MEMO TO: FROM: SUBJECT: Glynn County Board of Commissioners Paul Andrews, Interim County Engineer Georgia Department of Transportation Road Resurfacing DATE: July 27, 2011 STATEMENT OF THE ISSUE: Annually the County submits a request to Georgia Department of Transportation (GDOT) establishing where we would like GDOT to allocate the County s Local Maintenance & Improvement Grant (LMIG) program funds for the coming year. This GDOT program is intended to provide funding for the improvement and maintenance of roads in Glynn County. Funds for the LMIG program are allocated to each local government based on a formula which includes paved and unpaved road centerline miles and population. GDOT has estimated that Glynn County will receive approximately $450,000 in FY 2012. Under the LMIG program all projects except resurfacing require a 10% match. Further, we can request both leveling and topping for resurfacing projects. Since there are no matching funds required and we can include both leveling and topping asphalt for resurfacing, Glynn County will realize the greatest benefit from the LMIG funds if we request that all of our allocation be applied to resurfacing. This request must be sent to Georgia DOT no later than August 15, 2011 along with the executed Certification of Ownership and Agreement for this LMIG project request. This agreement requires the County to perform maintenance on the road and drainage system prior to the road work being done. This is work that the Glynn County Public Works Dept. (GCPWD) already performs. The agreement also requires the County to raise the shoulder grades to match the new road surface. If required, this is work that can be performed by GCPWD. We are recommending using the FY 2012 LMIG funding to resurface the following roads: 1. Glynco Parkway: From the end of the divided four lane section (near Gateway Center Blvd) to the Harry Driggers/Canal Road Intersection (0.80 miles). 2. Walker Road: From Old Jesup Road to Golden Isles Parkway (Spur 25), (0.5 miles). Similar to the work recently performed on Chapel Crossing Road. 3. Buck Swamp Road: From the end of the FY2011 LMIG resurfacing project to the pavement joint (0.52 miles). This is a section that was requested in the FY2010 LMIG but was not approved by GDOT. This project is estimated at $450,000.
ALTERNATIVES: 1 Do not use the LMIG funds for road resurfacing but use it for other road projects which will require a 10% match. 2 Request that GDOT use the LMIG funds for the resurfacing of Glynco Parkway, Walker Road, and Buck Swamp Road. 3 Request that GDOT use the LMIG funds for different road projects as directed by the Board of Commissioners. RECOMMENDATION: Staff recommends alternative #2. FUNDING SOURCE: No County funds will be required for this resurfacing project unless the available GDOT funds (estimated at $450,000) fall short of covering the cost for resurfacing the requested roads. If GDOT funds fall short, the County can either elect to contribute funds to the resurfacing project or GDOT will resurface as much of the roadways on the request list as possible with the funds available. RECOMMENDED MOTION FOR BOARD OF COMMISSIONERS: I move to request that the Georgia Department of Transportation allocate all of Glynn County s FY 2012 LMIG funds of approximately $450,000 for the resurfacing portions of Glynco Parkway, Walker Road, and Buck Swamp Road as described in this memo, approve Certificate of Ownership and Agreement for this LMIG project request, and authorize the Chairman to execute the agreement. GEORGIA DEPARTMENT OF TRANSPORTATION LOCAL MAINTENANCE & IMPROVEMENT GRANT PROGRAM CERTIFICATE OF OWNERSHIP AND AGREEMENT I, as the authorized COUNTY official, do hereby certify that the roads or sections of roads described and shown on the County s priority list dated are dedicated public roads and are part of the Public Road System in said COUNTY. I further certify that the COUNTY, hereby agrees to the following: That the DEPARTMENT will assist the COUNTY in constructing projects for the improvement of certain selected roads in the COUNTY subject however, to the condition that the COUNTY shall provide for its proper maintenance after completion of its improvement, and will make reasonable provision each year for such maintenance, and also will, prior to or during the construction of the project, provide the following additional services, certification, and information, when applicable, at no cost to the DEPARTMENT. 1. Right of Way and Right of Way Certification. 2. Relocate or adjust all utilities. 3. Necessary patching should begin IMMEDIATELY on the selected roads and to the satisfaction of the District Engineer. 4. Clearing of ditches and drainage structures. 5. Raise the existing shoulder grade to match the elevation of the new asphalt and provide positive drainage. On DOT LET projects, the contractor shall furnish, install & maintain Low/Soft shoulder signs until final acceptance, at which time; the signs will become the property of the local government. To the extent provided by law, the COUNTY further agrees to hold the Department of Transportation of the State of Georgia harmless from all suits or claims that may arise from the construction or improvement of said roads.
