1 Setting the scene Healthcare Improvement Scotland was established 1 April 2011. The organisation has been created by the Public Services Reform (Scotland) Act 2010 and marks a change in the way the quality of healthcare across Scotland will be supported nationally. Our key purpose is to support healthcare providers in Scotland to deliver high quality, evidence-based, safe, effective and person-centred care; and to scrutinise services to provide public assurance about the quality and safety of that care. We are building on the work previously done by NHS Quality Improvement Scotland and the Care Commission and will work collaboratively with all our partners to achieve our purpose. For more information on Healthcare Improvement Scotland, please visit our website (www.healthcareimprovementscotland.org). 2 Background In July 2008, we were given responsibility to take forward quality improvement of endoscopy services and to implement and roll out a programme of pre-assessment of endoscopy units in NHSScotland with effect from February 2010. There are two elements of the work involved in undertaking these assessments: the Global Rating Scale (GRS), and Pre-Joint Advisory Group (JAG) Accreditation System visits. As part of the pre-jag Accreditation System, we visited all endoscopy units within NHSScotland between 2011 and 2012. Global Rating Scale The Global Rating Scale (GRS) was introduced to support NHS boards in redesigning and improving their endoscopy services. The GRS is a web-based self-assessment tool that NHS boards can use to assess how well they provide a person-centred service for endoscopy. Its principal purpose is to help drive up the quality of patient care across a range of areas. This tool, originally developed and implemented in England, has now been widely adopted throughout Scotland by all NHS boards. NHS boards participate in the twice yearly national census, in April and October. This report presents the results of the last four censuses. The results are described in four domains: Clinical Quality (six items) Quality of Patient Experience (six items) Workforce (five items), and Training (four items). 4

Every item is scored in four levels with Level D as a minimum acceptable level and Level A as excellent. Units scoring Level A or Level B across all domains are said to deliver excellent quality. The error relates to the Workforce domain for the item Skill mix review and recruitment. Galloway Community Hospital did not complete the second round of the census within the timeframe and therefore could only achieve a maximum score of B for this item. 5
