ENGLISH (EN) SCHOLARSHIP FOR WATER AND SANITATION PROFESSIONALS Terms and Conditions The Rotary Foundation may modify the terms and conditions of the scholarship at any time. Updates can be found on Rotary.org or requested at grants@rotary.org. I. WHAT WE FUND Scholarships for graduate students are collaboratively developed activities designed to maximize the resources of The Rotary Foundation (TRF), Rotary clubs and districts, and IHE Delft Institute for Water Education. These scholarships will provide funding for graduate students at IHE Delft Institute for Water Education to obtain a degree in one of three Master of Science programs, in: Urban Water and Sanitation, Water Management, or Water Science and Engineering. II. ELIGIBILITY GUIDELINES All Foundation scholarship activities must: 1. Relate to the mission of The Rotary Foundation 2. Include the active participation of Rotarians 3. Exclude any liability to TRF or Rotary International beyond the funding amount of the scholarship 4. Adhere to the applicable laws of the United States and the host area of the scholarship, and harm no individuals or entities 5. Only fund activities that have been reviewed and approved before their implementation; scholarships will not be approved to reimburse scholars for studies already completed or in progress 6. Demonstrate sensitivity to the host area s traditions and culture 7. Comply with the Conflict of Interest Policy for Grant Participants as outlined in section 10.030 of The Rotary Foundation Code of Policies 8. Comply with the policy regarding the use of Rotary Marks as outlined in section 4.090 of The Rotary Foundation Code of Policies. Scholarship for Water and Sanitation Professionals Terms and Conditions (January 2018) 1

These scholarships: 1. Provide funding for graduate students at IHE Delft Institute for Water Education to obtain a degree in one of three Master of Science (MSc) programs, in Urban Water and Sanitation, Water Management, or Water Science and Engineering 2. Support graduate students admitted to IHE Delft Institute for Water Education who demonstrate academic excellence as well as an interest in fulfilling TRF s mission 3. Encourage the development of a long-term working relationship between the scholar and his or her Rotary sponsors 4. Are sponsored by at least one Rotary club or district near where the scholar intends to work or live after completing studies 5. Support communities in Rotary countries and geographical areas 6. Are community-driven; sponsor Rotarians select appropriate scholarship candidates 7. Have a sustainable and measurable impact on the sponsoring community 8. Align with the goals of Rotary s water and sanitation area of focus The sponsoring club or district will participate by: 1. Reviewing student applications, selecting a scholarship candidate, and submitting a joint scholar/sponsor application to TRF 2. Conducting activities in conjunction with the scholar throughout the scholarship period: a. Receive monthly updates from the scholar on the educational program and cultural experiences b. Arrange for the scholar to make at least one presentation at a district conference c. Work with the returned scholar on an activity to make a positive impact on water and sanitation issues in the sponsor s community 3. Alerting TRF to any potential stewardship issues or allegations of inappropriate behavior Scholarship candidates are expected to demonstrate a good knowledge of Rotary and a solid commitment to participating in activities and service with their sponsors. The following criteria also apply: 1. Scholar demonstrates a strong background and high potential in academics, professional work, community impact, and personal character. 2. Scholar agrees to fulfill the requirements of funding coordinated by IHE Delft Institute for Water Education. 3. Scholar maintains good academic performance with IHE Delft Institute for Water Education throughout the scholarship period. 4. Scholar actively participates in scholarship activities: Scholarship for Water and Sanitation Professionals Terms and Conditions (January 2018) 2

a. Provides a monthly update on educational program and cultural experiences to Rotarian sponsors b. Gives at least one presentation at a Rotary club or district event in the Netherlands c. Gives at least one presentation at a Rotary district conference in his or her home country d. After returning to home country, works with Rotarian sponsors on an activity to make a positive impact on water and sanitation in his or her home community 5. Scholar returns to home country after completing the academic program to pursue a career related to water and sanitation. Allowable expenses have been negotiated with IHE Delft Institute for Water Education for this scholarship. The scholarship can fund: 1. Tuition 2. Room and board 3. Books and materials 4. Other program and direct study-related costs negotiated between TRF and IHE Delft Institute for Water Education Funding to cover additional costs (including international travel) related to participation in the academic program will be coordinated by IHE Delft Institute for Water Education. While additional funding is likely, it is not guaranteed. III. RESTRICTIONS Scholarships cannot be used to unfairly discriminate against any group or to promote a particular political or religious viewpoint. A sponsoring Rotary club or district can be awarded only one scholarship per academic year. IV. HOW TO APPLY In order to receive a scholarship from TRF, all primary sponsor districts involved must be qualified by TRF, and all primary sponsor clubs involved must be qualified by their district. In addition, districts, clubs, and all scholarship committee members must be in good standing with Rotary International and TRF. When acting as a primary sponsor, each district and each club is limited to 10 open grants at a time. The Rotary club or district sponsor will establish a scholarship committee of three Rotarians. Members of this committee must come from the primary sponsor club or district. For club-sponsored scholarship applications, district Rotary Foundation committee chairs must confirm that the primary sponsor clubs Scholarship for Water and Sanitation Professionals Terms and Conditions (January 2018) 3

are qualified. Individuals prohibited from serving on a scholarship committee include RI fiscal agents, national treasurers, and officers and paid staff of a cooperating or beneficiary organization associated with the scholarship. Students admitted to the three eligible IHE Delft Institute for Water Education academic programs will be directed to seek the sponsorship of their local Rotary club or district by completing the scholarship candidate portion of the Application Toolkit and submitting it to the club or district. Rotarians will review the application and interview the scholarship candidate to determine if they wish to sponsor this student s scholarship. If Rotarians decide to sponsor the student, they must complete the Rotary club/district portion of the Application Toolkit and submit all application materials online through Rotary s grant application tool. Completed applications must be submitted by sponsor Rotarians no later than 15 June of the year in which studies begin. Scholars are selected in a competitive process, based on their ability to have a significant, positive impact on global water and sanitation issues during their career. Successful applicants will have a strong academic background, significant and relevant professional experience, and demonstrated leadership in the community. V. HOW SCHOLARSHIPS ARE FUNDED AND PAID Scholarships for water and sanitation professionals are funded by TRF from the World Fund. TRF will pay 34,000 to IHE Delft Institute for Water Education directly for each scholarship once all payment requirements and contingencies have been met. All contributions other than District Designated Funds are irrevocable contributions to The Rotary Foundation and are not refundable. VI. REPORTING REQUIREMENTS AND DOCUMENTATION Progress and final reports will be submitted online, and all forms must be completed in their entirety for the report to be accepted. New scholarships will not be accepted by TRF if a sponsor has an overdue report for any Foundation grant. Progress and final reports are required from scholarship recipients and Rotarian sponsors: 1. Scholarship recipients will submit a brief progress report to IHE Delft Institute for Water Education within 12 months of the beginning of their academic program, describing their working relationship with Rotarians. 2. Rotarian sponsors will submit progress reports to TRF within 12 months of the beginning of the academic program. 3. Rotarian sponsors will submit a joint scholar/rotarian final report to TRF within 24 months of the start of the academic program. The final report will include information about the thesis or Scholarship for Water and Sanitation Professionals Terms and Conditions (January 2018) 4

internship period as well as the project planned by the scholar and Rotarian sponsors. IHE Delft Institute for Water Education will submit an annual report to TRF that includes scholar progress report information as well as confirmation of each scholar s academic status. IHE Delft Institute for Water Education will also provide a financial accounting of funding received and expended. TRF will release additional payments to IHE Delft Institute for Water Education once all financial, scholar, and sponsor reporting requirements are met. TRF will share relevant reporting information with IHE Delft Institute for Water Education and sponsor Rotarians as deemed appropriate for the benefit of the partnership. TRF reserves the right to review scholarships at any time, regardless of whether a scholarship is in progress or closed; to conduct an audit; to send a monitor; to require the submission of additional documentation; and to suspend any or all payments. Scholarship sponsors who fail to adhere to TRF policies and guidelines in implementing projects may be barred from receiving future grants for a period of up to five years.
