The German Defence Standardisation Organization & Policy 1. Organization a) Describe the organization responsible for your country s military standards/specifications policy and how this organization is integrated into / linked to the overall structure of your country s Ministry of Defence. The section responsible for (amongst others) - the German policy and coordination of Defence Materiel Standardization, - the cooperation with civil standardization organizations and - Technical Specifications (Technische Lieferbedingungen TL) is the Section (Referat) Q3.1 of the Bundesamt für Ausrüstung, Informationstechnik und Nutzung der Bundeswehr BAAINBw (Federal Office of Bundeswehr Equipment, Information Technology and In- Service Support). The BAAINBw is directly subordinated to the Federal Ministry of Defence (BMVg). BAAINBw-Q3.1 reports to BMVg-AIN V 2. BMVg-AIN V 2 is the focal point for all materiel standardization issues in the Armaments Directorate of the MOD. (e.g. International Standardization; STANAG, Codification, Quality Assurance etc.). Other domains within BAAINBw-Q3.1 deal with - the coordination of the ratification process for materiel related NATO STANAG within the German Armaments Sector,
- processes & procedures related to equipment, logistics and in service support, - defence materiel related terminology, - automatic identification systems). c) Describe the relationship of the organisation with civil/military Standards Agencies and Industry, and how this is linked to standardization management and the development of military standards/specifications in your country. BAAINBw-Q3.1 coordinates all defence materiel standardization activities within the German Armaments Sector. The drafting of standards is jointly carried out by experts from defence industry, BAAINBw s Project Teams, BAAINBw s Test Centres and Defence Research Institutes in standardization Committees organized and moderated by the Deutsches Institut für Normung e.v. (DIN) = German Institute for Standardization. DIN is the German civil German standardization organisation which is recognized by the German Government. DIN s services in the area of defence materiel standardization are specified in annually renewed contracts between the BAAINBw and DIN. 2. Preparation, Issue and Implementation of standards and standard-like specifications a) Describe the processes and the responsibilities for the establishment of military standards/specifications in your country. What (major) changes or modifications are planned in these processes? What are the reasons for the changes/ modifications? A formal initiative for a defence materiel standardization project may be submitted by any interested party/stakeholder. This may be defence industry, a BAAINBw Project Team or one of BAAINBw s Test Centres and Defence Research Institutes. A new standardization proposal has to be discussed within the appropriate DIN standardization committee and a formal Normungsantrag = Request for Standardization has to be submitted to BAAINBw-Q3.1. In the Request for Standardization DIN has also to provide a statement regarding available civil standards which might be used as basis for the requested defence materiel standard. After approval of the Request for Standardization by BAAINBw-Q3.1 the project will be posted on the European Defence Standardization Information System (EDSIS) to seek collaboration with other interested European partners (Industry and/or government). b) How are international standardisation agreements (e.g. NATO STANAGs) accounted for in military standards/specifications? The experts working in DIN Commitees on Defence Materiel Standards have to take into account relevant international standardisation agreements (e.g. NATO STANAG). This is primarily assured by the fact that BWB experts attending DIN committees in most cases are also the German experts in relevant NATO Committees. New materiel NATO STANAG (up to NATO Unclassified ) are provided to the relevant DIN committee for a check whether this STANAG may have an impact on a German Defence Materiel Standard. If necessary the standard will receive an update and a new edition will be published.
c) Who has intellectual proprietary rights of your country s standards/specifications? IPRs for German Defence Materiel Standards are with the German Institute for Standardization (DIN). The German Ministry of Defence has the right to use German Defence Materiel Standards within the MOD s area of responsibility. German Defence Materiel Standards are not attached to calls for tender. Third parties (like industry) have to buy German Defence Materiel Standards like civil standards from the Beuth- Verlag (DIN s publishing house). 3. Sources of military Standards/Specifications a) Which databases exist for the different types of your country s military standards/specifications, and are these available electronically and/or in hard copy? On BAAIN s public Internet website (www.baain.de) there is a database provided containing the titles of all German Defence Materiel Standards (VG and WL). This database also provides name and phone number the BAAINBw s subject matter expert responsible for this standard. Full-text documents (pdf-files) have to be bought from the Beuth-Verlag ( www.beuth.de ). Formal Technical Specifications (Technische Lieferbedingungen TL) issued by the BAAINBw-Q3.1 for the repeated procurement are publicly available as pdfdocuments on BAAINBw s Internet website (www.baain.de). For the access to TL on weapons, ammunition etc. a proper justification has to be submitted with the enquiry. For internal use within the MOD s area of responsibility full-text documents are provided in BAAINBw s Intranet. b) Are military standards/specifications routinely translated into other languages? Nearly 70% of German Defence Materiel Standards are already available in German and English. All new and revised German Defence Materiel Standards are routinely published in German and English in one document. The same applies to a great number of BAAINBw s formal Technical Specifications (Technische Lieferbedingungen TL). c) Is there a help desk to aid/support users of standards? Through the public database provided on BAAINBw s website users are provided with the name and phone number of the responsible Subject Matter Expert. 4. Distribution and use of Standards a) How is information about new/amended/cancelled military standards/specifications internally and externally distributed? Internally and externally by updates of the databases on BAAINBw s Internet and Intranet. All changes related to German Standards (civil and defence) are also announced by DIN in their monthly Journal DIN-Mitteilungen mit DIN-Anzeiger. This journal contains a CD-ROM with all changes in the portfolio of German Standards. An additional service regarding drafts of civil standards is provided by BAAINBw- Q3.1 for experts with in BAAINBw s Project Teams and BAAINBw s Test and Defence Research Institutes. BAAINBw-Q3.1 continually gets through DIN all drafts (hardcopy and pdf-file) of civil standards (DIN, DIN EN, DIN EN ISO etc.). BAAINBw-Q3.1 makes them available in its BAAINBw s Intranet and also sends hardcopies directly to the relevant Subject Matter Expert. By this service it is assured that Subject Matter Experts are always informed about new developments in the portfolio of civil standards and have the opportunity to provide comments to the relevant DIN committee within the official public consultation phase. For information on changes in the portfolio of BAAINBw s Technical Specifications (Technische Lieferbedingungen TL) users can subscribe to a monthly up-date service (by email) provided through BAAINBw-Q3.1. 5.
