SUMMARY OF CHANGES AFI 36-2903, Dress and Personal Appearance of Air Force Personnel, 18 July 2011, Incorporating through Change 3, 17 January 2014, and AFI 36-2903 ACC Supplement, Dress and Personal Appearance of Air Force Personnel, 19 April 2013, is supplemented as follows. This supplement provides further guidance regarding dress and personal appearance of Air Force personnel and applies to all host, associate, and TDY organizations on Offutt AFB, including Air National Guard and US Air Force Reserve members. This supplement describes minimum standards of personal appearance of Air Force members. Refer any changes and questions about this publication to the Office of Primary Responsibility (OPR) using AF Form 847, Recommendation for Change of Publication; route AF Form 847s using existing routing procedures for correspondence.

Exception: winterstyle headgear such as the watch cap may be worn on the flight line during the winter wear period, 1 October 30 April (may be extended due to inclement weather). 2.6.8. (Added) Personal hydration systems are authorized for use with ABUs, FDUs, PTUs and IPTUs. Color must be ABU/ACU camouflage pattern or black. 2.8.3. (Added) Offensive civilian clothes that contain inappropriate slogans, images or ornamentation are prohibited. Items will be considered inappropriate using the criteria applied during the December 2012 CSAF-directed AF-wide health and welfare inspection: unprofessional or inappropriate materials, to include materials that emphasize sexual or other inappropriate activity that is detrimental to a professional working environment. 2.8.4. (Added) All walkers/runners/joggers on Offutt roadways and all personnel on the flightline must wear reflective belts during periods of low visibility and between sunset and sunrise. Exceptions: security forces personnel on guard duty or responding to a hostile act, and personnel wearing the AF PTU (which already incorporates adequate reflective materials). Wear of the reflective belt in other areas is optional. 2.8.11. (Added) Authorized no-hat/no-salute areas: Table 1 lists the only authorized no-hat/nosalute areas on Offutt AFB. Unless listed in Table 1, designated tobacco use areas ARE NOT no-hat/no-salute areas. Personnel will not salute on the flight line, with the exception of DV aircraft arrivals/departures. Table 1.1. (Added) Morale Undershirts. Morale undershirts are authorized with the ABU for wear on Fridays and at special events as approved by the 55th Wing Commander. They will be standardized for each unit and will rely on colors taken from the official unit patch/heraldry. Undershirts and unit designation emblems will be made of cloth or silk screen. The unit

Units will submit design concepts with wording and graphics via esss through the 55th Wing Director of Staff for 55th Wing Commander approval. New designs may be submitted at any time, and approved designs will be maintained and updated in Attachment 1 to this supplement. 6.1.10. (Added) Sage Green Fleece. The sage green fleece jacket is authorized for wear indoors. 6.2.7. (Added) Black Watch Cap. The black watch cap (knit or fleece) is authorized during winter wear periods with PTU, any blue uniform combination, or FDU while outdoors and authorized outer garments are worn. Only the knit cap may be worn with FDU and must be 100% wool. 6.2.8. (Added) Sage Green Watch Cap. The sage green watch cap (knit or fleece) is authorized during winter wear periods with PTU or when wearing the ABU while outdoors and authorized outer garments are worn. Only the knit cap may be worn with FDU. FDU watch cap must be 100% wool. 6.3.9. (Added) Winter Period Outer Wear Provisions. The winter wear period is designated as 1 October 30 April (may be extended due to inclement weather). The following paragraphs 6.3.9.1 through 6.3.9.5 outline additional wear provisions for winter clothing. 6.3.9.1. (Added) Parka. The parka may be worn during winter wear periods and when weather conditions warrant, with all uniform combinations. When the parka hood is worn over the head, a hat is not required. 6.3.9.2. (Added) Ski/Face Mask. The black or sage ski/face mask is authorized for wear during winter wear periods while outdoors on the installation. Mask and headgear must match in color. Masks and headgear will be removed when entering any base facility. 6.3.9.3. (Added) Arctic Wear. Arctic coveralls/jackets (e.g., Carharts) and work gloves are functional clothing items designed for protection from the extreme cold. Work gloves can either be sage green or black and may have a small conservative logo. Gloves are authorized to be worn only during the winter wear periods. Arctic coveralls will only be worn in the performance of duties that require a significant level of protection and can be ABU pattern, black or brown. Coveralls will not be worn when traveling to and from work or for extended periods when in the work center. However they are authorized on the flight line and in work areas of Bldgs 457, 578, 565, and the Munitions Storage Area. 6.3.9.4. (Added) Footwear. Appropriate footwear traction devices may be used during outdoor activities to include traversing from a vehicle to a building during icy conditions. Traction devices must either be clear, black or match footwear color. Traction devices must be removed upon entering any building and are not authorized on the flight line due to potential FOD hazard. 6.3.9.5. (Added) Unit Issued Safety and Cold Weather Gear. Individual issued gear is not authorized for use off-duty except in emergencies. Issued gear is intended to facilitate the ability to complete the mission. Wearing this gear for off-duty purposes adds unnecessary wear and tear and increases replacement costs to the units. Transiting to and from work or TDY is considered duty for the purposes of this restriction. 6.4.3.2. (Added) The wear of black boots in industrial areas or work centers is not authorized.

Extreme cold, Sorel Premium, mukluks, as well as vapor barrier thermal boots are authorized for wear with the ABU during winter operations. 6.5.2.1. (Added) See 5.1.3 and 8.7 for guidance on morale undershirts with ABU and FDU respectively. 6.5.2.3. (Added) Long-sleeved turtlenecks, dickies, mock necks, and thermal undergarments are functional clothing items and are authorized. While actively engaged in the work area, quilted thermal jackets are authorized for wear without over garments. 7.1.6.3. (Added) Winter Footwear. During the winter wear period, winter-style footwear is authorized with the PTU/IPTU when traversing between a vehicle or dormitories and the gym. 7.1.7.1. (Added) Optional solid black or dark blue baseball/sport cap with the U.S. Air Force symbol or U.S. Air Force printed/embroidered on the front is authorized during organized and individual PT. Caps are to be worn outdoors only. Other versions or types of baseball caps are not authorized with the PTU/IPTU. 7.1.7.2. (Added) Embroidered Excellence for/in PT baseball/sports caps are not authorized. 7.1.12. (Added) If worn with PTU, wrist or head sweatbands must be solid color, black or dark blue, without logos. 7.1.13. (Added) Headphones and earphones are authorized in the fitness center and on the following off-road running tracks: the Alert Facility running track, the ALS track, the Parade Field running track, and the obstacle course track south of Butler Blvd. 8.3.6. (Added) Morale Patches and Tabs. Morale patches and tabs on the FDU are authorized for wear on Fridays and special events as authorized by the 55th Wing Commander. Morale and heritage patches will reflect the unit s heritage, the assigned or historic aircraft, or the assigned or historical mission. The 55th Wing Commander will approve all morale patches and tabs for 55th Wing organizations. When TDY to another U.S. or allied military installation, or when assigned as a geographically separated 55th Wing unit, local standards will take precedence over this guidance. If local guidance directs approval authority at a level below WG/CC, then the 55th Wing Commander will be the approval authority for the unit s morale patches and tabs. 8.3.10. (Added) Funds. Morale nametags/undershirts/patches/tabs are optional items and will not be purchased with appropriated funds, nor will unit members be ordered or forced to purchase them. 8.4.5. (Added) Nametags. Nametags on the FDU will be in the colors indicated in Table 8.1. Naming convention will conform to the ACC Sup standards for officers and enlisted. Morale nametags are authorized for wear on Fridays and special events as authorized by the 55th Wing Commander. Morale nametags will be in good taste and will not be worn while performing high-visibility duties (e.g., while receiving an award at an awards ceremony). When TDY to another U.S. or allied military installation, or when assigned as a geographically separated 55th Wing unit, local standards will take precedence over this guidance.

Flying, extreme cold, Sorel Premium, mukluks, as well as vapor barrier thermal boots are authorized for wear with the FDU during winter flight operations. Flying crew

6 AFI36-2903_OFFUTTSUP 19 SEPTEMBER 2017 chiefs/alert maintainers wearing the FDU are required to wear safety-toed boots when there is a reasonable possibility of foot injuries from heavy or sharp objects and electrical and/or static electricity. Ref AFI 91-203 15 June 2012 par 14.4.10. 9.6.1. (Added) Base entry controllers and USSTRATCOM elite guards are authorized to wear the uniforms as described in paragraphs 9.6.1.1 and 9.6.1.2 of AFI 36-2903. 9.6.2.
