Welcome to NLCC Orientation Training to be held at Marine Corps Base Camp Pendleton, California from Sunday July 12 th through Saturday, July 18 th, 2015. Your week of training will be spent studying and learning basic fundamentals of the military and the U.S. Navy League Cadet Corps. 2. In a separate file to Welcome Aboard, you will find a list of uniform items and other necessities you will need to bring. 3. Enclosure (1) provides reporting instructions to our training facility. ALL arrivals must be on board Sunday, 12 JUL 15, between 0800 and 1000 unless arriving via commercial travel (See Commercial Travelers). Eat breakfast before you arrive. Reporting Uniform is Summer Dress. 4. Enclosure (2) is directions to our training facility via personal vehicle. Please use these directions as many base gates have various hours and one that may be open today will not be open tomorrow. 5. Enclosure (3) AND (4) provide the Standing Orders and Code of Conduct for training. 6. Enclosure (5) provides the physical fitness standards. Cadets attending any NLCC training MUST PASS THE PRT and is a requirement to attend training. The actual physical readiness test will be conducted three times during training week (Sunday, Tuesday, and Thursday). Those cadets who DO NOT PASS the PRT will have their parents and Commanding Officer notified. Cadets not passing the PRT will not receive credit for training. The end-state is that 1) everyone is provided the standards, 2) cadets know what they need to do to pass the PRT and 3) it is ultimately THEIR RESPONSIBILITY to pass. 7. Graduation will be on Saturday, 18 JUL 2014 at 0900 (9:00 AM). Parents, family and friends are strongly encouraged to attend the graduation ceremony. 8. United States Navy League Cadet Corps NLCC ORIENTATION Training 2015 Reporting Instructions (Enclosure #1) REPORTING PROCEDURES: 1. Cadets arriving via Private Vehicles (POV) need to report in Summer Dress Uniform to U. S. Marine Corps Base Camp Pendleton, 33 AREA, Building 33605, Sunday, 12 JUL 15 between 8:00am 10:00am. 2. Cadets arriving via Commercial Travel (air, train, bus) need to travel in appropriate civilian attire per NSCC Regulations. Commercial travelers will arrive the day before training starts, Saturday, 11 JUL 14 between 11:00am 3:00pm. 3. In your possession should be: (a) Cadet Service Record (b) ID Card (c) Complete Sea Bag (d) Proper Haircut (Males)/Secured (Females) (e) Medication (If required) a) Cadet Service Record: Each cadet is responsible to bring their own personal service jacket. Command will not accept service records in a box or a group. A cadet will not be able to check in without his/her service record. b) ID Card: Each cadet and staff are required to have a valid NSCC ID card current through the end of training. c) Sea Bag: Review the attached sea bag list. All items must be marked with the cadet s last name and first initial (all underwear and socks look the same after a while). A sea bag inspection will be conducted at check in. If required items are not in sea bag, parent/escort will be required to purchase items missing. Due to the number of unauthorized items brought, any confiscated materials will not be returned. d) Proper Haircut: YOU MUST GET YOUR HAIRCUT PRIOR TO TRAINING. Each session we have cadets who actively choose to not get their haircut because they have been told it will be done at training, it will not. All orientation male cadets MUST HAVE A #1 all around haircut. Training is a highly well-ordered learning environment where attention-to-detail is stressed and a disciplined environment is maintained. This includes a uniformed haircut. Female cadets must follow the NSCC Uniform Manual in regards to hair standards. Cadets who report without a proper haircut or female hair not secured will not be able to check in. e) Medication: Trainees with pre-existing medical conditions that will affect training cannot be allowed to participate. While we want cadets to complete their training, safety is our first concern. Medications prescribed or over the counter are permitted. If your cadet will need to take medications, a Medical History Supplemental (NSCADM001 Page 7 & 8) must be submitted with request for training and approved prior to start of training. Discontinued use of required medication is not advised. The final determination of participation in training due to medical condition lies with the Commanding Officer, based on NSCC Regulations. Prescription medications and over-the-counter medications must be in the original container. Place medication container(s) in a zip lock bag with a copy of NSCADM001 Page 7 & 8. Prescription medication must be prescribed for your cadet only and be clearly mark as such. Our Medical Officer will screen all medications upon your cadet s arrival at the training site.

Private Automobile United States Navy League Cadet Corps PRIVATE VEHICLE ENCLOSURE #2 1. FOR THOSE COMING FROM LOS ANGELES/ORANGE COUNTY AND ALL POINTS NORTH, your instructions say to get off at Basilone Road. Following these directions, you will be driving through the base for about 25-30 minutes (up and down hills, a lot of greenery on both sides you will feel like you are lost) before you hit Wagon Wheel Rd and make a right turn. DO NOT TURN OFF BASILONE ROAD FOR ANY REASON UNTIL YOU GET TO WAGON WHEEL RD. If you get to the corner of Vandergrift and Basilone Road, you ve gone about a ½ mile too far. For those who are directionally-challenged, we suggest you stay on the 5 Freeway south (about 25 miles more) and get off at the Camp Pendleton/Oceanside exit. Make a left off the freeway and then follow the directions on the attached map for those coming from San Diego. 2. FOR THOSE COMING FROM SAN BERNARDINO/RIVERSIDE AND ALL POINTS EAST, you will need to come make your way to the 5 Freeway (either north or south of Camp Pendleton/Oceanside exit). The entrances from Fallbrook & Vista are not options. Our arrangements with the base are to use the Main Gate and the Basilone Rd. Gate only. 3. Be ready to show the gate guard, your driver s license, registration, and proof of insurance. Anyone in the car over the age of 18 will also need a valid ID (driver s license, government ID card, passport, etc.) IF YOU HAVE ANY PROBLEMS, PLEASE CALL (760) 212-6859. United States Navy League Cadet Corps STANDING ORDERS (Enclosure #3) These orders are to remain in effect for the duration of the training unless modified by competent authority. Failure to obey them will be regarded as a breach of discipline and will subject you to disciplinary action. 1. All cadets will rise at reveille. You will rise promptly and put on the uniform of the day. You will clean and square away your company area. You will be ready for muster at the appropriate time. Staff Cadets and Officers will rise 10 minutes prior to trainees. 2. You will be present at every muster and in the proper uniform of the day unless excused by the proper authority. 3. You will maintain proper military bearing at all times and observe all military customs and courtesies. 4. You will stand all assigned watches in a military and seamanlike manner. 5. You will not leave the assigned training area or berthing area without the approval of proper authority. 6. You will observe the chain of command. You will initiate requests and reports by addressing your team leader. 7. You will at all times display due regard for the health, welfare, and safety of yourself and your shipmates. 8. You will not pretend to be ill or injured. 9. You will not embarrass or degrade another person. 10. There will be no smoking. 11. You will not fight or engage in skylarking. 12. The use of illegal or controlled substances is prohibited. 13. No trainee will be out of their bunks between lights out and reveille unless they are on watch, using the restroom (head) or with approval of proper authority. 14. Staff will remain in uniform while in a duty status. 15. All trainees will respect and observe out of bounds notices and off limits areas throughout the barracks. 17. Trainees may not use phones. 18. You will not loiter on the quarterdeck. All trainees on the quarterdeck will be in the uniform of the day. 19. All meals will be eaten as a company unless excused by proper authority. 20. Forms of address: *The Commanding Officer will be addressed as Skipper, or by rank and name. *All other officers will be addressed by rank and name. (EX: LCDR O Riley, Ensign Collins, Instructor Gorman) *Chief Petty Officers will be addressed as CHIEF. *All staff cadets will be addressed by rank and name. (EX: Petty Officer Brown, Seaman Smith)

United States Navy League Cadet Corps CODE OF CONDUCT (Enclosure #4) So that this command and all its personnel may effectively work together as a team in a safe environment conducive to learning and esprit de corps, we have established the following Code of Conduct. It will be govern all our behavior, from the Commanding Officer to the most junior cadet. All personnel, cadets, and staff: 1. Will conduct themselves in a professional and military manner so as to bring credit to themselves, their home unit, the United States Naval Sea Cadet Corps, United States Navy League Cadet Corps and the United States Navy. 2. Will not use vulgar, profane, humiliating, or racially/ethnically slanted language or address to one another. 3. Will not threaten, or attempt to do bodily harm to one another. 4. Will not take, obtain, or withhold by any means, the property, money, or other articles of value from another. 5. Will not introduce with the intent to use, sell, transfer, or distribute any amount of illicit drugs or paraphernalia, alcoholic beverages, or tobacco products. 6. Will not engage in collection, soliciting, or distributing funds of any kind except as authorized by the command. 7. Will not willfully damage or destroy any government or personal property. 8. Will refrain from physical contact, hand-passed notes, or romantic interludes that are prejudicial to good order and discipline. 9. Will speak to or about each other in a respectfully manner. There is to be no arguing, gossiping, backbiting, teasing, or other language deemed unacceptable. Failure to abide by this Code of Conduct and other guidelines established by the Commanding Officer may result in disciplinary action, extra military instruction (EMI) or dismissal from training. All reported violations of this Code of Conduct will be investigated. Accusations determined to be knowingly false will carry the same penalty as the violation itself. NLCC Training Command, Camp Pendleton, CA is NOT the place to joke around. Don t forget where you are and what you are here for. This command has a ZERO TOLERANCE policy concerning hazing, sexual harassment, and fraternization. This includes bullying, use of foul language, and any negative behavior that takes away from a safe and positive training environment. OBJECTIVE - Fastest time to perform run. EQUIPMENT - Four wood blocks (2 x 2 x 4 ), stopwatch, 30ft rope, tape. SET UP - Tape 30ft rope down center of floor, use tape to make lines at either end of rope. Place blocks behind one of the tapelines, two on each side of 30ft rope. (Figure 1) STARTING POSITION - Cadets start from behind line opposite the blocks, one in each lane. Timer stands on one side, watch lined up with starting line. ACTION On the signal Ready? Go, the cadet runs to the blocks, picks one up and runs back to the starting line, places block behind line (Figure 2), runs back, picks up second block and runs back across starting line. Time stops when cadet crosses the starting line holding second block. For faster times encourage cadet to not slow down when approaching starting line with second block, but to run 5-7ft past timer before stopping (Figure 3). RULES 1. Record score to the nearest tenth of a second. 2. Do not allow cadet to throw first block across starting line. HINTS It is preferable to have two cadets running at the same time. Most stopwatches can time two at once, check the watch directions. To eliminate the necessity of returning the blocks after each run, start alternately, first from behind one line and then from behind the other line. To cut off seconds in the run have cadet reach for block and pivot (Photo).
