THERE ARE 15 ACTS INCLUDING FACTORY ACT, 1948, MINES ACT, 1952, ENVIRONMENT PROTECTION ACT, 1986 AND EVEN NUMBER OF RULES ON SAFETY, HEALTH AND ENVIRONMENT, WHICH ARE SUPPOSED TO BE COMPLIED BY THE INDUSTRIES. ANY LAPSE, LEADS TO SERIOUS ACCIDENTS RESULTING INJURIES AND ILLNESS. MULTI DISCIPLINARY CENTRE ON SAFETY, HEALTH & ENVIRONMENT EXCEPT A FEW PSUs (PUBLIC SECTOR UNDERTAKINGS) AND PRIVATE CORPORATE SECTORS, THE VAST MAJORITY OF SMALL, MEDIUM AND LARGE SIZE FACTORIES AND MINES IN ODISHA DO NOT HAVE MOST MINIMUM INFRASTRUCTURE OF THEIR OWN TO ADDRESS THESE ISSUES. 01

The Multi Disciplinary Centre on Safety, Health & Environment (MDC on SHE) a State Government created and sponsored organization and a leading NGO in the State of Odisha was registered as an autonomous institute under the Society Registration Act - 1860 on 1st February, 1994 at Bhubaneswar. It aims at creating awareness among the, employers, opinion makers and NGOs in the field of safety, health & environment through education, training, workshops, seminars and action oriented programmes. The objective of the Centre is to impart education and training on a continuous basis in these fields to the industrial workers, supervisors, managers & trade union leaders; to act as a R & D Centre; to develop Industrial Hygiene Laboratory/ Occupational Health Service Centre; to develop an updated library; to develop an updated Industrial Safety Museum; to serve as a Think Tank and to promote a modern training centre for the benefit of all concerned. 02

The MDC on SHE a non-profit making organisation has been playing a pivotal role in generating adequate awareness on safety, health, environment, pollution control and all such issues among the industrial population through training, workshop, seminar being conducted across the state round the year. 03

THE CHALLENGES AHEAD Odisha has around 3500 large, medium & small scale factories. It has also number of under ground and open cast mines covering coal, iron ore, lime stone, dolomite, bauxite, chromite etc. In addition, a number of new projects/steel plants, aluminium plant, oil refinery and power plants have come up. Few others are in the pipeline. Most of these industries are hazardous in nature. They are likely to create conditions towards environment degradation, generate pollution if not controlled right at the source and damage health of the and the surrounding habitat. The MDC on SHE envisages to focus on the safety, health, environment, pollution control and all such related need of these industries and organize awareness-cum-training programmes on a continuous basis so that the accident in the industries could be prevented and minimized. SPECIALISATION u u u u The MDC on SHE, to its credit has earned the distinction of promoting specialized First Aid Training meant for the of factories and mines at three levels i.e. Basic, Refresher and Advanced. The Certificate issued to the successful participants are recognized under the Factory Act-1948 and Mines Act-1952. Conducting regular course on POST DIPLOMA IN INDUSTRIAL SAFETY from the academic session 2009-2010 at its own institute at plot no : 04, Chandaka Industrial Estate, Infocity Road, Bhubaneswar - 751 024. The course is approved by the Directorate of Technical Education & Training (DTET) & affiliated to State Council of Technical Education & Vocational Training (SCTE & VT), Odisha Preparation of On-site and Off-site Emergency Plan Conducting HAZOP study 05

LONG-TERM GOAL u Conduct Degree Courses on Industrial Safety, Occupational Health and Environment Engineering u Develop Equipment Testing laboratory u Develop Equipment Testing and Certification facilities u Develop Mobile Occupational Health Check-up and monitoring facilities. THE NEW INITIATIVE AHEAD To address issues of : Rural Mass (Odisha in particular) relating to peripheral development, rural co-operatives, use of non-conventional energy source through Self Help Group (SHG) etc. The Industrial Population: On safety, health, sanitation, clean habitat, road safety, safety audit, environment audit, on-site emergency preparedness, off-site emergency preparedness, carbon trading etc. 06

INFRASTRUCTURE The Government of Odisha have been pleased to allot one acre of land at Chandaka Industrial Estate, Bhubaneswar to the MDC on SHE. 07

With the Financial support received from Industries, Government Organizations and MPLADS fund, this centre has developed its own building having Class rooms, Conference hall, HR Centre, Library, Laboratory, Offices for MDC Functionaries, Offices for the Faculty and Teaching staff, Hostel, Residential Block etc. The Industrial Safety Museum is in the offing. 08
