Every Post is urged to bring their Membership to at least one member over their 2013 total. There are 160,000 (not to mention over 4,000 Minnesotans) Iraqi Freedom/Afghanistan eligible Veterans just waiting to join. All you have to do is ask. The Minnesota goal for 2014 is 50,000 members. 3. The 115 th V.F.W. National Convention will be held in St Louis, MO, July 19-23, 2014. Success of the Convention depends upon advance registration within all Departments. Post Quartermasters have received a Special Advance Registration Form from V.F.W. National Headquarters. Each Post is asked to advance register the Post Commander. If the Post has a District or Department Officer who is planning to attend the Convention, the Post might consider sending in that registration also. NATIONAL CONVENTION REGISTRATION FEE IS $25, plus any additional attending Delegate (at $10 each). 4. Posts and Auxiliaries planning to compete in the Community Service Recordbook contest must submit their recordbooks no later than April 25 th to Department Headquarters. Books must cover activities between April 1, 2013 and March 31, 2014. 5. All Post Quartermasters have received a "Report of Election of Post Officers" from National Headquarters. THIS REPORT MUST BE COMPLETED IMMEDIATELY AFTER POST ELECTIONS in April and mailed to Department Headquarters (See additional information in this mailing concerning the Report of Election of Officers), EVEN IF LAST YEAR'S OFFICERS ARE RE-ELECTED. THE WARRANT WILL BE SENT TO THE COMMANDER-ELECT immediately upon receipt of the "Report of Election of Officers" by Department Headquarters. Installation of Post Officers MUST take place before the State Convention, June 8, 2014. Election and Installation cannot be held at the same meeting. 6. Section 216, Paragraph C states: Post Officers elected or appointed shall submit proof of eligibility to Post Adjutant before installation of officers. 7. Delegates and Alternates to the Department Convention must be elected not less than 30 days prior to the opening of the Department Convention in St. Cloud on June 6 th. One Delegate and one Alternate shall be elected for every 30 members or fraction thereof in good standing at the time of Election of Delegates. Forms are included in this mailing for the purpose of reporting names of Delegates and payment of Department Delegate fees. 8. Proposed changes in the Department By-Laws must be sent (via mail or email) or faxed (651-291-2753) to the Department Headquarters no later than MAY 5, 2014 (NO proposed By-Law changes will be accepted after this date). Resolutions and By-Laws submitted for consideration must be specific and definite as to Section, line and paragraph to be amended, with exact wordings and deletions. By-Laws must be adopted or rejected in the form in which they are submitted and cannot be amended at the Department Convention. -OVER- General Orders 2 April 2014

9. Attention is called to Section 213 - Arrearages - of the National By-Laws which states: "Any Post in arrears for Membership reports, National, Department, County Council or District dues, Poppy money or other financial obligations or failing to have the office of Quartermaster bonded or failing to submit quarterly Post Trustees Report of Audit shall be deprived of all representation in Council meetings, District, Department or National Conventions". Any Post that has not submitted a Report of Audit for the quarter ending March 31, 2014 will not be permitted to vote at the Department Convention. Because of April and May dates of District Conventions, the December 31, 2013 Audit will be required to vote at the April or May District Conventions. 10. Posts having neglected to elect District Delegates at their March meeting shall do so at their April meeting. 11. District Commanders shall follow the rules set out in Sections 403, 404, 411, 413, 414, 415, 416, 418 and 419 of the National By-Laws and Manual of Procedure in conducting their Convention. All District Officers are installed into office at the close of the District Convention for Ceremonial Purposes only and will take over their duties at the close of the Department Convention in St. Cloud on June 8, 2014. 12. Section 414, Paragraph C states: District Officers elected or appointed shall submit proof of eligibility to District Adjutant before installation of Officers. 13. The District Officers, will have a Special Session at the Officers Training School during the evening of June 4, 2014. The Officers Training School is June 13, 2013. O.T.I. application is enclosed in this mailing. NOTE: We are also asking Men s Auxiliary Officers to participate in OTI. 14. Each Post is expected to complete plans to conduct an intensive Buddy Poppy Sale. Each Post Commander and Auxiliary President received both a National and Department Poppy Kit. These should be directed to the Post and Auxiliary Poppy Chairmen so they will be able to order Poppies in time for a successful 2014 Poppy Day on May 16, 2014. Poppy Card Day is April 18 th. If you have not ordered your Poppies yet, please do so now. 15. Post Commanders and Post Quartermasters are requested to continue their efforts in promoting Membership, Community Service and Americanism in order to qualify for the All State Team of Post Commanders and Post Quartermasters. 16. Requests for Department Officers to speak for Memorial Day should be addressed to the officer desired, with a copy to Department Headquarters. Posts are expected to DEFRAY THE EXPENSES OF SUCH SPEAKERS SINCE THEY ARE NOT REIMBURSED BY THE DEPARTMENT OFFICE. 17. To renew your Gambling License, the Gambling Board wants a copy of the Internal Revenue Service Group Exemption Letter. We have enclosed one in this mailing. 18. All Posts should make contact with family members of locally deployed troops. Make your Post a central point of contact for a support group. 19. All Posts considering the formation of a Vets Club, will cease and desist! Please read Section 709 of the National By-Laws and Manual of Procedure relative to this issue. We need golf teams for the tournament June 3, 2014 (see Attachment for entry form) as of March 15 only 8 teams have entered and need 26 more to meet our goal we are also looking for hole sponsorship at the tournament cost $500 or $250 to split a hole, a sign with your Post name and number will be on the hole as the sponsor. The tournament is in need of a donation for the raffle from VFW or any businesses that want to be part the project. There are still T-Shirts for sale and any Post that wants to sell them will help the Commander Presfield Project BentStar. COMMANDER S PROJECT BENTSTAR As you read this, the BentStar expedition team has started in Palau looking for more MIA's and once again results will be posted. Starbuck VFW Post 4582 Men s Auxiliary Volunteer Projects 2013-14 Painted VFW bathrooms, door, and hallway. Raked leaves on VFW property and mowed the lawn during the summer. Help put up and take down flags for patriotic holidays and special events. Trimmed hedges in the city park, helped with a beer garden, and donated $375 to the Starbuck Dragon Boat Festival in August. Served 115 meals at our annual spaghetti fundraiser in September. Worked to clean up the Starbuck swimming beach by removing weeds, installing block edging, building a 3 tier rock garden, and improved an existing rock garden. Working with the Starbuck Study Club to improve the beach house at the swimming beach. Picked up litter along a 2 mile stretch of State Highway 28 west of Starbuck in the spring and fall for the past 7 years. Donate $100 annually towards a community Thanksgiving Dinner served at the high school. Helped with Christmas Care. A local effort to provide presents and all the groceries needed for a Christmas dinner to families in need. Donated and installed a new flat screen TV and along with the ladies auxiliary donated a second flat screen TV for the bar room and bingo hall. Provided labor and some materials for a major project that updated the mess hall and bar room. This included: 1. Removed old drop ceiling tile in the bar room and the mess hall, painted the grid work, and installed new ceiling tile. Each 2 x4 ceiling tile is professionally designed with graphics to honor an individual veteran. 2. Removed carpeting on 2 walls in the mess hall. Installed firring strips, insulated the block walls, and installed sheet rock. 3. Removed carpet from the stage area and installed bamboo flooring. 4. Removed existing railing around the stage and replaced with new railing. 5. Installed new wainscoting in the mess hall and the bar room. 6. Scrubbed and sealed all tile floors in the mess hall, kitchen, hallway, bar room, and bathrooms. 7. Helped with painting walls and a door. LET US KNOW WHAT YOUR AUX. From the VFW WASHINGTON WEEKLY - March 14, 2014 Two MIA Soldiers Identified: The Defense POW/MIA Office recently announced the identification of remains belonging to two soldiers who had been unaccounted-for since the Korean and Vietnam Wars. Identified are: * Army Pfc. Donald C. Durfee, 19, of Painesville, Ohio. In November 1950, Durfee was assigned to Company M, 31st Infantry Regiment, 31st Regimental Combat Team, when his unit was attacked and forced into a fighting withdrawal south of the Chosin Reservoir, North Korea. He was reported killed-in-action on Dec. 2, 1950. * Army Staff Sgt. Lawrence Woods, 39, of Clarksville, Tenn., will be buried as part of a group on March 21 at Arlington National Cemetery in a ceremony honoring the servicemen who were lost in an aircraft crash on Oct. 24, 1964. Woods and seven other servicemen were aboard a C-123 Provider aircraft that was shot down after resupplying the U.S. Special Forces camp at Bu Prang, Vietnam. From the pownetwork.org: Hagel Orders a Revamp of POW/MIA Effort POW/ MIA By Jim Garamone, American Forces Press Service WASHINGTON, Feb. 20, 2014 Defense Secretary Chuck Hagel has ordered the undersecretary of defense for policy to develop a plan to reorganize the department s POW/MIA accounting effort, Pentagon press secretary Navy Rear Adm. John Kirby said today. Hagel issued a memo directing Michael Lumpkin, the acting undersecretary, to develop a plan within 30 days to increase to the maximum extent possible the numbers of missing service personnel accounted for annually, while ensuring timely and accurate information is provided their families. Kirby said the goal is to consolidate relevant department assets into a single organization with oversight of and accountability for the entire mission of accounting for missing personnel. In addition, the plan will propose ways to increase the number of identifications, improve transparency for families and expand the case file system to include all missing personnel, including those from World War II. The secretary expects this plan to recommend changes ranging from civilian and military personnel to contracting, facilities, budgets, and oversight of laboratory operations, Kirby said. He s also asked all services, combatant commands and relevant DOD components to assist Mr. Lumpkin with anything he needs in this effort. Hagel s memo is consistent with congressional legislation and will continue to be informed by analysis that DOD and other governmental agencies have conducted. The plan will also incorporate suggestions and recommendations offered to DOD by military and veteran service organizations. INSTRUCTIONS FOR PROPERLY SUBMITTING POST ELECTION REPORTS The 2014-15 Post Election Report is to be completed by the outgoing Post Quartermaster during or immediately following the election meeting. Information you will need to properly file your report: Elected Post officers membership information to include current contact information and membership number Post meeting information to include address, day and time. The day should be shown as First Tuesday, Third Wednesday, as appropriate. If a meeting is held more than once a month, show as First and Third Monday, Every Friday, as appropriate. It is for the use of your Post in listing it s Delegates and Alternates to the Department Convention and is to be sent in with the Post Delegate Registration Fee. It must be completed and sent in immediately after the election of Delegates. National By-Laws provide that Post Delegates to Department Conventions (one for every 30 members or fraction thereof in good standing at the time of the election) be elected at a regular meeting of the Post held not less than 30 days prior to the convening of the Department Convention. Alternates are to be elected at the same time and on the same basis. Department By-Laws provide that each Post pay a Delegate registration fee of $3.00 per Delegate to which they are entitled, WHETHER OR NOT THE DELEGATES ATTEND THE CONVENTION. This is to provide finances for the Convention City and it takes the place of the usual registration fee charged the individual delegates. There will be NO CHARGE, either in advance or at the Convention, for the registration of the Post Commander. If he is not present, the Senior Vice Commander or Junior Vice Commander may represent him and claim that privilege. Credentials for your Delegates and for the Post Commander will be sent upon receipt of your list of Delegates and Alternates and the correct delegate fees. There will be no credentials sent for Alternates since they do not function except to take the place of delegates who cannot attend the Convention. Anyone not presenting a delegate or Post Commander credential will be charged a registration fee at the Convention. REMEMBER: THE POST MUST PAY THE $3.00 REGISTRATION FEE FOR ALL ITS AUTHORIZED DELEGATES, WHETHER OR NOT THEY ATTEND!
