Training: Federally Facilitated Marketplace Registration Process and Tips from Custom Benefit Plans, Inc.
Introduction All agents who wish to participate in the Federally Facilitated Marketplaces or off of the Federal Marketplace are required to complete the two-part training set forth by CMS. Upon completion of training, all agents/brokers will be assigned an FFM ID. This ID will be required at future appointments to process client applications.
What Needs to be Done Agents and brokers in the Individual Marketplace need to sign two agreements. Agents and brokers in the SHOP Marketplace need to sign one agreement. Agents and brokers who wish to serve both marketplaces will need to sign all three agreements. Part 1- Registration 1. Go to the Medicare Learning Network site https://marketplace.medicarelearning NetworkLMS.com 2. First time users select Create Account. 3. Create a login ID and password and complete personal information. 1. Once you reach User type/user Role, select Agent/Broker/Web-Broker-Individual Market and SHOP. We highly recommend that you select both Individual Market and SHOP Marketplace options you do not need to complete the SHOP course and exam to receive your FFM ID, but doing so will benefit you and your clients down the line. 4. When you reach Organization, search and select Marketplace. 5. Complete remaining questions and select Create.
Part 1- Continued Once you have completed the registration process, you will have access to your Training Home. It can take up to 20 minutes for the system to generate your Upcoming Training. After your training has generated, select the Individual Marketplace and SHOP Marketplace Curriculum. There are six required activities for the curriculum that must be completed: 1. Affordable Care Act and Marketplace Basics 2. Affordable Care Act and Marketplace Exam 3. Individual Marketplace Course 4. Individual Marketplace Exam 5. Individual Marketplace Agreements 6. SHOP Marketplace Agreement According to CMS, the course is estimated to take 3.5-4 hours to complete. Many enrollees have completed the course in less than 3 hours.
Part 1- Continued Training may be completed in multiple sessions. From the Training Home page, click Open Item next to the title of the course you wish to resume.
Part 1- Conclusion Upon successful completion of all applicable exams and agreements, you will receive a training completion certificate. You will receive a certificate for each curriculum you complete--be sure to keep these certificates for your records. Part 2 The second part of the certification process will take you approximately 20 minutes to complete and does not include any curriculum or testing. Access the CMS Enterprise Portal, available at: https://portal.cms.gov Select New User Registration. * Agree to the terms and conditions on the next page. Fill in your information on the following page and select Next. * Note: To allow time for your training results from the MLN website to be transmitted to the CMS Enterprise Portal, you must generally wait at least two business days after completing your training, exams, and Marketplace Agreement(s) on the MLN website.
Part 2- Continued The last step in creating your CMS Portal profile is selecting your User ID, password and security questions. We recommend that you make your User ID the same as your Login ID for Part 1 of the training. After completing this section you will be prompted to log out of the portal and log back in using the User ID you just created.

On the next screen, select Request New Application Access on the left side of your screen (pictured in next slide).
Part 2- Continued Once you reach the page shown below, you will need to select a new application access. Select FFM Application. Another drop box labeled Role will appear. From this box select FFM Agent Broker. You will be prompted to enter your NPN and MLN User ID. Your MLN User ID is the login you used for Part 1 of training. BE SURE TO ENTER THIS INFORMATION CORRECTLY.
Part 2- Continued After you have entered your NPN and MLN User ID, you will come to the Remote Identity Proofing page. Read and click Next. You will then be prompted to enter your personal information and verify your identification. Upon completion of ID verification, a Request Acknowledgment page will appear, click Next. Your FFM User ID will then be activated, granting you the role of Agent/Broker.
