Department of Ohio Marine Corps League March 8, 2017 It has been nine months since I was elected Department Commandant. Much has happened since then. It s been exciting traveling to four corners of the state meeting detachment members, Swearing in Officers and breaking bread with them. There are a lot of Good Marines out there. We just had the Mid-Winter National Convention in Fredericksburg Virginia. This was the largest attendance for the Mid-Winter Convention 250+. Two Marine Generals were there to talk about the relationship between the USMC and the Marine Corps League. The lines of communications are opening up and this will lead to many new members in the MCL. The new MCL National office is just 30 miles from the front gate of Quantico. We have a very visible location to Marines coming and going. They will know who we are. Our National Commandant Richard Gore, NJA Johnny Baker, National Senior Vice Commandant Wendell Webb, National Jr. Vice Commandant Dennis Tobin and National Executive Director Thomas Hazlett explained why things were the way they were, what is happing to correct them so it does not happen again and who is going to be held responsible. National, Divisions, Departments and Detachments are going to be required to operate as a Corporation. Both state and federal cooperate laws will be followed. State and federal tax laws, 501c3 verses 501c4 governs how you operate. There will be online training for all paymasters. Paymasters at all levels are going to have a big responsibly entering the correct information. It was suggested that the Adjutant be trained as a backup. The Commandant, NJA and Trustees have set up a meeting with the IRS to restructure how we do 990 s. Detachments will have one year to come into full compliance. The computer system has been a joke. The company that was running the program for National had 100+ other companies using the same program and servers. Information was lost and not recoverable. Bids were submitted for a new program. One has been agreed upon and will be voted on at the National Convention. This company only works with non-profit organizations. We will be the only one using the program and it is designed for us and our applications and how we need them to work. User accessibility will be at all levels from the Commandant down to the individual member. Members will be able to correct or change personal information such as your address or phone number. You will also be able to print out your membership card. National is working to set up where you can pay your membership with a credit card. This will be worked out with the banks and PayPal. This will come later. Professional bookkeepers and officer managers will be hired to maintain operations. The National By-laws that were just sent out had many errors. The National By-laws are being completely reworked. They will be more user friendly. You will not have to print 226 pages to find what you re looking for. Many other topics were discussed, too many to list here. This weekend is the Department meeting in Middleburg Hts. Everyone can attend. I will be in three different parts of the state next week. The following week is the Central Division Convention in Indiana. I plan on being at the Detachment meeting on March 21. I would like the time and opportunity to answer any questions or concerns you may have. As Department Commandant keeping you informed and keeping you legal is also part of my job. * MINUTES OF MEETING OF 15 February 2017* * Meeting called to order at 1903 by Sr. Vice Commandant Bob Compondu. Roll Call of Officers: All present except Commandant Al, excused absence due to illness. Total of 15 members present. Applications for Membership: None Minutes: Roger Fowler moved, Wally seconded, to accept as printed in newsletter. Approved. Correspondence: Tom Fenske reported we received a nice Thank You note from the Bland family. Received thank you note and $100.00 check from Jim and Cheryl Rastetter to thank detachment for participation in Robert W. Olds (her father) services at National Cemetery on 2 November. Also thank you from Medina Co. home for our donation. Rittman wants honors team at the cemetery on 8 March for registration and fingerprinting. If you have to go to Wade Park, you will need to make several trips. (John Dague) Buzzard s Day: 19 March from 0900-1500. (Bob Compondu). Paymaster Report: Bob handed out copies of report. Insurance was paid in January. Randy moved to accept report, subject to audit, John Dague seconded; approved. Dues: National stopped sending renewal notices due to errors on their forms. Check your ID s to see if you are due; all will be due 1 September going forward. Moved & seconded that detachment pays Red s dues going forward; unanimously agreed to. Chaplain s Report: Steve Eggleston is hurting; has made a couple trips to the E.R. A sympathy card was sent to the family of Jerry Lemons re his passing. H. Riley advised of 95 th birthday party for Wayne Heffelfinger Jr. on 1 April in Perrysburg. He enlisted two days after Pearl Harbor; made Sgt. but never got his chevrons; will be taking to him. Agreed to making him an honorary member of this detachment. H. Riley advised Jack needs list of those going to the IX Center for the Autorama. (Compiled list given to Sgt. Major.) Golf Outing: Will be held 10 June, same location as last year. Flyers going out Thursday. Sgt. Major taking care of signs. Sgt. Major talked of possible future fundraiser by getting involved in Chili Cookout. Officer Reports: Judge Advocate: Roger and Bob Sukel talked about updating by-laws. Bob read proposed changes (appearing elsewhere in this newsletter); will be read and published twice prior to vote. Unfinished Business: Discussion of possibilities going forward re Toys For Tots. Randy Schmidt moved, Tom Fenske seconded, that we go under the Foundation with Bob Sukel becoming coordinator (attend training) and Sr. Vice Commandant Bob Compondu will chair. Agreed to. Good of the League: Scott Hartman advised in the past, he has attended the Iwo Jima survivors luncheon in Canton; was not held this year due to lack of survivors able to attend. (Two of our members: Kenny & Lenny are Iwo vets.) Randy advised of his work with hospice; did pinning ceremony yesterday for 87 yr old vet. Randy will be spending time with him on Wednesdays. The same is true for our lives. You can t become what God wants you to be on a faulty foundation. We re given a lot of different options for what will be the foundation of our lives: Popular culture. Tradition. Reason. Emotions. If it doesn t work to build your life on popular culture, tradition, reason, or emotion, what should you build your life upon? God s Word. Popular culture changes, traditions grow stale, reason can be faulty, and emotions lie. Yet God s Word never changes. You may not always understand his Word. You may not always like it. It won t always be politically correct. But it s the only thing stable enough to build our lives upon. Incorporated August 2012 Tuesday March 21, 2017 will be our next meeting at 6:45 pm at Pat O Brien Chevrolet on the second floor. Please try and be on time so we can get started at 6:45 pm. As I am writing this the Mid-Winter Staff Meeting has just ending and now working on the Department meeting this weekend. The Department Meeting is March 10, 11 & 12 2016 at the Crowne Plaza 7230 Engle Rd. Middleburg Hts., Ohio 44130. If you can make it to the meeting in the afternoon that would be great. Signs will be posted in the Hotel and all meeting rooms are downstairs. The elevator is in the lobby just past the stairs. Lastly is the Central Division Meeting on March 23-26 in Richmond Indiana. Room rate is $99 per night at the Holiday Inn; phone number is 765-488-1975. Mid- Winter was very interesting. Our National President is really nice and well organized. We had fun and yet we learned about what is happening. I took eight pages of hand written notes. I promise to condense this for you. Also, we now have a total of seven scholarship letters. Last meeting we only had two so I am excited for us to go over these letters. The first two we read and were disappointed in them. Next week John and I are invited to Defiance and Lima for a dinner and awards ceremony. Then we are on to the Central Division Meeting. This is a busy month but interesting. Let s all remember to pray for our country and the police officers across our country. Help us to put away the hatred so that we can work on having more harmony in all our lives. Our neighbor Lois is doing okay at the moment. We promised to be there for her as she goes thru this change in her life. She does have two sons in the area and four grandsons. One son has cancer and is dealing with his own issues. Since we are close we can help her with the daily things or small repairs. Please keep her and her family still in your prayers. PROPOSED CHANGES TO DETACHMENT 569 BY-LAWS SECTION II: MEMBERSHIP. B. Associate Membership: 1. All Naval Corpsmen, previously or currently attached to a Marine Corps Unit, provided they meet the Honorable Service requirements for regular membership, shall be eligible for associate membership. 2. Any spouse of a present, or former Marine member of the Detachment shall also be eligible for associate membership. Strike # s 1 and 2 and insert the following: Those individuals not qualified for regular membership in the Marine Corps League who espouse the principles and purposes of the Marine Corps League as contained in its Congressional Charter may upon application to a Detachment, or to the National Headquarters, be accepted for associate membership in the Marine Corps League. Rationale: This verbiage is directly from MCL National By- Laws on who is eligible for Associate Membership. SECTION III: AUTHORITY 2. Senior Vice-Commandant a. Perform duties of the Commandant in the absence of the Commandant b. Co-ordinate new membership recruiting activities with the Junior Vice-Commandant. c. Be the internal point-of-contact for all Toys-for-Tots external activities throughout the year. Rationale: This is consistent with many other groups/organizations. We don t know exactly what our external activities would be for a given year so to mention a particular one would not be wise. d. Co-ordinate all external affairs. Delete this sentence as it is covered in sub-paragraph c. 3. Junior Vice-Commandant a. Co-ordinate new membership recruiting activities with the Senior Vice- Commandant b. Be the internal point-of-contact for the Marine Corps Ball all internal activities throughout the year. Rationale: This is consistent with many other groups/organizations. We don t know exactly what our internal activities would be for a given year so to mention a particular one would not be wise. c. Co-ordinate all internal affairs. Delete this sentence as it is covered in sub-paragraph b. 4. Adjutant a. Keep the Detachment books and records, except those for which the paymaster is responsible, including membership and attendance. b. Keep minutes of the meetings of the Detachment, Board of Trustees, and committees. c. Present all bills to the Board of Trustees for approval and may countersign all checks for their payment. Delete sub-paragraph c. Rationale: This has never been done in actual practice. 8. Paymaster a. Receive all funds paid to this Detachment and properly deposit them in the official depositories. b. Disburse funds and sign all checks. Any expenditure within the budget will be paid via check by the Paymaster providing an original receipt or statement from the provider is properly submitted to the Paymaster. Any expenditure not in the budget outside the normal course of Detachment business will need prior approval from the membership prior to submitting for payment. Under no circumstances will any expense, whether or not in the budget, be paid in cash with League funds. Rationale: We never did have a working budget.

PROPOSED CHANGES TO DETACHMENT 569 BY-LAWS page (2) SECTION IV: FINANCES A. Finances : 3. At the meeting of election of officers, but no later than the first business meeting thereafter, the Board of Trustees will appoint a Ways & Means Committee consisting of not less than any 3 members. The Ways & Means Committee will be responsible to solicit and submit to the membership for approval throughout the fiscal year ideas and suggestions for the purpose of raising funds to be used internally by the Detachment. The members of the Ways & Means Committee cannot be members of the Finance Committee. 4. At the meeting of election of officers, but no later than the first business meeting thereafter, the Board of Trustees will appoint a Finance Committee consisting of not less than any 3 members. The Finance Committee will submit, for approval, an annual budget for the Detachment to the Board of Trustees and membership no later than February of the fiscal year. In the event an office is vacated, for any reason, a Special Election shall be held at the earliest possible meeting, and the membership shall be notified by mail, of any such meeting.
