2015APPLICATION PROCEDURES FOR CHINESE GOVERNMENT SCHOLARSHIP Chinese Government Scholarship scheme was established by the Ministry of Education of China (hereinafter referred to as MOEC) in accordance with educational exchange agreements or understandings reached between the Chinese government and the governments of other countries, educational organ, institutions and relevant international organizations to provide full scholarship and partial scholarship to international students and scholars. China Scholarship Council (hereinafter referred to as CSC) administers the recruitment of international students and the routine management of the Chinese Government Scholarship scheme. Guangxi University has approved to self-recruit some quotas of students since 2008. Categories of Applicants and Duration of Scholarship Categories Applicants of Duration of Major Studies Duration Remedial of Chinese Language Studies Duration Scholarship of academic years Master degree students 2-3 1 2-4 Doctoral students degree 3-4 1 3-5 According to the regulation of MOEC, all Chinese Government Scholarship bachelor students will be conducted in Chinese. Applicants with no command of Chinese are generally required to take Chinese language courses for 1 year before their major studies. Duration for scholarship specified at the time of admission could NOT be extended in principle. Eligibility 1

1. Applicants must be non-chinese nationals in good health. 2. Education background and age limit: - Applicants for master degree studies must have bachelor s degree and be under the age of 35. - Applicants for Doctoral degree studies must have master s degree and be under the age of 40. Details of the Scholarship Full scholarship: - Exempt from registration fee, tuition fee, fee for laboratory experiment, fee for internship, fee for basic learning materials and intramural accommodation; - Living allowance and a one-off settlement subsidy; - Fee for outpatient medical service, Comprehensive Medical Insurance and Benefit Plan for International Students in China; - Fee for a one-off inter-city travel Note: 1) Costs of the laboratory experiment or internship that beyond the university s arrangements should be afforded by the student himself. 2) Fee for basic learning materials covers the necessary learning materials prescribed by the host institution, and other materials shall be self afforded. 3) Monthly living allowance is paid to the students by the host institution. Scholarship students shall get their monthly living allowance from the date of registration. Those who register before 15 th (15 th included) of the registration month will get the living allowance of a full month, and those who register after 15 th will get that of a half month. Scholarship of the graduates will be paid half month after their graduation date. Scholarship of those who suspend or quit their studies will be stopped from the following month. Monthly living allowance will be paid during Chinese national holidays. Scholarship students who do not get the monthly living allowance during holidays can get reimbursed on return. Monthly living 2

allowance of the scholarship students who do not register on time or stay away from university up to one month because of non-health reasons will be stopped. Scholarship students who have to suspend their education for reason of illness should return to their home country for further treatment and rest. The international travel expenses of return and coming back should be shouldered by the students themselves, the scholarship status will be reserved for at most one year, the monthly living allowance will be stopped during the suspension of education and the scholarship of the students who suspend their education for reasons other than illness will be terminated. 4) New students will get one-off settlement subsidy upon arrival in China. - CNY 1,000 Yuan for new students who will study in China up to six months - CNY 1,500 Yuan for new students who will study in China for one academic year or more 5) Fee for outpatient medical service refers to the outpatient expense generated in Guangxi University s hospital or the hospitals appointed by Guangxi University. The students should afford a certain percentage of expense in accordance with relevant regulations of Guangxi University. 6) Comprehensive Medical Insurance and Benefit Plan for International Students in China is insured by MOEC for the scholarship students in China against diseases and accidents. Guangxi University is entitled to ask for compensation on the payment receipts from the insurance company for the expenses generated from hospitalizing for serious diseases or from accidental injury according to the stipulated insurance articles. 7) A one-off inter-city travel ticket (each for coming-in and leaving China) Scholarship students are supposed to choose the nearest port to their admitting institutions for inter-city travel and a hard-seat train ticket (hard-berth train ticket for overnight trip) will be provided to freshmen transferring from the port of entry to the city where the admitting 3

institution is located and students finishing study in China transferring from the city where Guangxi University is located to the nearest port for departure. Expenses for food during the trip and excess of baggage should be self-afforded. Application Materials 1. The applicants must apply online first (http://laihua.csc.edu.cn, AGENCY No. of Guangxi University is 10593), and download the finished application form and print it out for three copies together with the required documents and deliver to GUANGXI UNIVERSITY. 2. Highest diploma (notarized photocopy). If applicants are university students or already employed, they should also provide documents of being university students or on-post employees. Documents in languages other than Chinese or English must be attached with translations in Chinese or English. 3. A study or research plan in Chinese or in English no less than 800 words. 4. Applicants overseas for master or doctoral degree studies must submit two letters of recommendation in Chinese or English by professors or associate professors. 5. Applicants for music are requested to submit one cassette recording of the applicants own work. Applicants for fine arts must submit six color photographs of personal works (two sketches, two color paintings and two other works). 6. Applicants under the age of 18 should submit the legal documents of their legal guardians in China. 7. Photocopy of Foreigner Physical Examination Form (printed by Chinese quarantine authority and only for those whose period of studies in China lasts up to six months) filled in English. The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, official stamp of the hospital or a sealed photograph of the applicants are invalid. The medical examination results will be valid for 6 months. All applicants are kindly requested to take this 4

factor into consideration while determining the time to take the medical examination. 8. 4 copies of HSK4 if you have it. Application materials will not be returned regardless of the result of application. Selection of Specialty Applicants may choose any specialty as personal preferences from Guangxi University. Applicants for master or doctoral degree studies and senior scholars are required to submit their detailed study or research plan with other application materials. Approval and Notification 1. Guangxi University will review all the application materials and is authorized to make necessary adjustments on the applied specialties and duration of study. The qualified applications will be forwarded to CSC and the final decision whether to admit the applicants or not will be made by them. The application will be seen as invalid and will not be processed if the applicants are not qualified or the application materials are inconsistent with the recruitment regulations or are incomplete. 2. Overseas applicants for degree programs who are academically ineligible to the program could register as students-on-probation for at most one year. They could be switched to regular ones if they pass the entrance examination or relevant courses required after one-year probation. Credits scored on probation will be included in the total credits. Students who attend Chinese language training courses before major studies must pass the entrance examination or relevant courses required during their Chinese study so that to continue their major studies. Those who fail the required examinations shall end their study and leave for their home country. 3. Scholarship applicants accepted by Guangxi University will be officially awarded the Chinese Government Scholarship with endorsement from CSC and submitted to MOEC for the record. 4. Students are not permitted, in principle, to change their specialties, or the duration of study specified in the Admission Notice after registration. 5

CSC will send the List of Enrolled Students, Admission Notice and Visa Application Form for Study In China (JW201) to the relevant dispatching authorities by July 31, so as to have these documents forwarded to the awardees. Application Procedures for the Confucius Institute Scholarship (2015) In order to support the development of Confucius Institutes, facilitate Chinese language promotion and Chinese cultural transmission in the world, cultivate qualified Chinese language teachers and talented students of Chinese language, Confucius Institute Headquarters/Hanban (hereinafter referred to as Hanban) launches the Confucius Institute Scholarship program to provide financial aid for students, scholars and Chinese language teachers worldwide to proceed to a Master s degree in Teaching Chinese to Speakers of Other Languages (MTCSOL) in Chinese universities (hereinafter referred to as "host institutes"), or study in such majors as Chinese Language and Literature, Chinese History and Chinese Philosophy Ⅰ. Scholarship Category and Application Requirement The category of scholarship of 2015 includes Scholarship for Students of Master's Degree in Teaching Chinese to Speakers of Other Languages ( MTCSOL ), Scholarship for Students of One-Academic-Year + MTCSOL, Scholarship for One-Academic-Year Students, and Scholarship for One-Semester Students. Applicants shall be non-chinese citizens in good health, aged between 16 and 35 (Chinese language teachers in post shall be aged below 45). 1. Scholarship for Students of MTCSOL The scholarship is provided to outstanding students of Confucius Institutes (Classrooms), overseas local Chinese language teachers, outstanding performers on HSK exams, winners of the "Chinese Bridge Chinese Proficiency Competitions for Foreign College Students and for Foreign High School Students, and outstanding graduates of Chinese language across the world for taking the MTCSOL degree. The scholarship winner shall begin the study in autumn 2015, and the grant

will cover two academic years. Applicants are required to have bachelor degrees or its equivalent with a score of at least 180 on the HSK (level 5) and a score of at least 50 on the HSKK (intermediate level), and make a written commitment stating that he/she will be engaged in Chinese language teaching for at least 5 years after graduation. Applicants with specific teaching posts arranged will be given admission priority (certification by the institution he/she will teach for is required). Hanban will provide support for outstanding graduates to return to their countries to teach. 2. Scholarship for Students of One-Academic-Year + MTCSOL The scholarship is provided to Confucius Institute students from Africa and Latin America regions who would like to engage in the Chinese language teaching. Applicants shall sign agreements with the Confucius Institute or institutes to which they will be providing teaching services. Applicants are required to have bachelor degrees or its equivalent with a score of at least 180 on the HSK (level 3) and a score of at least 60 on the HSKK (primary level). Those who pass the first-academic-year assessment and score at least 180 on the HSK (level 5) can continue to study in China for the Master s Degree in Teaching Chinese to Speakers of Other Languages. Hanban will provide support for graduates returning to their countries to teach Chinese language by recruiting them as local teachers and providing wage subsidies, etc. 3. Scholarship for One-Academic Year Students The scholarship is provided to outstanding students of Confucius Institutes (Classrooms), winners of the Chinese Bridge Chinese Proficiency Competitions for Foreign College Students and for Foreign High School Students, overseas local Chinese language teachers, outstanding graduates of Chinese language across the world, and

outstanding performers on the HSK, or those who intend to become Chinese teachers. The scholarship winner may choose to study majors including Chinese Language and Literature, Chinese History and Chinese Philosophy. The time of entrance is autumn 2015 and the grant term is one academic year. Applicants should achieve a score of at least 180 on the HSK (level 3) and at least 60 on the HSKK (primary level), or complete their study at a Confucius Institute for over 120 hours. 4. Scholarship for One-Semester Students The scholarship is provided to outstanding students of Confucius Institutes (Classrooms), winners of the Chinese Bridge Chinese Proficiency Competitions for Foreign College Students and for Foreign High School Students, overseas local Chinese language teachers, outstanding graduates of Chinese language across the world, and outstanding performers on the HSK. The scholarship winner may choose to study majors including Chinese Language and Literature, Chinese History and Chinese Philosophy. The time of entrance is autumn 2015 and the grant term is one semester. Applicants should achieve a score of at least 120 on the HSK (level 2) and at least 40 on the HSKK (elementary level), or complete their study at a Confucius Institute for over 60 hours. Applicants with HSK and HSKK scores will be given priority to all categories of scholarships. Winners of the finals of the Chinese Bridge Chinese Proficiency Competitions for Foreign College Students and for Foreign High School Students in China shall arrange their applications in accordance with the prize specifications Repetitive applications are invalid. II. Scholarship Coverage and Criteria Scholarship winners are exempt from registration fees, tuition, fees for basic learning materials, accommodation fees on campus, and are

provided with a one-off resettlement subsidy, monthly allowance, outpatient medical service and comprehensive insurance for foreign students studying in China. Monthly allowances are at the following rates (CNY Yuan per month): a. CNY 1,400 for One-Academic-Year Students and One-Semester Students. b. CNY 1,700 for Master s Degree Students. The one-off resettlement subsidy is CNY 1,500 for students who will study in China for one academic year or more; CNY 1,000 will be provided to all students who studies in China for one semester; the one-off resettlement subsidy will not be provided to those who have studied in China for more than half a year before being enrolled. III. Recruitment Procedures 1. From the issue date of the Procedures, applicants should log on to the Confucius Institute Scholarship website at http://cis.chinese.cn, set up an individual account, read information and introduction of host institutes and majors, complete and submit the Confucius Institute Scholarship Application Form online. 2. Confucius Institutes (independently set-up Confucius Classrooms), overseas Chinese test centers, educational and cultural offices (sections) of Chinese embassies (consulates), host institutes and institutions of higher education in those countries with no Confucius Institutes are entrusted by Hanban as the recommending institutions. The recommending institutions shall exam the qualification and application materials of applicants, and submit the list of recommended applicants to Hanban by April 25th, 2014. 3. Host institutes are responsible for reviewing the qualification of applicants and submitting the proposed enrollment name list of qualified candidates to Hanban by May 25th, 2014.

4. Hanban will organize an expert panel to make the final selection, and publish the name list of successful applicants on the Scholarship website by June 15th, 2014. Hanban will also inform the host institutes and the recommending institutions, which will inform the applicants. 5. The host institutes will post Admission Notice, Enrollment Instructions, Visa Application Form for Foreigners to Study in China" (JW202 Form) and other related materials to successful applicants through their recommending institutions by July 1st, 2015. IV. Application Documents Applicants must submit their documents according to the following instructions (all in duplicate): 1. Confucius Institute Scholarship Application Form; 2. Photocopy of passport photo page; 3. A copy of the new HSK and HSKK result report (for those who have not been given a result report, the admission ticket number and other Chinese proficiency certificates are required, but must submit the new HSK and HSKK result report when enroll); 4. Notarized diploma and transcripts. 5. Recommendation letter. The Master s Degree Scholarship applicants are required to submit two letters of recommendation by professors or associate professors (in Chinese or English); Students attending Chinese language programs of universities in countries with no Confucius Institutes established shall attach a reference letter signed and issued by the university President. 6. Chinese language teachers shall submit certificate of employment and recommendation letters provided by institutes they work for. 7. Applications under the age of 18 should submit letters of approval and provide the emergency contact number for their legal guardians in China; 8. Written commitment: stating that the Master s Degree Scholarship applicants will be engaged in Chinese teaching for at least 5 years after graduation (print and sign it in Chinese). 9. Award certificate copy of the Chinese Bridge Chinese proficiency

competitions or related certifications issued by the organizers. 10.Those applying for the Scholarship for Students of One-Academic-Year + Master's Degree in Teaching Chinese to Speakers of Other Languages are required to provide the agreement signed with the Confucius Institute or the institute which they will be working for. V. Approval and Annual Appraisal 1. The scholarship winners must register at Guangxi University before the deadline set by the institutes. Scholarships will not be kept for those who do not register on time; 2. Scholarships will be cancelled for those who cannot pass the physical examination; 3. Students for a Master s degree in Teaching Chinese to Speakers of Other Languages (MTCSOL) shall be subject to an annual appraisal organized by the host institutes before the end of the first school year after being enrolled according to the Annual Appraisal Procedures for Confucius Institute Scholarship. Only the eligible students are entitled to continue to receive the Scholarships in the following year. The deadline of receiving the application documents is April 1st, 2015. APPLICATION PROCEDURES OF GUANGXI GOVERNMENT SCHOLARSHIP FOR ASEAN STUDENT I. General Rules 1. To attract and encourage more students from ASEAN countries to study in Guangxi and develop the international education in Guangxi, according to Guangxi Zhuang Autonomous Region People s Government on General Plan of Key Projects of Guangxi Educational Development and Experimental Units of System Reform, we set up Guangxi Government Scholarship for ASEAN Students. To better the management and practice of the scholarship, we worked out this management measure. 2. The scholarship comes from the provincial financial appropriation, which is included in the annual departmental budget of provincial department of education. It is managed by the provincial department of finance and department of education and the latter is responsible for the organization and practice. 3. The scholarship is for the students of ASEAN nationalities who study in Guangxi and excel in moral as academic performances. II. Types, Standards and Basic Conditions for Application 4. There are two types of scholarship: full scholarship and outstanding student scholarship. (1) Full scholarship is for ASEAN students who study in Guangxi for bachelor degree, master degree or doctor degree. The students will be free of register fee, tuition fee, textbook fee and accommodation fee, be provided with insurance against severe diseases and accidents, and monthly money for living, which is 2000 yuan for doctoral candidate, 1500 yuan for master degree candidate and 1000 yuan for undergraduate, and will be given to students by month for 12 times per year. (2) Outstanding student scholarship is for ASEAN students who have studies in Guangxi for more than one school year and excel in moral as academic performances. The student will be given 5000 yuan per year. The specific measures and conditions are decided by universities in accordance with this management measure. 5. Basic conditions for application: (3) Citizens of ASEAN nationalist who apply to study in Guangxi and has a healthy body; (4) Be friendly to China and be willing to abide by the laws and regulations of Chinese government and the rules and regulations of school; (5) Be decent and good at study; (6) Has not got any other scholarship from Chinese government. III. Application for Scholarship 1

6. Student should submit a written application to the school. 7. Student from ASEAN countries should submit the application once per year to the school according to the application conditions and time. 8. Universities should start to accept the application for scholarship from March 1 of each year. The deadline for full scholarship is April 22 of each year. 9. Those materials should be included in the application for full scholarship: (All the documents should be submitted 1 original and 3copies) (1) Guangxi Government Full Scholarship Application Form for Asean Students filled in in Chinese or English with photo; (2) Highest diploma and school report in English or Chinese (notarized photocopy). If applicants are university students or already employed, they should also provide documents of being university students or on-post employees. (3) A study or research plan in Chinese or in English no less than 200 words. (4) Applicants overseas for master or doctoral degree studies must submit two letters of recommendation in Chinese or English by professors or associate professors. (5) Photocopy of Foreigner Physical Examination Form (printed by Chinese quarantine authority and only for those whose period of studies in China lasts up to six months) filled in English. (6) 4 copies of HSK certificate (above 4 level) If you did not pass HSK 4, you should apply studying 1 year Chinese language. After you pass the 4 level of HSK, you can study in college. (7) 4 copies of passport IV. Examining and Offering Scholarship 11. Universities will be given the numbers of applicants by the department of education and then they start to accept the application materials. If the applicant is not qualified, or fails to provide enough materials for application, this application will be invalid and not be accepted. The application materials from the qualified applicants will be examined. 12. Universities should set up a group for examination. With the principle of fairness and justice, the group will discuss and report the result to the president responsible for approving it. Universities should report the admission list of full scholarship to the provincial department of education before June 30 of each year. The department will examine it and then send the written approval to universities before July 30 of each year. Universities should report the name list of outstanding student scholarship to the 2

provincial department of education before March 30 of each year. The department will examine it and then send the written approval to universities before April 30 of each year. 13. Universities should send the examination result to the applicant in written form. School should send Admission Notice to the applicant who obtains the full scholarship. The applicant should register on time according to the school and major in the Admission Notice, and can not ask for any change. Otherwise, he will be deemed to have given up the scholarship. The provincial department of education can change the school and major with the applicant s approval. School should send Outstanding Student Scholarship Notice to the applicant who obtains the outstanding Student scholarship. 14. Provincial department of finance and department of education should offer the fund in time to the municipal bureaus of finance and universities according the numbers of applicants for scholarship approved by provincial department of education. Universities should give the money in time to the students who enjoy the scholarship. 15. Universities should report the name list of the Asean students who have obtained the Guangxi Government Scholarship for Asean Students and actually registered to the provincial department of education for record. V. Management and Supervision 16. Universities should make sure that scholarship is given to the qualified students. If they violate the laws and regulations, or can not pursue their study for academic or physical reasons, they should no longer accept the scholarship. 17. Universities should give a written report of the practice of scholarship to the provincial department of education at the end of December of each year. The provincial department of education will send experts to universities to comprehensively evaluate the use, management and function of scholarship. The evaluation result will be an important reference for allocation of quotas for scholarship next year. 18. All the cities, departments, universities should adhere to the financial laws and regulations. They must be checked and supervised by relevant departments. They should ensure the accounting settlement for the scholarship and guarantee that the scholarship is used appropriately according to this Management Measure. No one should intercept or misappropriate funds for scholarship. Otherwise he will be punished according to Regulations on Penalties and Sanctions for Illegal Fiscal Acts. Ⅵ. Supplementary Provisions 19. The right to interpret these Measures resides in the provincial department of finance and department of education 20.
