This instruction does not apply to AFGSC tenant units assigned to other MAJCOM host units/bases. This instruction does not apply to the Air Force Reserve or the Air National Guard. Users of this instruction must notify Weapons Safety Division (HQ AFGSC/SEW) of conflicts between this instruction and other directives, instructions, or technical orders. Forward unit supplements to HQ AFGSC/SEW, 245 Davis Avenue East, Suite 200, Barksdale AFB, LA 71110. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with Air Force Manual (AFMAN) 33-363, Management of Records, and disposed of in accordance with Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS). Refer recommended changes and questions about this publication to the Office of Primary Responsibility using AF Form 847, Recommendation for Change of Publication. Route AF Form 847s from the field through the appropriate functional chain of command. The authorities to waive wing/unit level requirements in this publication are identified with a Tier ( T-0, T-1, T-2, T-3 ) number following the compliance statement. See AFI 33-360, Publications and Forms Management, for a description of the authorities associated with the Tier numbers. Submit requests for waivers through the chain of command to the appropriate Tier waiver approval authority, or alternately, to the Publication OPR for non-tiered compliance items.

2 AFI63-125_AFGSCSUP 14 FEBRUARY 2018 SUMMARY OF CHANGES The updated supplement incorporated previous AFGSC supplemental information, removed AFGSC Form 830/830a, Nuclear Certified Item/Nuclear Certified Equipment Management Book, and updated AFGSC training requirements. 1.3.2.1. (Added) Nuclear Certified Item includes, but is not limited to, essential facility systems in nuclear weapons handling and storage facilities (as defined in AFMAN 91-118); aircraft or Intercontinental Ballistic Missile equipment/components such as pylons, rotary launchers, suspension equipment, control and display units/avionics equipment; launch facility/launch control center equipment drawers and missile guidance sets. (T-2). 2.5.6.6. Refer to Chapter 5 for initial and recurring annual training requirements established by AFGSC. (T-2). 2.5.8.1. HQ AFGSC/SEW is appointed as the MAJCOM Nuclear Certified Equipment Program Manager and is the office of primary responsibility to manage the Nuclear Certified Equipment program. The Nuclear Certified Equipment program chain of command flows from the work center Nuclear Certified Equipment Monitor to the Wing Weapon Safety Manager to AFGSC Nuclear Certified Equipment Program Managers. AFGSC Nuclear Certified Equipment Program Managers will task appropriate MAJCOM Functional Managers to resolve discrepancies involving Nuclear Certified Equipment. The appropriate NAF/SEW office will be courtesy copied on all correspondence between the AFGSC Nuclear Certified Equipment Program Manager and the Wing Weapon Safety Manager. (T-2). 2.5.8.1.2.3. The Master Nuclear Certification Listing will be checked for restrictions to tie-down chains, adjusters, straps, load binders, and shackles, etc., used for weapon restraint during transportation and individual bomb roller assemblies. (T-2). 2.5.8.2. (Added) AFGSC Nuclear Certified Equipment Program Manager will: 2.5.8.2.1. (Added) Restrict the use of Nuclear Certified Equipment if it involves deficiencies with nuclear surety implications. The equipment engineering authority, system program manager, safety community, AFNWC/NTSC and users will be notified of the restriction(s) using the most expeditious means possible. (T-2). 2.5.8.2.2. (Added) Coordinate with the functional manager and system program manager to determine if permanent restriction or decertification is appropriate. Refer to Chapter 4 for additional guidance. (T-2). 2.5.8.3. (Added) Wing Weapon Safety Manager will: 2.5.8.3.1. (Added) Serve as the point of contact for the wing Nuclear Certified Equipment program. (T-2). 2.5.8.3.2. (Added) Assist work center Nuclear Certified Equipment Monitors with program management and training requirements. (T-2). 2.5.8.3.3. (Added) Conduct an annual Nuclear Certified Equipment program management review for all work centers that own Nuclear Certified Equipment and document the results in the annual safety report. (T-2).

AFI63-125_AFGSCSUP 14 FEBRUARY 2018 3 2.5.8.3.4. (Added) Report and investigate discrepancies between Nuclear Certified Item/Nuclear Certified Equipment and the Master Nuclear Certification Listing. (T-2). 2.5.8.3.5. (Added) Prepare a Nuclear Certified Impact Statement on equipment/facility modifications and requests for certification of new items. Submit Nuclear Certified Impact Statements to the AFGSC Nuclear Certification Manager, and courtesy copy the NAF/SEW. Facility modifications are defined as any change with essential facility systems listed in the AFMAN 91-118, change in use of the facility, or structural modifications. (T-2). 2.5.8.4. (Added) Work Center Nuclear Certified Equipment Monitor will: 2.5.8.4.1. (Added) Appoint one primary and at least one alternate monitor in writing by unit commander. Appointment letter will be forwarded to the Wing Weapon Safety Manager. (T-2). 2.5.8.4.2. (Added) Create a list of work center owned Nuclear Certified Equipment using the print feature of the Master Nuclear Certification Listing. This list will be updated as changes to the Master Nuclear Certification Listing that affect owned Nuclear Certified Equipment occur. (T-2). 2.5.8.4.2.1. (Added) Use of locally produced Master Nuclear Certification Listing printed product. Users are authorized to produce printed products from the Master Nuclear Certification Listing to verify certification status when the printed product is validated by comparing the print date of the locally produced printed document to the Last Update date on the Main Menu page of the Master Nuclear Certification Listing. If the print date is newer than the Last Update date in the Master Nuclear Certification Listing, the printed product is valid. If the Last Update date is newer than the print date, the locally produced printed product can be validated by attaching the current Summary of Changes to the locally produced printed product to show no items have been affected by updates since the print date on the printed product. The Summary of Changes must encompass the entire date range from the printed product to the Last Update date on the Master Nuclear Certification Listing. 2.5.8.4.3. (Added) List vehicles that meet Nuclear Certified Equipment requirements. To determine if a vehicle is Nuclear Certified Equipment, compare the Vehicle Authorization Listing against the Master Nuclear Certification Listing and/or the Master Nuclear Certification Listing General Guidance. (T-2). 2.5.8.4.3.1. (Added) General Services Administration leased vehicles will not be used for nuclear operations. (T-2). 2.5.8.4.4. (Added) Nuclear Certified Equipment validation for nuclear certification will be accomplished by comparing the identification information on the item (data plate or identification markings) against identification specified for the item in the Master Nuclear Certification Listing. Ensure 100% of Nuclear Certified Equipment is surveyed annually. During acceptance/receipt inspection of Nuclear Certified Equipment, the work center Nuclear Certified Equipment Monitor will validate certification status against the Master Nuclear Certification Listing and provide an updated Nuclear Certified Equipment summary report to Weapon Safety Manager. (T-2). 2.5.8.4.4.1. (Added) Submit Nuclear Certified Equipment summary report to the Wing Weapon Safety Manager annually (not to exceed 12 months). The Nuclear Certified Equipment summary report will include: (T-2).

4 AFI63-125_AFGSCSUP 14 FEBRUARY 2018 2.5.8.4.4.1.1. (Added) Work center discrepancies found/corrected. (T-2). 2.5.8.4.4.1.2. (Added) Confirmation of completed annual Nuclear Certified Equipment verification(s). (T-2). 2.5.8.4.4.1.3. (Added) Total pieces of Nuclear Certified Equipment. (T-2). 2.5.8.4.4.2. (Added) Nuclear Certified Equipment that does not validate against the Master Nuclear Certification Listing will be removed from service and documented Not Certified for Nuclear Operations in the appropriate maintenance data forms/system until the issue is resolved. (T-2). 2.5.8.4.4.3. (Added) Submit discrepancies through the Weapon Safety Manager prior to utilizing the Master Nuclear Certification Listing feedback/problem reporting process for resolution. (T-2). 2.5.8.4.5. (Added) Units may submit Technical Assistance Requests to resolve Nuclear Certified Item/Nuclear Certified Equipment certification discrepancies when using an automated system that routes Technical Assistance Requests through the MAJCOM for review (e.g. Technical Assistance Requests submitted to Tinker or Ogden depots). Units will not submit Technical Assistance Requests to resolve Nuclear Certified Item/Nuclear Certified Equipment certification discrepancies to depots without an automated system (e.g. Warner Robins depot) unless directed by MAJCOM. (T-2). 2.5.8.4.6. (Added) All Nuclear Certified Equipment listed on the Master Nuclear Certification Listing must be on an equipment account/system of record (Custodian Authorization Custody Receipt Listing/R-14, Special Purpose Recoverables Authorized Maintenance, technical order account, Contractor Logistic Support Inventory Account for Government Furnished Equipment, Vehicle Authorization Listing, etc.), or the work center Nuclear Certified Equipment Monitor will take actions to have those items added to the suitable equipment account. (Exception: -XB3 items) (T-2). 2.5.8.4.7. (Added) Intercontinental Ballistic Missile units are not required to transfer contractor owned equipment to their custodial accounts however, certification status of equipment must be verified prior to use or installation. (T-2). 2.5.8.4.8. (Added) Report Nuclear Certified Item/Nuclear Certified Equipment discrepancies to the Weapon Safety Manager upon discovery. (T-2). Note: Discrepancies are defined in the general guidance of the Master Nuclear Certification Listing. 2.5.8.4.9. (Added) Notify Weapon Safety Manager prior to taking action to modify, restrict or remove Nuclear Certified Item/Nuclear Certified Equipment from the Master Nuclear Certification Listing. (T-2). 2.5.8.4.10. (Added) Prior to using Nuclear Certified Item/Nuclear Certified Equipment for operations involving nuclear weapons and or nuclear weapon systems, work center Nuclear Certified Equipment Monitors, or designated representative, will review the Master Nuclear Certification Listing for changes and develop notification procedures to inform personnel of any changes to Nuclear Certified Item and/or Nuclear Certified Equipment. Units may centralize the Master Nuclear Certification Listing check. This check will be accomplished by checking the Last Update date on the Master Nuclear Certification Listing home page. (T-2). 2.5.8.5. (Added) Nuclear Certified Item Users.

(Added) Users must ensure/verify Master Nuclear Certification Listing check has been accomplished prior to using Nuclear Certified Item/Nuclear Certified Equipment for use with nuclear weapons or nuclear weapon systems. (T-2). 2.5.8.5.1.1. (Added) The user will validate Nuclear Certified Item against the Master Nuclear Certification Listing prior to installation in the weapon system. Required validations may be accomplished through the user s work center, Missile Maintenance Operations Center, Munitions Control or any agency with access to the Master Nuclear Certification Listing by passing identification elements. (T-2). 2.5.8.5.1.2. (Added) Documentation of verification or periodic re-validation of Nuclear Certified Item is not required. Nuclear Certified Item will be validated during the maintenance/build cycle. Nuclear Certified Item validations will not be performed on configured weapons packages during breakout, delivery to the flight line, or upload to an aircraft for sortie generation. (T-2). 2.5.8.5.2. (Added) Notify Weapon Safety Manager for modifications/upgrades to nuclear maintenance, handling and storage essential facility systems as defined in AFMAN 91-118, Safety Design and Evaluation Criteria for Nuclear Weapon Systems. Facility managers/ users/civil engineers will contact Wing Weapon Safety Manager regarding modifications/upgrades requiring a Nuclear Certified Impact Statement submittal. (T-2). 2.5.8.6. (Added) Civil Engineering Squadrons. 2.5.8.6.1. (Added) Civil Engineering Squadrons will contact their Wing Weapon Safety Managers regarding modifications/ upgrades to any nuclear certified facility listed on Master Nuclear Certification Listing to determine if a Nuclear Certified Impact Statement will be required. Wing Weapon Safety Managers will notify Civil Engineering Squadron if a Nuclear Certified Impact Statement is required. (T-2). 2.5.9. (Added) AFGSC/A4C will appoint in writing individuals to oversee all command Nuclear Certified Impact Statements as the Program Manager for CONUS nuclear maintenance, handling and storage facilities. Appointment letters will be provided to AFGSC/SEW and AFNWC/NTSC. (T-2). 4.3.2. (Added) In the event the Master Nuclear Certification Listing cannot be accessed, notify AFGSC/SEW. AFGSC/SEW can be contacted by email at AFGSC_Nuclear_Certification_Manager_Workflow@us.af.mil or DSN: 781-6651. 5.2.3.2.1. (Added) Work center Nuclear Certified Equipment Monitors will complete initial and annual refresher training through completion of the Nuclear Certified Equipment Users Course computer based training within 30 days of appointment and annual refresher training thereafter. (T-2). 5.2.3.2.2. (Added) Work center Nuclear Certified Equipment Monitors and Weapon Safety Managers will complete the AFGSC Nuclear Certified Equipment Monitor Training within 30 days of appointment and annually thereafter. Training is located at https://cs2.eis.af.mil/sites/10963/hq/se/sew/sitepages/training.aspx. Additionally, the training can be retrieved through the Wing Weapon Safety Manager. (T-2). 5.2.3.2.3. (Added) Weapon Safety Managers will complete initial Nuclear Certification Process Road Show, (through Temporary Duty, roadshow, or computer based training) and Nuclear

AFI63-125_AFGSCSUP 14 FEBRUARY 2018 7 Terms Attachment 1 GLOSSARY OF REFERENCES AND SUPPORTING INFORMATION (Added) Technical Assistance Request Provides advice, assistance, disposition and training pertaining to installation, operation and maintenance of equipment using authorized procedures. Provides authorization for one-time repairs or time definite repair opportunities beyond what is spelled out in existing technical orders (the accomplishment of the provided repair procedure is authorized for a defined amount of time, with a 120 duty-day maximum timeframe). Provides the one-time authority to use a specific part/commodity with defects or deviations beyond technical order limits. Provides authorization for limited use of non-listed substitutes (supplies, components, support equipment, etc.) to prevent work stoppages. Refer to T.O. 00-25-107 for additional guidance.
