RD Apply provides ability for customers to apply online for several Rural Development, Rural Utilities Service programs. Currently Water and Environmental, Electric, and Telecommunications programs Benefits and features are listed below: Centralized repository for portfolio reporting on all programs (e.g. All Electric, Telecom, and WEP loans applications in strike force counties.) Pre-population of data (Import from BDMS or CPAP of some customer data Event notification (e.g. Notify customers and users about changes with the application status) Responsive Design (e.g. Crafting sites to provide an optimal viewing experience easy reading and navigation with a minimum of resizing, panning, and scrolling across a wide range of devices (from mobile phones to desktop computer monitors).) Device independent access for customer via Internet GIS mapping features (e.g. Draw and save service area maps and automatically generate census data.) Tool Tips Configurable to allow for different program requirements Online Application Entry Data presentation by program selection Integration with existing systems reducing data entry (Export to CPAP and BAIL) Nonlinear application entry (e.g. Enter data as it becomes available) Edit checks and balances Application progress at a glance (e.g. Visible application checklist) Paper Reduction Electronic Customer File (ECF) Digital Signature Role based and allows customers to manage who can access and help complete their applications 02/24/2016 3

Below is the Home page for RD Apply. The Customer will see all the applications they are working on or have submitted. They can add a new application or request to become an authorized representative for a company. They will also be able to see all email notifications generated by the system. 02/24/2016 11
RD Apply Obtaining a Level 2 eauth Account - October 2015 Appendix A 12
RDApply eauth Accessing RDApply requires a Level 2 eauth account. eauth is the Security System that RDApply and many of the USDA Public applications utilize for access. Applicants can access via the RDApply Program Page by clicking Register (http://www.rd.usda.gov/programs-services/rd-apply) or by going directly to RDApply at https://rdapply.sc.egov.usda.gov 13
RDApply eauth The USDA eauth Login Screen is presented. To obtain an eauth account, click REGISTER Button. 14
RDApply eauth Registration The Applicant will need to select Register for a Level 1 Account. 15

RDApply eauth Registration Once the Level 1 Account is created, the Applicant will receive an Email to Enable the Account. The Applicant will need to click the ACTIVATE MY ACCOUNT link in the email 17

RDApply eauth Level 2 Once the applicant has enabled the Account, they will need to login to RDApply (https://rdapply.sc.egov.usda.gov) The system will ask them to update their eauth Profile. 19
RDApply eauth Registration The applicant will be required to provide the data requested and submit the form. 20
RDApply eauth Level 2 After updating their eauth Profile and logging back into RDApply (https://rdapply.sc.egov.usda.gov) the system will automatically take the applicant through the Online-Identity Proofing process to complete their eauth Level 2 verification. 21
RDApply Online Identity Proofing Electing to verify online will present the following page asking for their SSN Number. PLEASE NOTE: The Applicant must enter their SSN, NOT the Organization s TIN. 22
RDApply Online Identity Proofing The Applicant will then respond to a series of identification questions. 23
RDApply Online Identity Proofing After the Applicant answers the questions, the system process the response, and if successfully the account is Upgraded to Level 2 If it was not successful, the Applicant will be allowed to try again with a different set of 24 identifying questions.

Below is the Summary/Submit tab. The customer will be able to go to this tab at any time and see how they are progressing. If all required information for a certain section has been completed the customer will see a green check. If they have not met all of the requirements they will see a red X. The customer will not be able to submit the application until all sections have a green check mark. 2015 Funding In FY 2015 Rural Development Funded 16 loans in the amount of $49,236,066 and 14 grants in the amount of $12,691,199. 150.20% of our initial allocations of $32,765,000 and obligated 142% of our initial grant allocations of $8,930,000 We requested nearly $18,000,000 additional dollars from the end of the year National Office Reserves - in 2015 we served 82,491 of SC population 02/24/2016 62
2015 Funding In 2015 we obligated 35% of the loan and grant funds in Persistent Poverty, Strike Force or Promises Zone Counties. We obligated funds is 15 counties and 6 Congressional areas here in South Carolina. From 2009-2015 we have obligated 118 loans in the amount of $334,406,565.73 and we obligated 88 grants in the amount of $152,934,085.88 for a total of $487,340,651.61- Nearly a half of Billion 02/24/2016 63
