The sweepstakes trophy is awarded to the team with the highest overall score. Each event will be weighted to 100 points with a maximum of 800 points for the sweepstakes. b. First, second, and third place trophies are awarded for each of the competition events. c. First, second, and third place awards are given to the Non-sweepstakes Events d. Tie Breaking i. If a tie results in any of the competition events, teams will be rescored with different judges. ii. If two teams are tied for sweepstakes, team leaders will meet and agree on a single competition event to compete in again, to decide the winner. 4. Team Parameters a. Drill Teams i. Armed and unarmed teams consist of at least 10 (9 members and 1 commander) but no more than 21 cadets. The use of a guidon bearer is optional and count towards the total number of team members. ii. Schools may enter one armed team and one unarmed team. 2

b. Color Guards i. Color guards consist of at least 4 but no more than 5 members, 2 armed guards and 2-3 flag bearers. The bearer of the national colors is the commander. ii. Schools may enter 3 teams maximum the color guard events. However, only the highest scoring team will count towards sweepstakes. iii. Only one color guard team of the 3 can be a varsity team, i.e. a freshmen team. c. Non Sweepstakes events i. The four person armed exhibition consists of four people. ii. The flight drill evaluation (FDE) consists of at least 10, but no more than 21 cadets. Guidon bearers are optional and are included in the team s member count. 5. Drill Manual Adherence : All drill and ceremonies movements performed during the competition must follow the drill manual guidelines set forth in the unit s affiliated service branch. 6. Outside Assistance: Outside assistance during any competition is prohibited and is grounds for disqualification. Broken rifles may be exchanged and are not considered outside assistance. 7. Scheduling: Every team is responsible for ensuring they are formed at the ready line by their scheduled time. Teams have a two minute grace period after their initial starting time to arrive. If the team does not arrive prior to, or within the two minute window, a penalty is incurred. The schedule will be made available to teams at the commanders meeting at the beginning of the competition. 8. Registration: All Schools must register on the NCIDM Form 100. Deadline for registration and fees are due three weeks prior to the Competition. Partial or full refunds are given to teams who withdraw from the meet NLT two weeks prior. Exceptions to the may be made possible on a case by case basis provided there is adequate explanation. 9. Items for Purchase: Hiram Johnson High School will operate a snack bar. NCIDM merchandise will also be sold the day of the competition. Vendors and food trucks will be present. It is recommended to bring $40 for food and merchandise. 3

10. Uniforms: Taps are permitted on all outdoor drill pads. The use of corfam shoes, while not prohibited, is strongly discouraged. 11. Hospitality Rooms: Hospitality rooms are not available and bathrooms are not authorized for changing. Please come in uniform or provide your own means to change. 12. Host School: Hiram Johnson High School is allowing the use of their facilities, please respect their property and police your own areas! 13. Inclement Weather: In the event of inclement weather, all events will transition indoors. Inspection drill pad dimensions will not change, all transitory drill pads (armed/unarmed drill, color guard regulation, etc) will change to 50 x 50 ft. 4

INSPECTION (Armed/Unarmed Drill Team) 1. General a. The NCIDM Form 3 and Form 4 are intended to expedite the inspection process. Each member of the team that is inspected is required to have their own copy of the NCIDM Form 3 or Form 4 filled out and in their hand while being inspected. b. Upon the arrival of an inspector, the team member will hand their form to the inspector. If the team does not have their forms or does not have them filled out, the team will not be allowed to compete in that category. 2. Uniforms/Equipment a. Any combat style or utility uniform (BDU, ABU, ACU) is not allowed. Only service uniforms that are appropriate to the branch of service that the JROTC unit represents may be worn. b. (Armed Drill) All weapons must have slings with the exception of sabres. Slings and gloves may be taped and must be standardized amongst all members of the team. 3. Standardized Procedure/Verbiage a. Team Commanders (TC) are responsible for ensuring their teams are formed at the ready line by their scheduled time (see General, Section 7, Scheduling). If the team does not arrive within their permitted time frame, a penalty will be incurred. b. Upon the exit of the previous team, TC s will move their team to the final line but will not enter the drill pad. From three paces in front of their unit, the TC will face the Head Inspector (HI) and salute, while holding their salute, the TC will request to utilize the drill bad by saying Sir/Ma am (School) requests permission to enter the drill pad. (Example: Sir/Ma am, California State University, Sacramento requests permission to enter the drill pad. ) c. Upon the HI returning their salute, the TC will move their team directly forward, through the markers designating the final line to a position centered on the HI and halt their team. After facing their team towards the HI, the TC will then salute and report Sir/Ma am, (school) reports for the (Armed/Unarmed) inspection. Upon the HI returning the salute, the TC will prepare their team for inspection. 5

Once prepared, the TC will salute and report Sir/Ma am, (School) is prepared for (Armed/Unarmed) inspection. d. Once the inspectors have completed the inspection, the HI will return to their original position. The TC will prepare their team to exit the drill pad. The TC will salute and the HI will return the salute. The TC will have their team exit the drill pad on the side opposite to the final line. 4. Scoring a. Teams will be graded on the NCIDM Form 3 (Armed) and NCIDM Form 4 (Unarmed). b. There are 10 categories, each worth 10 points, for 100 total points possible. The minimum score is 0. c. The team score is an average of all cadets inspected for the event. d. Each cadet will be asked two graded questions, each worth 5 points. One question will be chain of command and the other will be on either uniform regulations or drill regulations. An updated chain of command will be provided to all teams. Questions related to another branch s chain of command or any other question are intended to test bearing. Slight variations on names are acceptable, inspectors only grade chain of command questions based on first and last name. e. Penalties i. Penalties are applied to the average inspection score. ii. Missing an objective requirement, e.g. failing to properly request permission to enter, report in for inspection, or salute the HI prior to leaving the drill pad. -5 points iii. Failure to arrive within 2 minutes of previous team exiting: -10 points 1. Note: Inspectors may take more than 2 minutes to prepare for next team, but team is expected to still be on deck and ready. iv. Boundary violation: -10 points v. Having less than 10 or greater than 21 members: -10 points f. Outbursts or use of profanity is an automatic team disqualification. 6

If the team does not arrive within their permitted time frame, a penalty will be incurred. b. Upon the exit of the previous team, TC s will move their team to the final line but will not enter the drill pad. Once the HI has returned to their initial position and is at attention, TC s will give their team Present, Arms and request to enter the drill pad by saying Sir/Ma am (School) Team (#) requests permission to enter the drill pad. If the school does not have a second team, they will report as team 1. (Example: Sir/Ma am, California State University, Sacramento, Team 2 requests permission to enter the drill pad. ) c. Upon the HI returning their salute, the TC will move their team directly forward, through the markers designating the final line to a position centered on the HI and halt their team. After facing their team towards the HI, the TC will then give their team Present, Arms and report Sir/Ma am, (school) team (#) for reports for 7

inspection. Upon the HI returning the salute, the TC will prepare their team for inspection by giving the command Order, ARMS and ensuring all the team s equipment has been lowered to the ground. Once prepared, the inspection will commence. d. Once the inspectors have completed the inspection, the HI will return to their original position. The TC will prepare their team to exit the drill pad by commanding Present, ARMS. The HI will return the salute. The TC will have their team exit the drill pad on the side opposite to the final line. 4. Scoring a. Teams are graded on the NCIDM Form 1 b. REGULATION DRILL (Drill Team Armed/Unarmed) 1. General a. The list of commands for each branch of service is provided to each team on NCIDM Form 5b-5i as an attachment in the annex. It is understood that not every branch of service has equal amount of commands, leaving room for error with teams required to do more. Special consideration has been taken to make these numbers as equal as possible while still achieving the goal of returning the team to their start position. For this reason, commands that require two parts (i.e. Forward, MARCH after a column movement) are considered one command. b. If a unit s affiliated branch of service has regulations against performing certain movements at Shoulder, ARMS ; Port, ARMS ; or other positions, the TC should put the team at a position in which they can make the movement. They will not be penalized points for this. If this is expected to happen, notify the Head of Judging at the beginning of the day during the instructor s briefing. 2. Uniform/Equipment a. Any combat style or utility uniform (BDU, ABU, ACU) is not allowed. Only service uniforms that are appropriate to the branch of service that the JROTC unit represents may be worn. b. (Armed Drill) All weapons must have slings with the exception of sabres. Slings and gloves may be taped and must be standardized amongst all members of the team. 3. Required Standardized Procedures/Verbiage a. Team Commanders (TC) are responsible for ensuring their teams are formed at the ready line by their scheduled time (see General, Section 7, Scheduling). If the team does not arrive within their permitted time frame, a penalty will be incurred. b. Upon the exit of the previous team, TC s will move their team to the final line but will not enter the drill pad. After facing their team towards the HI, the TC will then salute and report Sir/Ma am, (school) reports for the (Armed/Unarmed) regulation drill. Upon the HI returning the salute, the TC will about face and command the team Present, ARMS. The TC will turn and salute the HI, the TC will then turn again and command Order, ARMS, which will signal to start the time. d. The team will complete all the specified commands in sequence within 4-6 minutes. The TC must call all commands in order and may not add any additional commands. When the last command, Present, ARMS, is called, the time will stop. e. The team must report out in approximately the same position they reported in (centered on the HI and roughly in the center of the pad). Once the TC has positioned their team appropriately, they will give the final command, Present, ARMS. Upon this command, the timer will stop and the TC will face the HI, salute, and report out by saying Sir/Ma am (school) has completed the (armed/unarmed) regulation drill. The HI will return the salute and the TC will then about face and drill their team off the drill pad on the side opposite of the final line. 4. Scoring a. Teams are graded on NCIDM Form 5a. b. There are ten categories, each worth ten points for a total of 100 c. Movement penalties are one point per movement. There can only be one penalty per movement, penalties result in a one point loss, penalties include incorrect movements and being out of order. d. Penalties i. Missed objective -5 points ii. Movement infractions -1 point iii. Being under 4 minutes or above 6-10 points iv. Less than 10 or more than 21 members -10 v. Failure to arrive within 2 minutes of previous team exiting: -10 points 1. Note: Inspectors may take more than 2 minutes to prepare for next team, but team is expected to still be on deck and ready. 10

vi. Boundary violation -10 points e. Outbursts or use of profanity is an automatic disqualification. 11

COLOR GUARD REGULATION DRILL (Varsity/Junior Varsity) 1. General a. Color guard teams consist of 4-5 members. (See Team Parameters) b. There will be two competition categories for color guard, varsity and junior varsity. This gives the younger teams an opportunity to compete on their level. c. Because different branches may have different commands, judges will accept equivalent commands. Example: a right wheel will be considered equivalent to a right turn. 2. Uniforms & Equipment a. Any combat style or utility uniform (BDU, ABU, ACU) is not allowed. Only service uniforms that are appropriate to the branch of service that the JROTC unit represents may be worn. b. All weapons must have slings with the exception of sabres. Slings and gloves may be taped and must be standardized amongst all members of the team. c. Flags must uncased for this event. Permitted flags are the national colors, state colors, and the flag of the affiliated branch of service of the JROTC unit. 3. Required Standardized Procedures/Verbiage a. Team Commanders (TC) are responsible for ensuring their teams are formed at the ready line by their scheduled time (see General, Section 7, Scheduling). If the team does not arrive within their permitted time frame, a penalty will be incurred. b. Upon the exit of the previous team, TC s will move their team to the final line but will not enter the drill pad. Once the HI has returned to their initial position and is at attention, TC s will give their team Present, ARMS and request to enter the drill pad by saying Sir/Ma am (School) Team (#) requests permission to enter the drill pad. If the school does not have a second team, they will report as team 1. (Example: Sir/Ma am, California State University, Sacramento, Team 2 requests permission to enter the drill pad. ) c. Upon the HJ returning their salute, the TC will move their team directly forward, through the markers designating the final line to a position centered on the HJ and halt their team. After facing their team towards the HJ, the TC will then give their team Present, ARMS and report Sir/Ma am, (school) team (#) for reports for 12

regulation drill. Upon the HJ returning the salute, the TC will prepare their team for inspection by giving the command Order, ARMS and ensuring all the team s equipment has been lowered to the ground. Once prepared, the inspection will commence. d. Once the inspectors have completed the inspection, the HJ will return to their original position. The TC will prepare their team to exit the drill pad by commanding Present, ARMS. The HJ will return the salute. The TC will have their team exit the drill pad on the side opposite to the final line. e. The TC will proceed to lead his/her color guard through the provided sequence of commands. Once the drill sequence is completed the Color Guard will return to the position in which they reported in. The TC will command Present, ARMS and report Sir/Ma am, (school) team (#) has concluded regulation drill. After the HJ returns the salute, the TC will drill the color guard off of the drill pad. 4. Scoring a. Teams are graded on NCIDM Form 2a. b. There are ten categories, each worth ten points for a total of 100 c. Movement penalties are one point per movement. There can only be one penalty per movement, penalties result in a one point loss, penalties include incorrect movements and being out of order. d. Penalties: i. Missed objective -5 points ii. Movement infractions -1 point iii. Failure to arrive within 2 minutes of previous team exiting: -10 points 1. Note: Inspectors may take more than 2 minutes to prepare for next team, but team is expected to still be on deck and ready. iv. Boundary violation -10 points v. Penalties will be applied to the unweighted score 13

EXHIBITION DRILL (Drill Team Armed/Unarmed/Four Person) 1. General a. It is highly recommended that teams perform only drill movements permissible in their own branch of service s drill manual. Any performance outside of the drill manual that detracts from the image, professionalism or military bearing of a military unit will be considered under the professionalism section of the NCIDM Form 6 for all exhibition drill competition areas (armed/unarmed/four person). 2. Uniforms and Equipment a. Any combat style or utility uniform (BDU, ABU, ACU) is not allowed. Only service uniforms that are appropriate to the branch of service that the JROTC unit represents may be worn. Teams will only be allowed to add items to the service uniform (i.e. ascots, taps, gators, gloves, etc). Complete uniform changes will not be permissible. b. (Armed Exhibition Drill) All weapons must have slings with the exception of sabres. Slings and gloves may be taped and must be standardized amongst all members of the team. If a team is using sabres, notify the Head of Judging at the beginning of the day during the Instructor s Briefing. c. Teams should make every effort to standardize any equipment or uniform item they choose to add. 3. Required Standardized Procedures/Verbiage a. Team Commanders (TC) are responsible for ensuring their teams are formed at the ready line by their scheduled time (see General, Section 7, Scheduling). If the team does not arrive within their permitted time frame, a penalty will be incurred. b. Upon the exit of the previous team, TC s will move their team to the final line but will not enter the drill pad. Upon showing up to the drill pad and using the same reporting in/out procedure as unarmed regulation. Once inside the drill pad the Team Commander (TC) will then salute and report Sir/Ma am, (school) reports for the Unarmed Flight Drill Evaluation. From three paces in front of their unit, the TC will face the Head Judge (HJ) and salute, while holding their salute, the TC will request to utilize the drill bad by saying Sir/Ma am (School) requests permission to enter the drill pad. (Example: Sir/Ma am, California State University, Sacramento requests permission to enter the drill pad. ) 14

c. Upon the HJ returning their salute, the TC will move their team directly forward, through the markers designating the final line to a position centered on the HJ and halt their team. After facing their team towards the HI, the TC will then salute and report Sir/Ma am, (school) reports for the (Armed/Unarmed/Four person) exhibition drill. Upon the HJ returning the salute, the TC will about face and command the team Present, ARMS. The TC will turn and salute the HJ, the TC will then turn again and command Order, ARMS, which will signal to start the timer. d. The armed/unarmed drill team must complete their routine within 4-6 minutes. The four person exhibition team must complete their routine within 3-5 minutes. e. The team must report out in approximately the same position they reported in (centered on the HJ and in the roughly in the center of the pad). Once the TC has positioned their team appropriately, they will give the final command, Present, ARMS. Upon this command, the timer will stop and the TC will face the HJ, salute, and report out by saying Sir/Ma am (school) has completed the (armed/unarmed/four person) exhibition drill. The HJ will return the salute and the TC will then about face and drill their team off the drill pad on the side opposite of the final line. 4. Scoring a. The four person armed exhibition drill will not be considered when calculating final scores for the sweepstakes trophy. b. Teams are graded on the NCIDM Form 6. c. There are 10 categories worth 10 points for 100 points possible. d. Penalties: i. Missed objective -5 points ii. Movement infractions -1 point iii. Failure to arrive within 2 minutes of previous team exiting: -10 points 1. Note: Inspectors may take more than 2 minutes to prepare for next team, but team is expected to still be on deck and ready. iv. Boundary violation -10 points 15

v. Routine violating the time constraint e.g. less than 4 minutes or greater than 6 for armed/unarmed exhibition or less than 3 minutes or greater than 5 for the four person exhibition drill. -10 points vi. (Armed Only) Dropped Rifles -5 points vii. Having fewer than 10 members or more than 21 members. -10 points viii. Penalties are applied to the unweighted score e. Outbursts or use of profanity is an automatic disqualification. 16

DRILL DOWN (Armed/Unarmed) 1. General a. The Drill Down is an additional event that does not count towards sweepstakes. All JROTC cadets that participate in NCIDM are eligible to compete in the Drill Down. First, second, and third place cadets will be awarded individual medals for excellence in drill and military bearing. Entry tickets are available for purchase at the competition. b. Any combat style or utility uniform (BDU, ABU, ACU) is not allowed. Only service uniforms that are appropriate to the branch of service that the JROTC unit represents may be worn. 2. Judging and Content a. The Head of Judging is responsible for all commands during the armed Drill Down. The Deputy Head of Judging is responsible for all commands during the unarmed Drill Down. b. The head judges and head inspectors from events from the competition will serve as the judges for the Drill Down. There will be a maximum of 8 judges including the Head of Judging and Deputy. Their function will be to dismiss cadets from the flight that made an error. An error in the Drill Down can be defined as hesitation, movements not in accordance with the drill manual, not following the given command properly, incorrect position of attention, lack of bearing, etc. c. All commands given are common to all services and are listed in the appropriate service drill manuals. Competitors must execute all movements as stated in their respective drill manuals. Although there is no formal inspection, competitors must wear their complete service uniforms correctly. 3. Procedure a. When the announcement is made for the armed/unarmed Drill Down to assemble on the main drill pad, all cadets will begin to form one large flight/platoon with their ticket in hand. Upon the Head of Judging/Deputy Head of Judging s command, FALL, IN, all cadets will assume proper distance and interval within 17

the large formation. The flight/platoon will consist of approx five elements or whatever the Head of Judging deems necessary to complete the competition. b. The commander of the Drill Down begins by briefing the rules of the Drill Down, then gives at least five commands that do not count toward disqualification so competitors can become familiar to the commander s command voice. c. Upon the command The Drill Down Has Begun the commander s commands will count towards disqualification. Commands will continue to be called and cadets will be eliminated until one cadet remains. The following are scenarios that may occur and suggestions on how to mitigate the results. This is not an exhaustive list and best judgment will be made when determining first, second and third place. i. Three cadets remaining then two are disqualified on the same command. The last cadet standing wins, the other two will come back and compete again for second and third place. ii. Two cadets remaining and they both are disqualified on the same command. They tie for first, there is no second place. iii. Three or more cadets remain and all are eliminated on one command. Reset and continue drilling. iv. Four cadets remain and two are eliminated. The remaining cadets will continue to drill to determine first and second place. The cadets that were eliminated will stand by for the Drill Down to complete, then fall in again and continue to drill to determine third place. 18

FLIGHT DRILL EVALUATION (non-sweepstakes) 1. General a. The Flight Drill Evaluation (FDE) is an unarmed event that test a Team s ability to work together. b. The flight will be composed of 10 but no more than 15 members. It is recommended to use as small a flight as possible. Although the event is unarmed, any member of a participating school can compete. It comes down to the TC to determine who is in the flight. c. Teams will be graded using NCIDM Form 5a. 2. Uniform a. Any combat style or utility uniform (BDU, ABU, ACU) is not allowed. Only service uniforms that are appropriate to the branch of service that the JROTC unit represents may be worn. Teams will only be allowed to add items to the service uniform (i.e. ascots, taps, gators, gloves, etc). Complete uniform changes will not be permissible. 3. Required Standardized Procedures/Verbiage a. Upon forming up on the final line the TC will request to enter the drill pad using the same verbiage used during the unarmed regulation drill competition. Once inside the drill pad the Team Commander (TC) will then salute and report Sir/Ma am, (school) reports for the Flight Drill Evaluation. b. Upon returning the salute the Head Judge (HJ) will give the TC a drill card containing between 10-20 Commands. The TC has one minute to study the card and 6 minutes to execute all the commands in order. c. The HJ will signal when the 6 minutes has begun and ended. Either at the conclusion of the 6 minutes or correct completion of the drill card the TC will face the HJ (without saluting) and report Sir/Ma am (school) has completed the Unarmed Flight Drill Evaluation. The HJ will either acknowledge the team has successfully completed the FDE or has run out of time by stating You have 19

finished your evaluation. The TC will then salute and render the proper greeting of the day. Once the greeting is acknowledged and the salute returned the TC will dismiss their team inside the drill pad and have their team exit quickly. d. If the Team has not finished all the proper commands in order, but has reported they have completed the drill sequence the HJ will state You have not finished your evaluation, proceed from command (#). The team will then proceed to continue the FDE until time has been called or completion of the drill card, at which point they will report out and exit the drill pad quickly. 4. Scoring a. Teams are scored using NCIDM Form 5a, therefore all penalties applied to unarmed drill on NCIDM Form 5a apply. b. The TC may review the drill card after the initial study period, but his team may only be halted. Mark time or an equivalent command will not count. c. If at any time a team steps out of bounds during a movement, said movement does not count towards the consecutive completion of movements. d. Extra movements are defined as movements that are not next on the drill card, but used to either avoid exiting the Drill Pad or reposition the flight to better complete the next movement on the drill card. e. The TC may only call a maximum of 4 consecutive extra movements between consecutively listed movements. The TC must continue with the next consecutive movement on the list after the 4th movement or a -5 point movement infraction for each command called after the 4th extra movement will be applied. f. Commands that require secondary commands will count as one movement. Ex: Forward March after Column Movements. g. The guidon itself is considered part of the team therefore is susceptible to being considered out of bounds when at present arms. 20
