Bartow County, Georgia Request for Qualifications and Proposals For Architectural, Engineering and Site Design Services for a new Fire Station 1. INTENT: Bartow County, Georgia is soliciting proposals from interested firms for providing Architectural Services for the construction of a new Fire Station. The proposed Fire Station will eventually be a battalion headquarters. This project has a $1,000,000 budget. Note: It is expected that the successful firm chosen for this project, if they provide satisfactory service on this project, will subsequently be awarded the contract to design a new Bartow County Fire Headquarters on 7 acres owned by Bartow County located on Highway 41 at the cloverleaf intersection with Highway 41 and Highway 20. This project is anticipated to have a $2,400,000 budget. 2. PROJECT SCOPE: The project consists of the design of a new, free-standing Fire Station for Bartow County. The fire station will be located at 171 Brown Farm Road on a 3.5 acre property located at the southwest corner of the intersection of Brown Farm Road and Friction Drive (Tax Parcel C056-0857-004). The fire station replaces existing Fire Station 9, which is currently located at 614 Highway 61, Cartersville. The station currently houses a 2009 Spartan pumper fire engine and a 1994 Ford Super Duty pickup, and it manned by two firefighters. The proposed station will initially contain three apparatus bays (ideally drive-through bays if possible, but that is not required) as well as accommodation for four firefighters and accommodations and an office for a battalion commander. It is intended to be a battalion headquarters in the future when the County Fire Service is split operationally into two battalions. It should be designed to be expandable with a fourth apparatus bay as well as accommodations for four additional firefighters. The site has been acquired, but is unimproved and not pad-ready. The site is served with sewer, water, gas and electricity. Anticipated budget for architectural services, engineering, site preparation, grading, construction and finish work is $1,000,000. The Architect would be expected to supervise construction under standard AIA contract terms. Bartow County Request for Proposals FY14Fire Station, Page 1 of 10

3. ELIGIBILITY CRITERIA: Firms responding to this RFP: Must have a licensed architect in good standing within the State of Georgia; Must have a knowledge of state licensure requirements and any other regulatory criteria which apply to the design of a facility as is described within this RFP. Must be familiar with Fire Station Design and procedures. Experience with this type project will be considered a plus. 3. INFORMATION TO BE SUBMITTED FOR EVALUATION: Proposers should submit a packet containing at a minimum the following information. The format for this information is show in Section 8, Format of Response. 1. History of firm and resources; Familiarity with Bartow County. Generally describe the firm s history and experience, especially focusing on fire stations and public safety buildings, and describe the firm s staffing, resources, offices and capabilities. Identify your familiarity with Bartow County, the northwest Georgia region and similarly sized counties. This is your general opportunity to tell Bartow County why we should select your firm. Limit to one page. 2. Experience Designing and Successfully Completing Similar Projects. Identify five similar projects in size and scope, preferably fire stations, completed by the firm and state whether the project was completed within the original budget, or if it was increased, why it was increased. 3. Proposed conceptual rendering of design details and ideas. Provide a conceptual rendering of the façade and general floor plan of the proposed station. See Section 5.3 below for detailed discussion of this requirement. 4. Scope and Level of service proposed List all Services to be provided for Project by the firm and by subcontractors. A local engineering firm will be selected by the County to provide site design services, including grading plans, hydrology, etc. 5. Identification of Specific Staff. Specific staff to be used on the project shall be identified and their background and experience stated in detail. 6. Identification of Consultants/Subcontractors. Identify any consultants/subcontractors you intend to use on the Project, such as mechanical engineers or surveyors. A local engineering firm will be selected by the County to provide site design services, including grading plans, hydrology, etc. 7. Litigation history. List every time the firm or the principal architect to be used on the Project has been sued professionally or has had to pay any settlement of a claim of a design defect or negligence relating to architectural services. 8. 9. Errors and Omissions Insurance. State your E & O coverage and your coverage limit. Successful proposers shall have at least $1,000,000 in E & O coverage. 4. PROPOSAL REVIEW CRITERIA 5.1 Mandatory Criteria The following are mandatory requirements and will be reviewed on a pass/fail basis. Responses not clearly demonstrating that they meet them will receive no further consideration during the qualifications review process. Criteria Must be familiar with Fire Station design. Must have a licensed architect in good standing within the State of Georgia Must have knowledge of requirements and any other regulatory criteria that apply to the design of a facility as is described within this RFP. 5.2 Review Criteria Responses meeting all mandatory requirements will be further assessed against the following desirable criteria. Quality and character of conceptual rendering. Experience designing facilities similar to this. Evidence of well-trained staff with experience required in all fields of expertise. Listed reference projects were completed on time and within budget. Record of not being sued by owners or contractors. Positive references from other local government clients. Familiarity/experience with Bartow County and/or surroundings. 5.3 Submission of Conceptual Rendering Bartow County Fire Department has 14 stations with differing construction styles and vintages. Some are metal buildings, some were built by volunteers and became full time Bartow County Request for Proposals FY14Fire Station, Page 3 of 10

stations, and some have been built to resemble residential dwellings. The various stations and their equipment can be viewed on the www.bartowcountyfiredepartment.org website. None are architecturally distinguished, and none are a visual model for the new station. This new station, as a future battalion headquarters, and the new headquarters project that will follow, provide an opportunity to develop a new design language and statement for the Bartow County Fire Service that can be a template for future replacement stations; elements of which can be incorporated into future stations. Proposers are encouraged to inquire into Bartow County s rich architectural heritage of public buildings and churches to look for suitable details. A successful design will incorporate local history and vernacular. Of course, the budget is limited and so the design should not have extravagantly expensive architectural details and flourishes. The building is ultimately a functioning fire station. The rendering and general floor plan need not be finished product, it is intended to give the Review Committee an idea of the look and design of the station you would propose. 5.4 Review Process. The County will open all proposals and will review the submitted materials. A list of proposers and their proposed fees will be made public thereafter. A Review Committee of Fire Service and administration personnel shall review proposals. A short list of firms may be selected for personal interviews. The Committee will make a recommendation to the Commissioner of Bartow County who will ultimately select the design professional or firm which best meets the needs of the County. 6. 7. PROPOSAL INSTRUCTIONS AND GENERAL INFORMATION A. Upon completion of reading this Request for Proposals, please complete the Receipt Confirmation Form provided as Attachment A and fax to 770-387-5023. D. Reservations: Bartow County reserves the right to reject any and all proposals, to negotiate changes in the scope of the work or services to be provided, to negotiate with any firm, and to otherwise waive any and all technicalities. E. Method of Selection: Architects will be selected by the Bartow County Commissioner with recommendations from the Review Committee. After analysis of all information, the Commissioner will select the most qualified, responsive and suitable firm in order to start contract negotiations. If successful negotiations cannot be reached, the Commissioner reserves the rights as indicated in the reservations above. F. Compensation and A/E Services: Compensation of services shall be on a fee percentage basis and shall be within general industry practices for the type of project. Interested firms shall be prepared to respond promptly to formal and informal inquires regarding fees and reimbursable expenses. A/E Services shall generally conform to duties and responsibilities outlined in AIA Documents B141, Standard form of Agreement between Owner and Architect, 2001 Ed. and AIA Documents A201, General Conditions of the Contract for Construction, 2001 Ed. (Bartow County may slightly modify these agreements). G. 8. Format of Response The following format and sequence should be followed in order to provide consistency in the Respondent s submissions and ensure each Response receives full consideration. Workload and Redesign: List projects with their size and dollar amount you will be working on from 09/01/14 to 09/01/15. 8. Redesign Policy: Will you be willing to redesign at no additional cost to the owner if this project is over budget on bid date? ITEM 2 Track Record on Similar Size and Scope Projects; References. List a minimum of five (5) projects of similar size and scope, which your firm has designed in the past five (5) years. It is critical to demonstrate your ability to design facilities consistent with the project scope. Answer the following questions for each of these example projects: A. Recommend a list of five (5) projects which maybe visited by the Bartow County staff. ITEM 3 Design Proposal. Submit your design proposal of a façade and floor plan in as much detail as you wish. ITEM 4 Scope of Services. List all Services to be provided for Project by the firm and by subcontractors. ITEM 5 Your Firm s Team Members on the Project List individual team members you will place on this project from your firm. ITEM 6 - Consultant Team Members List each of your consultants or subcontractors. Under each consultant list individuals who will make major contributions to this project. Briefly describe their education and experience. List projects your firm has worked on using these consultants. Note: Your descriptions of in-house and/or consultant team members should include as a minimum the following parties: A. Project Manager (Architectural) B. Project Designer (Architect) C. Structural Engineer D. Mechanical Engineer E. Electrical Engineer Civil engineering site design will be provided by a local engineer selected by the County. ITEM 7 Litigation History We are interested in learning about past disputes with owners and contractors. List all lawsuits which the firm or the principal architect on this Project have been involved in that relate to design defects or professional services. List all claims paid or settled by the firm, the principal architect or any insurer relating to design defects or professional services, even if no lawsuit was filed. ITEM 8 Fees Identify your percentage fee and the amount to which it applied, as well as the percentage per phase of design and construction. Please list the reimbursable expenses that would be charged to the County for this project (e.g. Travel, computer, printing, postage) and include your markup on such expenses. The County will desire to own the instruments of service and may potentially desire to build the basic, unexpanded station again in the future, as other old stations get replaced. The proposing firm should consider what release, indemnifying language and/or fee they would expect to allow the design to be built more than once. ITEM 9 Professional Liability Insurance State the name and address of your insurance carrier, the total amount of your professional liability coverage and the amount of deductible per claim. ITEM 10 Professional Documentation All RFPs must have attached the professional license numbers of the project architect and engineer(s) who will seal required documents. No RFP will be considered without this data. Failure to provide this information on any principal to be employed on this project could be considered as grounds for elimination of this RFP. ITEM 11 Immigration Compliance. Under state law, any firm proposing must be registered with the Federal E-Verify program and must provide relevant affidavits, and must obtain similar affidavits (forms will be provided) from subcontractors. ITEM 12 Tax Compliance. Any firm proposing, and its principal members, must be current on property taxes and other taxes and fees owed to Bartow County.
