AM is the process of creting component tht is produced through Computer Aided Design (CAD) softwre, per reference (b) While the term Additive Mnufcturing is specific, I MEF AM lso recognizes tht other mnufcturing methods exist s seprte progrms within unit s current cpbility. These trditionl cpbilities my lso be utilized to produce items through the AM progrm, which my be pplied to Militry Equipment (ME). These trditionl methods include:. Subtrctive mnufcturing: Removl of mteril. b. Csting: Pouring liquid mteril into mold. c. Molding: Shping plible mteril.. Joining: Welding or riveting mteril. 2. These mnufcturing methods re subject to the policy requirements outlined in this Order when they re being used s prt of the AN process. I MEF units will focus on using AM for prototyping, tooling, repir, nd prt mnufcturing. I MEF will develop nd expnd AM mnufcturing in grrison nd expeditionry environment. 3. 1st Mrine Logistics Group (1st MLG) is the min effort for AN within I MEF. Combt Logistics Regiment 15 (clr-l5) provides AM Generl Support (GS) to ll I MEF units for mnufcturing items beyond using unit cpbilities. 1st MLG will engge nd coordinte with Deprtment of Defense nd civilin AM orgniztions to close the gp in AM production cpbilities nd sustin the momentum for innovtion nd exploittion of industry technology. (b) Mnufcturing Guidnce 1. I MEF units will follow the estblished color bin guidnce (green, yellow, nd red) estblished in reference () tht sets the minimum requirement stndrds for enterprise mnufcturing opportunities. 2. Intermedite ctivities, Supply Mngement Unit (SMU) nd 1st Mintennce Sttlion, will produce supplementl of long-led time nd bck-ordered Ntionl Item Identifiction Numbers (NuN) for potentil AM production, beyond using unit cpbilities, on regulr bsis. This will guide efforts to mximize AM production within current cpbilities nd identify opportunities for long-term development. list 3. I MEF G-4 will conduct qurterly review of AM opportunities to meet using unit requirements. (c) Approvl to Procure AM Cpbility 1. Deputy Commndnt, Instlltions nd Logistics (DC, I&L) funded AM equipment/softwre requires both MSC nd MEF G-4 pprovl. list 2

Units must select equipment from the Mrine Corps pproved list of AN equipment. The pproved list is not published nd remins in stte of flux s the AN inititive is working through the equipment. b. The unit must possess, s prt of their Tble of complete the AM process. Exmples of other necessry equipment include mchine shop, welding equipment, Computer Numeric Control (CNC) equipment, Cd) Tiers of AN Cpbility. I MEF estblishes the following AN nd welders. 1. Tier 1 Plstic nd 3D Scnner: Units without mchinists 2. Tier 2 Metl: Intermedite ctivities, Supply Mngement Unit (SMU) nd 1st Mintennce Bttlion (1st Mint En) re currently 3. Tier 3 Fbriction Lbortories (FABLAB) : 1st Mint Bn. Ce) Mnufctured Item Approvl Process. References () nd (c) 1. Green (Printing Authorized) : Mnufctured items my be produced without prior pprovl. See reference () 2. Yellow (0-5 or Above Commnder Determintion) : Commnder 3. Red (Prior Approvl Required) Poses significnt risk Corps Systems Commnd (MARCORSYSCOM) is the pprovl uthority see enclosure (1). I MEFO 4300 4. Informtion Exchnge Portl (IEP). The IEP will be used s the primry mens to support the digitl thred requirement for the pprovl process nd shring sttus. Items not resident in the IEP, or when the IEP is down, will follow n lterntive process like the Recoverble Items Report (WIR) process. A tsk will be creted in IEP to request uthoriztion. Once pprovl hs been grnted vi signed uthoriztion letter, the letter will be uploded into the AN service request. For requests requiring Progrm Office pprovl, tsk will be forwrded to the MSC G-4, where the informtion will be reconciled nd consolidted into n AN production pckge for forwrding to MARCORSYSCOM. The IEP portl cn be found t https://mm.mds.net. The IEP contins exmples of ssocited pprovl process documentton, enclosures Cl) through (5) (f) Trining. I MEF personnel will pursue ll trining opportunities vilble to ensure unit AM cpbility remins current with the leding edge of AM technology. I MEF will use tiered trining progrm using trin-the-triner methodology. A Mrine who hs completed certified trining will be ble to perform product design nd mnufcturing. Trining documenttion will be dded to the Mrine Individul Trining Record (ITR) within Mrine Corps Trining Informtion Mngement System (MCTIMS). The tiered trining progrm is outlined below. 1. Tier 1 (Fmilirity Trining). Tier 1 trining consists of on-the-job trining (OT). A Mrine selected for Tier 1 trining will ttend 031 t one of the AN units. A Tier 2 or 3 qulified Mrine will provide OJT for period no less thn ten dys. This will llow the student to gin bsic understnding of the AN progrm prior to ttending formlized trining. Upon completion of Tier 1 trining, the Mrine is qulified for Tier 2 or 3 trining. 2. Tier 2 (AN Instructor). Tier 2 consists of Tier 1 trining nd successfully completing dditionl AN trining. A Tier 2 Mrine hs the bility to design nd mnufcture items on their own nd is uthorized to trin Tier 1 Mrines. A Mrine completing Tier 2 trining is qulified AN Instructor (ANI) or Mrine Mnufcturer (Designer/Printer) Additionl AN trining is vilble from severl sources.. 1st Mint Bn provides Tier 2 trining. b. Building Momentum, United Sttes Mrine Corps (USMC) contrcted trining orgniztion, provides AM trining nd is sponsored by NexLog. Request for Building Momentum trining is coordinted through Next Genertion Logistics (NexLog), Demonstrtion & Assessment Tem (DAT) through the Mjor Subordinte Commnd (MSC) nd I MEF G-4. c. The FABLAB t Mrine Corors Air Ground Combt Center (MCAGCC), Twenty-Nine Plms, nd potentil Mker Spce t Cmp Pendleton will provide AN trining in the future. d. There re civilin on-line courses tht provide certificte of completion t the conclusion of the course. e. Certifictes re currently under review nd will be included in the next itertion of this AM policy. 4

Mrine I MEFO 4300 3. Tier 3 (AN Triner). Tier 3 consists of Tier 1 nd 2 trining with n dditionl six months of prcticl ppliction in design nd printing items t ny AM fcility. Tier 3 Mrines will be considered n AM Triner (ANT) nd Mrine Corps leding Subject Mtter Experts on AN. (g) Inventory 1. orgniztionl units will not crete inventory using AN cpbility. No AN mnufctured items will be held in the unit s Demnd Supported Items (DSI) 2. 1st MLG will coordinte minimum inventory levels for long led time items. (h) Qulity Control (QC). (QC) is the finl step in the production cycle before the item cn be put into service. It is impertive tht the QC process be deliberte, systemtic, nd fluid. I MEF s QC progrm will consist of three lyers of verifiction nd vlidtion. Lyer 1 nd Lyer 2 QC my be performed by the sme individul. Lyer 3 requires seprte QC individul. Units requiring ssistnce due to insufficient personnel will request support from 1st Mint Bn. All QC ctions will be documented on the Globl Combt Support System - Corps (GCSS-MC) Service Request.! Lyer 1 (Design Comprison) The Mnufcturing Mrine will vlidte the printed item mtches the specifictions of the CAD file nd ensure the continuity between the design nd printing processes. Once Lyer 1 is complete, the Mnufcturing Mrine will nnotte QC complete, mnufctured item meets design specifiction nd there were no errors in the production process in the GCSS-MC tsk notes. 2. Lyer 2 (Product Comprison) The AMI/T qulified Mrine will vlidte tht the printed item not only mtches the CAD file but lso mtch to the specifictions of the Key Supporting Documents (KSD5). Once Lyer 2 is complete, the AMI/T will nnotte QC complete, mnufctured item meets design nd requested specifictions in the GCSS-MC tsk notes. it 3. Lyer 3 (Testing) The requesting unit will perform visul, physicl, nd functionl check of the mnufctured item to ensure printed items meet ll ssocited KSDs. At the completion of Lyer 3 QC, the requesting unit will nnotte QC complete, mnufctured item meets requested specifictions nd performs eqully if not better thn the originl item in the GCSS-MC tsk notes. (i) Funding 1. Units will fund AN equipment procurement nd sustinment. 2. Units will use Specil Interest Code to trck AN costs. 3. Units re encourged to seek DC, I&L, funding for purchsing AM equipment sets. Requests for I&L funding will be routed through the MSC G-4 to the MEF G-4 for submission to I&L. S

(j) Accountbility. in ccordnce with reference () Units will mintin property ccountbility (k) Documenting AN. All AN ctions will be cptured in GCSS-MC in ccordnce with references (d) nd (e) 1. Requesting AN Support. Requests for AM support will be submitted to supporting AN fcility vi service type tsk in GCSS-MC. For instnces where the AN item supports repir of ME, service type tsk will be creted on the mintennce service request. When the AN item is not in support of mintennce (e.g. trining id), service tyne service reouest will be opened nd the tsk will be creted to request the item be mnufctured. The subject line of the tsk will stte Mnufctured Prt Request, the tsk description box will include: Ntionl Stock Number (NSN), Prt Number, Commercil nd Government Entity (CAGE) code, quntity required, item description, the ME NSN to which the prt will be pplied, nd justifiction for mnufcturing. A drwing, Stereo Lithogrph (.STL) file, picture, nd dditionl informtion my be ttched to the tsk to ssist in mnufcturing the item. A Technicl Dt Pckge (TOP) will be developed by the mnufcturer nd ttched to the service tsk. 2. AN Fcility Requirements. Cpturing Mnufcturing Efforts. The AN section will document the following informtion in tsk note: type of mteril used to mnufcture the item, the item s color, nd ny dditionl vlue-dded post production detils. The CAD file, uthoriztion letter, or ny other Key Supporting Documenttion will be ttched to the mnufctured item tsk. For items tht possess vlid NSN, the AN section will debrief Lbor nd Mteril used during the mnufcturing process. b. Adding Mnufctured Prts to the GCSS-MC Inventory. Mnufctured items will be introduced to the inventory vi Service Activity Code Return to Inventory nd use Wr Reserve System (WRS) code 99. Inventory will utomticlly be plced in the O1F nd require trnsfer to the requesting commodity or ctivity. In cses where the supporting AN fcility nd the requester re seprte ctivities, Mteril Redistribution will be used to trnsfer the item to the requesting ctivity. Once in the requesting ctivity s inventory, AN items re mnged s ny other requisition. (1) Considertions. AN is not source of supply but is n lterntive solution to meet emergent situtions. Mrines nd Silors will conduct n nlysis during the AN development process to determine if 3 Dimensionl (3D) printing mteril will be sufficient to meet the emergent militry specifictions. b. Coordinting Instructions AN (1) Repir prts will be requisitioned through GCSS-MC prior to using for fbriction. 6
