No country can progress without complete industrialisation. Population is increasing at an alarming rate all over the world and condition in India is even worse. The ever increasing population is creating the serious problem of unemployment, and the only solution to this is complete industrialisation. To achieve this objective, a comprehensive policy to spread industries big or small is being followed throughout the country, in order to have equitable industrial development in all parts of the country. In order to benefit the common man and to provide strong base to the economic structure of the country, it is necessary that innovation and development of industries should take place. Keeping in view this objective, emphasis is laid on establishment of industries in rural and backward areas, where the industrial development has not taken place as yet. There is lack of positive industrial environment in such backward and under developed areas and therefore establishing industries or other industrial occupations in such areas require courage and entrepreneurial skills, particularly by a new venture. In addition there are many other problems to be faced by them, like scarcity of raw materials and finding a market for finished products. The Govt. is trying its best to create an industrial environment throughout the country by establishing Govt. and non-govt. institutions, so that new and unexperienced persons can establish small industries. Although big industrial houses and capitalists are being given special incentives in this regard, the Government s basic policy is to establish and promote small and cottage industries in order to prevent centralisation of capital and dominance of capitalists, so that more and more people are employed or are employed. It can be hoped that with these efforts the serious problem of unemployment can be dealt to a large extent.

2 SBPD Publications Fundamentals of Entrepreneurship EVOLUTION OF THE WORD ENTREPRENEUR The word entrepreneur is derived from the French word Entrependre which means undertaking the risk of enterprise. This word was first used in 16th century by Richard Cantillon in France in his expeditions and writings. He has termed entrepreneur as a person who pays price for reselling a product. Thus, he is a person who undertakes risk to arrange resources to get a product and is in search of new opportunities for his commercial benefits. Some scholars are of the view that the word entrepreneur was first used in 16th century in France in their military operations. In 17th century this word was used for other courageous tasks like civil defence, construction of roads, bridges, ports and buildings and by 18th century the word was used in relation to economic activities. In USA, entrepreneur is a person who establishes his own profession whereas in Germany he is termed as one who possesses wealth and power. Arthur has rightly said, To study entrepreneur is to study main character of economic activities. The economic success of a country depends upon innovations and constructive tasks. Today, due to entrepreneurs like Tata, Birla Jindal, Dalmia, Ambani, etc., their organisations have got name and fame at world level. MEANING AND DEFINITION Entrepreneur is a person who perceives an idea of establishing a new business enterprise and then brings together manpower, land, equipment, material and arranges necessary capital needed for business. He is a person who takes risk of setting up new enterprises. Although, risk taking is the primary function of an entrepreneur but in modem time he is required to perform other functions also, such as, leadership, planning, innovation, control and other related functions. He is always in search of new opportunities. Definitions The term entrepreneur is viewed in different ways by different thinkers and scholars. The definition keeps on changing with changing features of the economy. Thus, the definition of entrepreneur can be classified in different economies as : (i) In Traditional Economy (ii) In Developing Economy (iii) In Developed Economy (i) In Traditional Economy In traditional economies the entrepreneur can be defined as risk-bearer. Any person who bears commercial risk comes in entrepreneur class. According to this viewpoint, some important definitions are as follows : 1. The entrepreneur is a person who shifts economic resources out of an area of lower productivity into an area of higher productivity and greater yield. J. B. Say 2. Entrepreneur is a person who pays certain price for a product to resell it at an uncertain price thereby making decision about obtaining and use of resources. Richard Cantillon 3. Entrepreneurs are a specialised group of persons who bear risks and deal with uncertainty. F. H. Knight 4. One who undertakes an enterprise especially a contractoracting as intermediary between capital and labour. Oxford English Dictionary All these definitions regard entrepreneur as risk-bearer ; one who faces uncertainties of business. Even in modem times he is regarded as risk-bearer, although the nature of risk has changed. An entrepreneur has to face risks arising out of Govt. policies, innovation, tastes and preferences of customers, technology, competition and market trends. Traditional economists have presented an entrepreneur as a non-personal firm, therefore, these definitions present just one side of a dynamic entrepreneur.

Entrepreneur Meaning, Concept and Forms 3 (ii) In Developing Economy In developing economy like ours, enterepreneur has been defined as a promoter, an organiser and a coordinator. According to this viewpoint entrepreneur is a person who invokes the idea of business or profession and who arranges necessary resources, i.e., manpower, material and capital and undertakes risks to establish it. Some of the definitions in context of developing economy are as follows : 1. Entrepreneur is a person or group of persons responsible for existence of a new industrial enterprise. James Burner 2. Entrepreneur is an individual who adventures risks, who brings together the capital and labour required for the work, who arranges or engineers its general plan, and who supervises its minor details. Alfred Marshall 3. Entrepreneur is an individual who conceives idea for a new product or service, then finds some way of raising capital to form a business to produce the product or service. Gerald A. Silver 4. An agent who buys raw material from other entrepreneurs, hires land from land owners, personal attitudes from workmen, capital goods from captalists and sells the product that results from this cooperation or combination of these services for his account. Walras 5. Entrepreneur is the person who organises and directs the productive factor. R. T. Ely (iii) In Developed Economy The role of entrepreneur in a developed economy is comprehensive and complicated and takes form of a professional man. Peter F. Drucker has defined entrepreneur as neo-innovator and social leader and one who takes advantage of social-innovations, technology and new markets. Some of the definitions are as follows : 1. The entrepreneur always searches for change, responds to it, and exploits it as an opportunity. Peter F. Drucker 2. The entrepreneur is a person or group of persons who has (or assumes) the task of determining the kind of business to be operated. Herbton Evans 3. The entrepreneur is more than a manager. He is an innovator and promoter as well. Forest Frantz 4. Entrepreneur is a person who foresees the opportunity and tries to exploit it by introducing a new product, new method of production, a new market, a new sources of raw material or a new combination of factor of production. Joseph A. Schumpeter From the above discussion we can conclude that entrepreneur is an individual or group of individuals who tries to create something new, searches new opportunities, bears risk, unites various factors of production like land, labour and capital, carries innovations and from his skill and farsightedness faces unforeseen circumstances and thereby earns profits. CHARACTERISTICS OF AN ENTREPRENEUR Every industrialist cannot be characterised as entrepreneur. Hence, it is necessary to describe features and qualities of an entrepreneur ; how an industrialist can be distinguished from an entrepreneur or on what basis an industrialist can be regarded as an entrepreneur ; who all are recognised by industry department for the purpose of providing various incentives, subsidies, facilities, grants, etc. Howard. W. Johnson says, Entrepreneur is a composite of three basic elements : (i) invention, (ii) innovation, and (ii) adaptation If we go through the business history of India, we come across many names who have emerged as successful entrepreneurs, like Tata, Birla, Dalmia, Modi, Ambani, etc. These business-houses started as small scale enterprises and have made their name in the list of industrialists of world fame. The success of small enterprises and their growth to leading industrial-houses can be attributed to entrepreneurs themselves. Thus, it is important to

4 SBPD Publications Fundamentals of Entrepreneurship understand the success story of such entrepreneurs. There are definitely some common personal characteristics in these entrepreneurs. After carefully scanning the qualities/ characteristics of such entrepreneurs the principal ones can be as follows : 1. Leadership 2. Risk-taking 3. Innovativeness 4. Goal-oriented 5. Decision-maker Entrepreneur 6. Highly optimistic 7. Motivator 8. Human Relations ability 9. Self-confidence. Now let us discuss these one by one : 1. Leadership : An entrepreneur is essentially a leader. According to K.L. Sharma, a psychologist entrepreneur, are men who exhibit qualities of leadership in solving problems. They have to lead a team for achievement of goals. For this purpose they have to build a team of motivated persons and also to provide them appropriate environment for their growth. Thus, an entrepreneur must have all universally accepted qualities of a leader, i.e., initiative, high energy level, self-confidence, human relations skills, motivational skills, creativity and desire to solve problems. 2. Risk-bearing : Another important feature of an entrepreneur is risk-taking which distinguishes him from a manager. A manager also does more or less same thing as of an entrepreneur, with the only exception of risk-bearing function. An entrepreneur undertakes those risks which are well thought and well plannied. Business risks are unpredictable but still an entrepreneur, with rational planning and firm decisions bears the risks. An entrepreneur innovates an idea and undertakes risk of commercially exploiting that idea by investing his funds, because he recognises the fact that higher the risk, the greater is the profit. 3. Innovativeness : Customer s requirements and tastes keep on chaning, therefore production should meet the customer s requirements. Thus, innovativeness is another important characteristic of an entrepreneur. He has to initiate research and innovative activities to produce goods according to changing demands of consumers. He always tries to outstrive others by taking initiative in doing new things, i.e., exploring new products, new markets, new raw material, new methods of production, etc. 4. Goal-oriented : Entrepreneur is goal-oriented. He gets happiness by setting goals and striving for goals one by one. First, he sets a goal to achieve, i.e., to earn profit by producing goods and services and after reaching one goal leads him to set up another goal. 5. Decision-maker : Entrepreneur is regarded as decision-maker. He has to take many decisions to put his business idea into a reality. He recognises an idea, i.e., a product, service or market and out of various alternatives he has to make a choice between them before time. This involwes decision-making to choose the best suitable and profitable alternative. 6. Highly optimistic : A successful entrepreneur is always optimistic and is not disturbed by the present problems faced by him. He is always optimistic for future that the situation will become favourable for business in future. 7. Motivator : An entrepreneur has to get the work done through others. He has to create a spirit of team work and motivate them so that he gets their whole hearted cooperation. 8. Human relations ability : An entrepreneur has to deal with a number of
