1. Background : The aim of the project «European-wide African Diaspora Platform for Development» (EADPD), which is financed by the European Commission (EC), is to promote diaspora support for development in Africa through the creation of a network in Europe called the «Africa-Europe Platform» (hereafter referred to as AEP). This is a network comprised of African diaspora s in the 27 EU Member States, plus Norway and Switzerland.. A consortium of 5 partners is reponsible for implementing this project: the African Diaspora Policy Centre (ADPC, The Netherlands), the African Foundation for Development (AFFORD, UK), La Coordination Générale des Migrants pour le Développement (CGMD, Belgium), Le Forum des Organisations de Solidarité Internationale des Migrations (FORIM, France), and the International Centre for Migration Policy Development (ICMPD, Austria / Belgium). Since its launch in 2011, AEP has led a range of activities, including: the start of a significant mapping exercise of African diaspora s in the EU, Switzerland, and Norway; the of two African diaspora «Expert Meetings» in Eschborn (Frankfurt), Germany in March 2012, and Paris, France, in November 2012; as well as the construction of a web-portal focusing on the concerns and expertise of African diaspora s in relation to Africa's development.. 2. Overall aims and objectives of the Training On the basis of a training needs assessment, two bespoke training courses will be developed and delivered with the aim of building the capacity of participants to manage their respective s and to improve the effectiveness of their development activities. The two selected modules are: 1) Organisational and Institutional Capacity-Building; and 2) Management of Development Projects. For each of these 'train-the-trainer' modules, it will be explained to participants that in undertaking the training, they are willing to cascade the skills and knowledge acquired by providing at least one «echo» session (a cascaded session with a multiplier effect) for the benefit of other stakeholders in the countries where they are based. After the two training sessions, participants will therefore be invited to share the skills and knowledge learned with other diaspora leaders/ migrants/ partner s. Moreover, the training sessions will be an opportunity for participant interaction, networking, and alliance-building. 3. Specific aims of the Training The aim of the first training session for which a trainer is sought, is building the al capacity of trainees in order to, on the one hand, enable them to take an active part in the activities of the Platform and in policy processes relating to migration and development. On the other hand, it also aims to strengthen their technical abilities to implement development projects effectively. The training modules will include the following components: 1. Capacity to build alliances and partnerships 2. Capacity to collect information and manage internal and external communications 3. Capacity to mobilise diverse recipients and stakeholders 4. Capacity for collective decision-making and democratic decision-making 5. Capacity to seek funding and for transparent management of resources (human, material, and financial) The specific aims of the modules are: a) Provide leaders of diaspora s with the necessary skills to build alliances and partnerships (both between them and with other stakeholders) b) Improve their advocacy techniques and increase their participation in migration and development policy processes. c) Strengthen the capacity of diaspora s to participate significantly in development cooperation processes through establishing strategic partnerships.. 4. Task to be Undertaken by the Consultant Consultancy Days: 7 days: training preparation (3 days), 2 days of training + 1 day's travel (3 days), writing final report (1 day). The trainer must use a participatory and interactive training approach with participants. 4.1 Develop a methodology and programme for the 2-day training in English or in French To be shared with the organisers no later than 5th March 2013. 6. Consultancy fees The current and projected fee for services required will have a maximum value of (must not exceed) 2,450 (inc. VAT), including 7 consultancy days covering 3 days of preparation, 2 training days, 1 day for travel, and 1 day for writing a training report. In addition, travel, food, and accommodation costs will be covered by the organisers. 7. Tender process Interested consultants who are suitably experienced and/or qualified should submit a tender that includes a detailed proposal of how (s)he/ they plan to deliver the training (methodology and training plan), an appropriate curriculum vitae, and a project budget proposal. Suitably experienced and/or qualified consultants include those with experience of training involving diaspora communities/ non-state actors. Moreover, an excellent command of spoken and written French or English is required. Tenders should be submitted to CGMD and/or FORIM by email to : a.yenga@cgmd.be or yera@fafrad.org no later than 15 th February 2012. Tenders received will be shortlisted and evaluated by a panel composed of members of the EADPD project consortium. Candidates may also be invited, if appropriate, to take part in an interview via Skype. All bidders will be informed of the decision to award the tender no later than 25 th February 2013, and the successful bidder should start work on developing the training no later than 28 th February 2013. 8. REPORTS Mandatory Reports The service provider will submit the following documents and reports, either in French or in English, with one original and one paper copy, as well as an electronic copy:: Training Programme to be provided no later than one week before the date of the training session (05.03.13). Final Training Report to be provided after a maximum delay of two weeks after delivery of the training, inlcuding an evaluation of objectives achieved and level of participant satisfaction. Submission and Approval of Reports The above-mentioned reports will be submitted to the Project Manager set out in the contract. Approval of these reports will be the responsability of technical managers on behalf of the EADPD Project, i.e. CGMD and FORIM. The period of approval of reports is: - 7 days for the training programme and iterative evaluation reports; - 1 month for the final training report; In the absence of comments or approval by Project Manager within the specified period, reports are presumed to be approved. Sumission of Tenders A signed original of this submission form (including the signed statements of exclusivity and availability) should be provided with two copies. The annexes to this submission form (i.e. statements and evidence) may be originals or copies. If copies are provided, the originals should be delivered to the tender evaluation panel as required.
