TITLE: ACCREDITATION PROCEDURES FOR CONTINUOUS PROFESSIONAL DEVELOPMENT PROVIDERS REF: HPCZ TR/CPD 2010 The Health Professions Council of Zambia Policy on Accreditation of Continuous Professional Development (CPD) Providers and Programmes defines the general rules for all CPD programmes and provides annexes of application forms and rating forms for CPD accreditation. General Rules: 1. All HPCZ policies, guidelines and requirements concerning accreditation of CPD programmes/providers are valid for all accredited providers and should be fully respected. 2. The CPD provider must be a HPCZ-CPD accredited entity (i.e. scientific society, university, teaching hospital, research institute or training institution, other similar entity). All CPD providers should register with the Health Professions Council of Zambia CPD Accreditation System. 3. A Provider must provide CPD activities on a regular and recurring basis in Zambia. However a provider must: 3.1 Develop an overall CPD programme on its own, or in conjunction with another organisation. 3.2 Demonstrate an overall commitment to its CPD programme, including staffing, professional support, budget, and record keeping. 3.3 Plan to continue to offer at least one or more educational activities per year. 3.4 An organisation is ineligible if its programmes are devoted to advocacy of unscientific methods, modalities of diagnosis and treatment. 4. Cooperation with health and/or IT industry is allowed and must comply with international guidelines on commercial support. In case a CPD programme (CD ROM, Web CPD) is produced in cooperation with a commercial company, the CPD provider should have a written contract with this company in which the CPD provider: 4.1 States his responsibility for the programme s scientific content and take the responsibility for the absence of commercial bias. 4.2 Outlines the procedures to follow for the development of the programme. 4.3 Must ensure that there is a clear distinction between the HPCZ accreditation statement and the acknowledgement of commercial support. 4.4 A copy of the signed contract including the above mentioned clauses (or at least these parts pertaining to them) must be forwarded to the HPCZ office prior to accreditation. 5. The trainers/course faculty/speakers of the CPD programmes should be professionally recognised as appropriately qualified in the field or have documented experience in medical education (health professions education). All potential conflicts of interests must be disclosed and displayed at the beginning of the CPD programme. 6. The CPD provider must provide users with an objective evaluation instrument. 7. Only HPCZ-Accredited providers can issue HPCZ certified CPD certificates. 8. HPCZ accreditation is valid for 2 years from the accreditation date. 9. Acknowledgement and the logo of financial supporters may be present on the training materials. 10. Product/service advertising of any kind is not allowed within the accredited CPD programme. Page 5

11. Reminder. The introduction of an HPCZ-Accredited programme should contain the following information. CPD providers should ensure that participants cannot bypass this information. 11.1 Objectives of the CPD activity and the target audience. 11.2 A detailed written statement outlining the content of the programme and the expected outcome. 11.3 The working language. 11.4 Estimated time needed to complete the CPD activity. 11.5 Names, titles and affiliation of the course faculty/trainers/speakers. 11.6 Disclosure of potential conflict of interest. 11.7 HPCZ Accreditation Statement with the number of CPD credits awarded. 11.8 The source and form of commercial support to the programme (if relevant): Unrestricted educational grant; travel grant; grants for technology application etc. 11.9 Dates of original release and most recent review or update. TITLE: ACCREDITATION PROCEDURES FOR CPD PROVIDERS EVALUATION FORM REF: HPCZ TR/CPD 2010A STANDARD 1: ELIGIBILITY The CPD applicant has a track record of educational activities and provides evidence of commitment to sustainable CPD activities based on sound scientific method. CRITERIA 1.1 Has a track record of providing educational activities. 1.2 Provides evidence of planned CPD programmes, staff, budgets, and other resources for CPD 1.3 Evidence available of plans to offer at least one CPD activity per year for at least two years. 1.4 Provides commitment to scientifically accepted methods and modalities Total Score Assessor Questions: 1. Provide a detailed breakdown of previous educational activities that you have undertaken. 2. Provide a detailed breakdown of resources (staff, budget, finances, etc) reserved for CPD activities. 3. Describe in detail the sustainability plan for your CPD activities. 4. STANDARD 2: GOVERNANCE The CPD applicant has an organizational structure with appropriately qualified staff, finances, and access to sufficient physical infrastructure to support CPD programmes. CRITERIA SCORE 5 4 3 2 1 1.1 Personnel assigned to delivering CPD programmes available. 1.2 Education support personnel to plan, organize and evaluate the education and training programme available. 1.3 CPD committee in place and adequately resourced, empowered to deliver CPD programmes. 1.4 Proof available of access to adequate educational infrastructure including training room, desk space, printers and photocopiers, and toilets for both sexes. Provide details of the personnel, facilities and learning environment for the programme, including lecture theatres, tutorial rooms, laboratories, library and IT facilities. 2. Describe how and who will manage/manages the CPD programmes. STANDARD 3: EDUCATION & TRAINING PROGRAMME The CPD facility has capacity or access to capacity to develop curricula for CPD programmes including programme outcomes, learning objectives, and relevant clinical/practical experiences. Evaluation of CPD programmes done regularly. CRITERIA 1.1 Evidence of capacity to develop educationally sound CPD curricula available. 1.2 Feedback from participants and course providers collected/planned for, analysed, responded to and documented. 1.3 Provision for archiving CPD curricula available and accessible to HPCZ inspectors. 1.4 Facility familiar with HPCZ CPD booklets and point allocation system. 1.5 Facility uses/committed to using professionally recognised experts to deliver CPD educational programmes. Total Score Assessor Questions: 1. Provide a detailed breakdown of the capacity to develop curricula for CPD programmes. 2. Describe how evaluation is undertaken and who is responsible for it. 3. Describe the HPCZ CPD accreditation systems and how licensees CPD activities are documented. 4. Describe how the facility will analyze suitability of CPD providers. ANNEX TITLE: CPD ACCREDITATION PROCEDURES FLOW CHART REF: HPCZ TR/CPD 2010C 1. Self Assessment The HPCZ will supply selfevaluation form & documents for completion by CPDI 2. Date & Time A timetable for the accreditation assessment is drawn up 3. HPCZ Evaluation Team The HPCZ will convene an Evaluation Team to evaluate CPDI 6. Evaluation Report Evaluation team writes report, shares findings with CPDI and forwards to HPCZ 5. Accreditation Visit Team visits CPDI, has meetings with self-evaluation team, staff, and inspects facilities 4. Review of Documents Evaluation Team assesses documentation and identifies issues to raise with CPDI 7. The Role of HPCZ Responsible Committee receives report, makes recommendations for Council decision. 8. Final Report Council decision and copy of the final report forwarded to CPDI for attention or further actions. 9. Report to Public HPCZ will publish the Accreditation Evaluation Results of CPDIs to the Public. Page 12
