It became the capital of the American colonies on September 27, 1777, when the Continental Congress was fleeing British forces, who had captured Philadelphia. From 1799 to 1812, Lancaster was the capital of Pennsylvania. Lancaster and Lancaster County have been the home of prominent historical figures, including President James Buchanan, Congressman Thaddeus Stevens, and Robert Fulton. Lancaster is home to approximately 56,000 residents, where historic preservation and a cutting-edge arts scene live and thrive side by side. KEYNOTE SPEAKER: JOSH PARSONS Josh Parsons is a public servant who has served as an U.S. Army Infantry Officer, a prosecutor, Lancaster County Clerk of Courts, and now as a Lancaster County Commissioner. Prior to being elected Commissioner and Clerk of Courts, Josh served in the Lancaster County District Attorney s Office, working on criminal cases. Josh was the District Attorney s representative to the Special Emergency Response Team and also served in the Felony Drug Unit. Skilled in the courtroom, Josh has taught as an instructor for a trial advocacy class at the Penn State Dickinson School of Law for a number of years. As an Infantry Lieutenant he served as a Rifle Platoon Leader and then Executive Officer of an Infantry Company. After promotion to Captain, Josh was appointed one of four primary staff officers for a battalion of 870 soldiers. He supervised all logistical operations for the Battalion made up of 350 vehicles and over $138 million in equipment. Among his many decorations are the Expert Infantryman s Badge and the Army Parachutist Badge. Josh is a graduate of the Penn State Dickinson School of Law and the University of Delaware. In addition to various Army leadership courses, Josh has also completed Harvard University s Driving Government Performance: Leadership Strategies that Produce Results, a program for senior leaders in the public sector. 3
