HB 1786: Agency Coordination 2015 TDLR s Team met with TEA directors to discuss an overview of the transfer of the Driver Training program from the Region 13 Education Service Center (ESC-13) in Austin to TDLR. TDLR s Team met with the DPS Driver License Division to discuss the administration and transfer of the parent taught program. TDLR s Team met with the entire Driver Training section at ESC-13 to discuss the transfer of the Driver Training program. TDLR s Team met with TEA Contracts and Procurement and Accounts Payable personnel to discuss the process for handling money and financial services for the Driver Training program. HB 1786: Agency Coordination 2015 TDLR s Team went daily to the offices of the Driver Training section at ESC-13 to perform onsite evaluation and to observe and document their processes. TDLR s IT Team met with ESC-13 to discuss the transfer of the driver training licensing system, data, and support services. TDLR s Team met with members of DPS s Finance and IT divisions to discuss the logistics of transferring parent taught packet orders received after September 1, 2015, from DPS to TDLR. TDLR s Licensing Division attended DPS training on the electronic fingerprint process for criminal history background checks, which are conducted for driver education instructors. TDLR began administering the Driver Education and Safety (DES) Program: processing licenses and renewals, issuing certificates, sending packets and providing customer service support. TDLR: Old vs. New (Parent Taught) Packets Online Packets Issued Packets Emailed Packets Simplified Prior to transfer, online ordering was not available. Since Oct 2, 2015, 32K packets have been ordered online. For a comparable 6- month period, we issued 55K packets vs. 45K prior to the transfer. Prior to transfer 40% of packets were emailed. After the transfer 74% of packets have been emailed. Parent taught packets are undergoing TDLR s Plain Talk process to make them less complicated and reader-friendly. 10

HOW: TDLR Functional Alignment Customer Service Compliance Office of General Counsel Former ESC-13 employee hired as Embedded Service Representative to respond to licensing and general program queries. Two former ESC-13 employees hired as Compliance Program Specialists to provide Driver Education and Driving Safety technical expertise to other divisions, the advisory board, as well as industry and the public. TDLR s Deputy General Counsel now oversees rule development and legal support for the Driver Education and Safety program. 14

Ideas, comments, and suggestions from TDLR strategic planning sessions do make a difference. In recent years we have made policy and rule changes based on feedback we received during these sessions.
