the affected governors. Refer to Figure 1 for spring identification. (a) Existing inventory/stock of 102555 speeder compression springs may be used on Hartzell Propeller Inc. governor models that were manufactured with the 102555 spring if those governors are not affected by this Service Bulletin. (3) This Service Bulletin introduces the 102368 control lever as a replacement for the 102309 control lever used on the affected governors. Refer to Figure 2 for control lever identification. (a) Existing inventory/stock of 102309 control levers may be used on Hartzell Propeller Inc. governor models that were manufactured with the 102309 control lever if those governors are not affected by this Service Bulletin. (4) This Service Bulletin provides instructions for installing the 102616 speeder compression spring and the 102368 control lever on affected governors at governor overhaul. (5) This Service Bulletin provides instructions for inspecting the 102616 speeder compression spring and the 102368 control lever at governor overhaul. (6) Hartzell Propeller Inc. S-1-20 model governors manufactured after the release of this Service Bulletin will incorporate the 102616 speeder compression spring and the 102368 control lever. Page 3 of 6

Compliance (1) At next governor overhaul, install a new or serviceable 102616 speeder compression spring and a new or serviceable 102368 control lever in accordance with the Accomplishment Instructions in this Service Bulletin. NOTE: Overhaul intervals are specified in Hartzell Propeller Inc. Service Letter HC-SL-61-61Y. (a) Installation of the 102616 speeder compression spring and the 102368 control lever is terminating action for this Service Bulletin. F. Approval (1) FAA acceptance has been obtained on technical data in this publication that affects type design. G. Manpower (1) No additional man-hours are required when performed at overhaul. H. Accomplishment Instructions CAUTION: INSTRUCTIONS AND PROCEDURES IN THIS MAY INVOLVE PROPELLER CRITICAL PARTS. REFER TO THE APPLICABLE PROPELLER OVERHAUL OR OWNER'S MANUAL FOR INFORMATION ABOUT PROPELLER CRITICAL PARTS. A. Installing the 102616 Speeder Compression Spring and 102368 Control Lever at Governor Overhaul (1) This procedure must be performed by a service facility with the appropriate rating and approval to overhaul mechanically actuated governors. (2) Install the 102616 speeder compression spring and the 102368 control lever in accordance with the assembly instructions for S-1-20 governors in Hartzell Propeller Inc. Mechanically Actuated Governors and Accessories Maintenance Manual 130B (61-23-30) - except, do not install the B-3834-0663 control shaft washer on the bottom of the control shaft. (a) Complete the governor overhaul procedures in accordance with Hartzell Propeller Inc. Mechanically Actuated Governors and Accessories Maintenance Manual 130B (61-23-30). (3) Make an entry in the logbook indicating installation of the 102616 speeder compression spring and the 102368 control lever as terminating action for this Service Bulletin. Page 5 of 6

B. Instructions for Continued Airworthiness (1) Inspecting the 102616 Speeder Compression Spring (a) Inspect the 102616 speeder compression spring in accordance with Hartzell Propeller Inc. Mechanically Actuated Governors and Accessories Maintenance Manual 130B (61-23-30). (2) Inspecting the 102368 Control Lever (a) Inspect the 102368 control lever in accordance with Hartzell Propeller Inc. Mechanically Actuated Governors and Accessories Maintenance Manual 130B (61-23-30). C. Recommended Service Facilities (1) Hartzell Propeller Inc. has a worldwide network of Recommended Service Facilities for overhaul and repair of our products. (2) Each service facility must meet standard FAA requirements and additional Hartzell Propeller Inc. requirements before being recommended by Hartzell Propeller Inc. Each service facility is audited by Hartzell Propeller Inc. to verify the continuation of the standards.
