Introduction The framework for international export controls has been crucial to prevent the proliferation of weapons of mass destruction and of excessive accumulations of conventional weapons, since the escalation of regional disputes caused by ethnic and religious conflicts have been a fact of life all over the world. Export control for weapons of mass destruction ( ABCM, atomic, biological, and chemical weapons, and the missiles as delivery vehicle) and conventional weapons require careful screening end-user and end-use. Moreover, in addition to traditional regulation, Japan implemented catchall controls to prevent the proliferation of weapons of mass destruction in April 2002 and conventional weapons in November 2008, tightening Non-Proliferation Export Control System. In March 2006, Minister of Economy, Trade and Industry announced the statement for Measures to strengthen Japan s export controls. Therefore, companies in Japan are expected to conduct proper export control. Furthermore, in April 2010, Japanese Export Control Act was amended, and all exporter is required to follow the Exporters Compliance Standard. Under the circumstances, exporters face criminal charges for failure to comply with establishing eedy Action Trust Evolution Customer Oriented and operating an export control management system. Export control has become more important and an inevitable obligation to exporters. CISTEC assists the export control practices for companies, universites, and research institutions in Japan. This brochure has been created to provide an overview of CISTEC including the history, mission, activities, and organizational structure. We hope that this brochure will help a better understanding of CISTEC, and we look forward to your continued support and cooperation. 1 Introduction

2 History of CISTEC History of CISTEC Founded in April 1989, CISTEC is the only nonprofit and non-governmental organization in Japan specializing with security export control issues comprehensively. CISTEC has been founded in order to contribute to the establishment and maintenance of international peace and security by promoting a rational export control system for Japan's economic activities. At the same time, CISTEC pursues to promote the international harmonization through laws and regulations based on international agreements.

CISTEC Mission (1)CISTEC Mission Statement CISTEC pursues to contribute to the world peace by supporting rational and effective security export control and by serving as a "linkage channel" among industry, government and academia for the security export control. Expand Providing More Information on Security Export Control through On-line. d. CISTEC Activities (1) Research and Integrate Comments on Security Export Control from Industry 4 CISTEC Activities a. Collect and Analyze Fundamental Data on Goods and Technologies At the standpoint in the private sector, in order to contribute to the international peace and security, CISTEC systematically collects both domestic and international information on goods and technologies in related to weapons of mass destruction and conventional weapons. CISTEC also collects fundamental data on goods and technologies and analyzes for foreign availability, controllability, and production/technology levels. And CISTEC pursues a rational international export control system by providing the research results and the analysis to the Japanese government. b. Study and Research for Domestic and International Export Control Regulations To promote the harmonization of the international export control regimes and to support the global activities of Japanese industry, CISTEC studies and researches for security export legal system as well as the implementations both in Japan and abroad. c. Research for Useful Export Control Resources CISTEC researches for methods which can assist export control procedures, clarify the regulations, and support export control guidelines and practical resources for companies in Japan. d. Integrate Comments from Japanese Industry and Submit Recommendations to the Government In the committees and subcommittees under the Export Control Research Committee (please see the organization chart on page 8 for the details), CISTEC conducts the study and the research described in a, b, and c above. CISTEC also supports exchanging information on goods and technologies related to security export controls. To contribute to the improvement for the regulations, the framework of export control system, and the procedures, CISTEC also collects and integrates comments and requests from Japanese industry, especially from CISTEC associated members. And CISTEC submits recommendations to the Japanese government.

(2)Support Export Controls for Companies, University and Research Institutions in Japan STC Associate Security Trade Control Associate cistec CENTER FOR INFORMATION ON SECURITY TRADE CONTROL a. Individual Consultation CISTEC provides advice for issues and concerns of security export controls including commodity classification of goods and technologies at any stage of export planning, negotiation, contract, and license application. b. Compliance Program (CP) CISTEC provides practical consultations to establish export control compliance programs (CP) for companies according to their size and type of businesses. c. Export Control Resources (Commodity Classification Forms, Guidances, etc.) CISTEC provides the most updated export control related resources such as guidances and the parameter sheets (a type of commodity classification forms) from the research achievements and accumulated experience by CISTEC subcommittees, expert committees, and study groups for references to people who serve in export control units in companies, universities and research institutions. d. Seminars, Trainings, etc. for Export Control Units in Japanese Organizations i. CISTEC offers the following seminars and conferences to provide organizations with an overview of export control to improve their awareness of the importance of export controls and their screening ability. Seminars and Conferences for Security Trade Control Training Seminars for Export Control Units ii. CISTEC dispatches instructors for export control seminars and other training programs held by companies, trade associations, and/or universities and research institutions. iii. CISTEC offers certification program for Security Trade Control, and candidates who achieve passing scores on the exams will receive STC Associate, STC quasi Legal Expert, STC Legal Expert, and STC Expert as their certifications. iv. CISTEC offers Classification Support Service and issues the verification statement. e. Publication of Company s Self-Classification and the Company s Name CISTEC publicizes the results of companies self classification of their certain items and the company s name to simplify export procedures for exporters in Japan. These items have to be gone through the self-classification by the companies, and those companies have to meet some requirements such as having compliance program system to request CISTEC to publicize their classified items and their names. 5 CISTEC Activities

(3)Provide Information on Security Export Control a. Information regarding Security Export Control Laws and Regulations and End-Users CISTEC On-Line Database Service CISTEC provides the most up-to-date information of domestic and international export control regulations and systems, especially of major foreign countries promptly. With CISTEC research achievements, CISTEC offers Guidances and Parameter Sheet provided in electronic media. Furthermore, CISTEC provides Consolidated Parties List of Reference Information which is absolutely necessary for Non-Proliferation Export Control to check end-user and end-use through on-line. b. Journals and Other Publications CISTEC publishes an official bulletin the CISTEC Journal and resources to provide the information on changes in any export control - related regulations to companies in Japan promptly. CISTEC pursues to promote proper implementation of export controls for companies by the journal and other publications. c. E-Book and Webinar CISTEC provides cross-searchable electronic version of printed Guidances which users can edit and print as E-Book. CISTEC also offers Webinar from the recorded major CISTEC seminars. 6 CISTEC Activities

(4)International Cooperation on Security Export Control a. Holding Export Control Seminars for Asian Countries and Regions To promote the international security export control, it is necessary to understand the importance of export controls, to share view, and to cooperate closely with Asian countries and regions. In particular, CISTEC supports the development of the export control systems among Asian countries and regions to prevent proliferant s procurement efforts. Therefore, Center for International Cooperation on Security Export Controls in CISTEC offers the following seminars: i. Organizing Asian Export Control Seminars in Japan ii. Participating and/or Dispatching Speakers for Export Control Seminars in foreign countries b. Networking with Foreign Governments, Industrial Associations and Research Institutions Through international exchanges with foreign governments, trade associations and research institutions, CISTEC contributes the harmonization of international export controls and engages in exchange of opinions regarding the security trade controls. i. Global Networking with Governments, Associations, Research Institutions, and Businesses in the United States and Europe, and other countries which focus on export controls ii.
