1. General context The European Commission (EC) supports the "European-wide African Diaspora Platform for Development" (EADPD) project whose purpose is to promote the contribution of the Diaspora to the development of Africa by creating a network in Europe called "Africa-Europe Platform" (hereafter referred to as "AEP" or the Platform"). It is a network of African Diaspora Organizations in the 27 EU Member States, plus Switzerland and Norway (totaling 29 European countries). A consortium of five partners is responsible for the delivery of this project. This consists of the African Diaspora Diaspora Policy Center (ADPC - Netherlands), the African Foundation for Development (AFFORD - United Kingdom), la Coordination Générale des Migrants pour le Développement (CGMD - Belgique), the Forum des Organisations de Solidarité Internationale des Migrations (FORIM - France), and the International Centre for Migration Policy Development (ICMPD - Austria / Belgium). Since launching operations in 2011, the AEP has conducted a series of activities starting a significant mapping exercise (mapping) of the African Diaspora organizations in the EU, Switzerland and Norway, the organization of two "expert meetings" of the African Diaspora in Eschborn / Frankfurt, Germany in March 2012 and then in Paris in November 2012, and the construction of an Internet portal that focuses on the concerns and expertise of African diaspora organizations in connection with the development of the African continent. 2. Overall goal and purpose of the training Based on the training assessment needs (TNA), two tailor-made training courses should be designed and delivered, with the aim of strengthening the capacity of beneficiaries to manage their organizations and increase the effectiveness of their development activities. The two modules to be delivered are: (1) strengthening organizational and institutional capacity and ; (2) the management of development projects. For both capacity-building modules, it will be explained to each participant that in attending the training that they agree to pass on the skills and knowledge they have gained by providing at least one "echo" session (feedback sessions with a multiplier effect) for the benefit of other stakeholders in the countries where they are based. After the two training sessions, participants are invited to share their expertise and knowledge with other leaders of the diaspora / migrant / partner organizations. In addition, training sessions will be an opportunity for participants to interact with each other, an opportunity for networking, and building alliances. 3. Specific objectives of the training The objective of the second training (project management for results) for which the Consortium Research Project EADPD require a trainer is to strengthen the organizational capacities of learners by providing each participant with the skills (technical and methodological knowledge, attitudes and skills) needed to write a strong project plan ready for public or private research funding. The training modules include the following components: 1. Ability to present a strong project proposal and the ability to implement it; 2. Ability to set specific, achievable goals with SMART indicators; 3. Ability to undertake appropriate activities in order to achieve specific results and objectives, taking into account the context and the environment; 4. Ability to make proper estimates of the time and necessary budget needed for its realization, which will meet both the real needs of the beneficiaries and donor requirements; 5. Ability to seek funding and manage transparent resources (human, material and financial); 4. Expected Results: - Improved awareness and understanding the relevance of the approach; - Ability to replicate methods on other projects in other contexts; - Ability to replicate the techniques applied with a dynamic group during plenary sessions; - Reference resources produced, with updated tags for effective use of pedagogy and examples of good practices; - Generation of a track-record of successful individual or groups on related projects; Projet EADPD _ atelier de formation_ Formulaire de soumission du Formateur septembre 2013 Page 3
5. Task of the consultant / trainer Working Days = 7 days: Preparation of training (3 days), 2 days giving training + 1 day travelling (3 days), final report (1 day). The trainer is expected to use a participatory and interactive teaching approach with the participants. 5.1. Develop a methodology and a program for the 2-day training in English or French; To share the methodology and program with the organizers no later than 06 June 2013. The organizers reserve the right to make changes to the proposal. 5.2. Undertake a training session for two days in English or French The training will take place from 11-12 September 2013 5.3. Provide a final training report in English or French to be structured as follows (to be shared with the organizers no later than September 27, 2013): Context of the activity; Objectives; Participants; Organisation of the training; Development of the training session; Methodology; Workshop delivery; Evaluation of the session. 6. The Participants Target groups: Leaders or key players from African diaspora organizations based in Europe who are active in development-related issues in the targeted countries of the project Number of Participants: 29 experts invited from each of the member countries (29 countries) Levels of skills and experience (to be shared between the trainer and participants in the preparation phase) 7. Salary of Trainers The potential amount for the services requested should have a maximum value of (not to exceed) 2.450 (including VAT). This amount covers 7 days of services: 3 days of preparation, 2 days of training, 1 day of travel, and 1 day of report writing training). In addition, travel expenses, food and accommodation will be covered by the organizers. 8. Tendering process Interested consultants who are sufficiently experienced and / or qualified should submit a tender which includes a detailed proposal of how he / they intend to carry out the training (methodology and plan training), a suitable CV and a proposed project budget. Experienced and / or qualified consultants should have sufficient experience in training involving Diaspora communities / non-state actors. In addition, an excellent knowledge of French and English, written and spoken, is required. Tenders must be submitted by email to the CGMD to a.yenga@cgmd.be not later than 06 June 2013. The offers received will be selected and evaluated by a panel composed of members of Consortium of the EADPD Project. If necessary, candidates may also be invited to take part in a Skype interview. All bidders will be informed of the decision to award the tender by 14 June 2013, and the successful bidder is expected to start working on the electronic consultation not later than 21 June 2013. REPORTS Compulsory Reports The provider shall submit the following documents and reports in either French or English in one original and one paper copy and an electronic copy: Training Programme to be provided latest 1 week before the start of the training (05.09). Final Report of final the training to be provided maximum 2 weeks after delivery of training accompanied by an evaluation of the attained objectives and expectations of participants Presentation and approval of reports These above mentioned reports should be submitted to the Project Manager of the project specified in the contract. The approval of these reports is for technical managers on behalf of EADPD Project, namely CGMD. The report approval time is: - 7 days for training and iterative evaluation reports; - 1 month for the final training report In the absence of comments or approval by the project manager within the deadline set, reports will be assumed to have been approved. Submission of tenders A signed original of this tender form for submission (including signed statements of exclusivity and availability must be provided with two copies each. Annexes to this submission form (ie declarations and evidence) may be originals or copies. If copies are provided, the original shall be issued by the selection board when required.
