1 C1. CHAPTER 1 DoD ENERGY MANAGEMENT POLICY C1.1. GENERAL C1.1.1. Integrated Materiel Management (IMM). This manual implements DoD Directive 4140.25, DoD Management Policy for Energy Commodities and Related Services. Functions and responsibilities cited in DoD Directive 4140.25 are reiterated herein to facilitate DoD Components' daily operations. Additionally, this manual prescribes policy, operating procedures, reporting instructions, and assigns functional responsibilities at the unit and organizational level for the integrated management of petroleum products and associated storage facilities, missile, fuels, chemicals, and gases. C1.1.2. Petroleum IMM Objectives C1.1.2.1. Purchase, store, and distribute petroleum products in an economical and efficient manner as required. C1.1.2.2. Maintain essential and properly positioned inventories and storage facilities in support of peacetime and wartime requirements. C1.1.2.3. Provide efficient financial management and effective use of resources for DoD bulk petroleum logistic system; eliminate duplication of effort. C1.1.3. Centralized Management of Natural Gas, Coal, Propellants, Pure Gases, and Cryogenics. This manual also implements DoD policy and management procedures for central procurement of natural gas, coal, vehicular alternative fuels, propellants, pure gases, and cryogenics. C1.2. POLICY. DoD energy and related programs is provided in DoD Directive 4140.25. C1.3. RESPONSIBILITIES. DoD Directive 4140.25 identifies organizations within the Department of Defense having responsibility for energy and related services. Provided below are other organizations not cited in DoD Directive 4140.25: C1.3.1. ORGANIZATIONS C1.3.1.1. The Commander, U. S. Transportation Command shall plan for and provide air, land, and sea transportation of fuels for DoD during peacetime and wartime. These efforts will supplement and not replace the primary responsibilities assigned to the Military Services and DLA, especially with regard to intra-theater and inland fuel movement and distribution.

2 C1.3.1.2. Defense Logistics Agency (DLA) C1.3.1.2.1. Defense Energy Support Center (DESC). DESC, as DLA s agent, is the integrated materiel manager for energy commodities and related services, and certain chemicals, and gases. DESC is also DoD s central procurement agency for natural gas direct supply, coal, and propellants. Functions cited in paragraph C1.3.1.12. have been delegated to DESC by DLA. Therefore, DESC shall implement such functions in an efficient and effective manner. C1.3.1.2.2. Defense Supply Center Richmond is the DoD integrated manager for products in Federal Supply Class 9150, Oils and Greases: Cutting, Lubricating, and Hydraulic. C1.3.1.2.3. Defense Supply Center Philadelphia is the DoD integrated material manager for products in Federal Supply Class 9160, Miscellaneous Waxes, Oils, and Fats. C1.3.1.2.4. Defense Logistics Management Standards Office (DLMSO). DLMSO operates under the general guidance of DLA's J-67, Electronic Business Office (ebusiness) and the Under Secretary of Defense, (Acquisition, Technology, and Logistics (USD(AT&L)); administrators the, Defense Logistics Standard System (DLSS) [formerly known as the Military Standard Logistics Systems (MILS)], the Defense Logistics Management System (DLMS), the DoD Physical Inventory Control Program, the Interfund Billing System (IBS), Customer Wait Time (CWT), and other designated standard logistics systems and programs for the DoD. C1.3.1.3. Defense Contract Management Agency (DCMA). DCMA and the Defense Contract Management District International have been delegated contract quality assurance responsibility for bulk fuel, propellants, pure gases, chemicals, etc. C1.3.1.4. Joint Petroleum Offices (JPOs). JPOs are established to perform petroleum logistics functions and staff responsibilities. Service Control Points (SCPs). SCPs established by the Military Services shall serve as the central management function in coordinating requirements, technical issues, and supply actions with military units and DESC. MSC as the Navy's agent shall provide transportation support to DESC for the movement of bulk petroleum products via ocean tankers and barges. See volume II, chapter 6, of this manual for associated interface procedures. C1.3.1.7. Military Traffic Management Command (MTMC). MTMC shall provide DESC traffic support and data necessary to move bulk fuel via land transportation in CONUS, which includes water shipments within the Great Lakes, inland waterways, and the inter/intra-coastal waterways. See volume II, chapter 6, of this manual for associated interface procedures. C1.4. CUSTOMER ASSISTANCE C1.4.1. DLA shall establish and maintain a worldwide Customer Supply Assistant Program designed to resolve customer problems and improve operational procedures and response to customer requirements for DLA-owned product. C1.4.2. HQ DESC may establish Petroleum Management Assistant Teams to visit and assist DESC field activities and DFSPs in resolving logistic management problems and improving supply procedures. For military assistance, visits may be requested by the local commander or major command via the SCP. DESC initiated visits will be coordinated with the SCP and the major command of the military base. C1.4.3. DESC field activities and base fuel offices at GOGO DFSPs shall assist customers with fuel supply and distribution problems. C1.4.4. DESC Contingency Plans and Operations Division (DESC-DL) is the focal point for all energy commodity problems and emergencies during non-duty hours. DESC-DL POCs and telephone numbers are provided at the following website address: www.desc.dla.mil/main/d/dl/cccu.htm. C1.5. PROCEDURES. See volume II for petroleum products; volume III for natural gas, coals, and gasohol. C1.6. REPORTING REQUIREMENTS C1.6.1. The North Atlantic Treaty Organization reporting requirements are provided in the North Atlantic Council Procedures (AC/12 and AC/112). C1.6.2. Other reporting requirements will be in accordance with DLAR 7750.1. Data and RCS with concise titles are reported to DLA/DESC by DESC field activities, the Military Services and Combatant Commands such as the following:
