DEPARTMENT OF THE AIR FORCE HEADQUARTERS, 673D AIR BASE WING JOINT BASE ELMENDORF-RICHARDSON, ALASKA AFI36-2903_PACAFSUP_JBELMENDORF-RICHARDSONSUPGM2017-01 MEMORANDUM FOR ALL JOINT BASE ELMENDORF-RICHARDSON AIRMEN 16 March 2017 FROM: 673 ABW/CC 10471 20th Street, Suite 139 JBER, AK 99506 SUBJECT: Joint Base Elmendorf-Richardson Guidance Memorandum to AFI36-2903_PACAFSUP_JBELMENDORF-RICHARDSONSUP, Dress and Personal Appearance of Air Force Personnel By Order of the Commander, Joint Base Elmendorf-Richardson, this Guidance Memorandum immediately implements changes to AFI 36-2903_PACAFSUP_JBELMENDORF-RICHARDSONSUP, dated 31 October 2014, concerning authorized winter attire. Compliance with this Memorandum is mandatory. To the extent its directions are inconsistent with other Joint Base Elmendorf-Richardson publications, the information herein prevails, in accordance with AFI 33-360, Publications and Forms Management. a. Paragraphs 6.2.7.4. and 6.2.8.4. The Black or Green Watch Cap (fleece/knit) may be worn when wearing ABU/FDU authorized outer garments or physical training gear (PTG). Watch caps/gloves made of performance materials (fleece, neoprene, polypropylene) may be worn unless restricted from specific work-areas by safety directives. Color must be in accordance with AFI 36-2903. The watch caps will not be worn with the Mess Dress, Semi-formal, Service Dress or any Blue Service uniform combination. b. Paragraph 6.3.8.4.3. The GEN III-Level 7 Extreme Cold-Weather Parka is authorized to be worn with any uniform combination. It will be worn with name, USAF and rank insignia in the same manner as directed for the Sage Green Fleece Jacket. The NB2 (short) Parka is authorized for wear but is no longer authorized for new purchase. The NB2 (short) Parka cannot be worn with the Mess Dress, Semi-formal, Service Dress, any Blue Service uniform combination or PTG. c. Paragraph 6.3.8.4.2. The NB3 (long) Extreme Cold-Weather Parka (sage green/abu). The ABU pattern is not authorized for wear with any blue uniform combination or PTG.

d. Paragraph 6.3.8.4.4. The Full or Half Face Mask/Balaclava or Hood Fleece 5-way style hats. Personnel may wear sage green or black when wearing ABU and FDU uniform combinations. The Hood Fleece may be worn as a face mask, hood/face mask combination, or as a neck warmer while wearing an ABU outer garment. If worn as a hood, the appropriate headgear must be worn (balaclava/hood fleece is not considered headgear). If watch cap is the chosen headgear, then balaclava/hood fleece color must match. This Memorandum becomes void after one year has elapsed from the date of this Memorandum, or upon incorporation by interim change to, or rewrite of AFI36-2903_PACAFSUP_JBELMENDORF-RICHARDSONSUP, whichever is earlier. Huber) Pages: 8 This supplement implements and extends the guidance of Air Force Instruction 36-2903, Dress and Personal Appearance of Air Force Personnel, 18 July 2011, and PACAF Sup, 16 October 2012. It applies to all Joint Base Elmendorf-Richardson (JBER) Airman. It provides for all Joint Base Elmendorf-Richardson (JBER) Air Force personnel the proper dress and personnel appearance requirements which are unique to arctic cold weather conditions. This publication does not apply to the Air National Guard (ANG) or U.S. Air Force Reserve (USAFR) units and members. Submit requests for waivers through the chain of command to the publications OPR for non-tiered compliance items and this instruction can be supplemented or further extended. Refer recommended changes and questions about this publication to the office of primary responsibility (OPR) using the AF Form 847, Recommendation for Change of Publication. Route AF Form 847 through the appropriate chain of command. Ensure all records created as a result of this publication will be maintained in accordance with Air Force Manual (AFMAN) 33-363, Management of Records, and disposed of in accordance with the Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS). See Attachment 1 for Glossary References and Supporting Information. The use of the name or mark of any specific manufacturer, commercial product, commodity, or service in this publication does not imply endorsement by the Air Force.

Commanders and supervisors are expected to exercise proper oversight to ensure adherence, while using a common sense approach to ensure Airmen are properly dressed for their work centers and commute. 2.8.4. Reflective belts will be worn outdoors with all uniform combinations (does not include physical training uniform (PTU) with reflective properties) during hours of darkness and/or periods of limited visibility. On-duty Security Forces and augmentees performing base defense activities will wear reflective belts or reflective vests at the discretion of the Security Forces Commander. EXCEPTION: Reflective belts are not required when attending official functions or ceremonies (for example, Airman Leadership School (ALS)/Noncommissioned Academy (NCOA) graduations) while wearing the Service Dress, Mess Dress or Semi-Formal uniforms, unless attendees must cross streets or parking lots without adequate lighting. Reflective belts will be plain in color and/or conservative in nature (for example, two tone or checkered reflective belts are authorized if it was the original design) and will be worn smartly around the waist without sagging. Reflective belts can be marked in accordance with AFI 21-101, Aircraft and Equipment Maintenance Management. 6.1.10.2. (Added). Sage green fleece jacket can be worn when inside temperatures/mission dictate. Airman Battle Uniform (ABU) blouse must be worn underneath fleece jacket. 6.2.7.4. (Added). The Black Watch Cap may be worn with any uniform combination except the Mess Dress, Semi-formal, and ABU uniforms. Watch caps/gloves made of performance materials (fleece, neoprene, polypropylene) may be worn unless restricted from specific workareas by safety directives. Color must be in accordance with AFI 36-2903. See Attachment 8 for black watch cap that is authorized for use. 6.2.8.4. (Added). The Sage Green Watch Cap (Fleece/Knit) may be worn when wearing ABU/ Flight Duty Uniform (FDU) authorized outer garments or physical training uniform (PTU). See Attachment 9 for sage green watch cap authorized for use while wearing ABUs. 6.3.8.4. (Added). The following cold weather uniform items are authorized to be worn with Service Uniform, Service Dress, Mess Dress, Semi-Formal, ABU, and FDU uniform combinations. If the hood on any authorized cold-weather parka/jacket is worn, appropriate headgear is still required to be worn (for example, watch cap, ABU patrol cap, flight cap, Security Forces (SF) Beret). See Attachments 8 through 11 for examples of authorized items that can be worn with each uniform combination. 6.3.8.4.1. (Added). NB2 (short) Parka is authorized for wear if available but is no longer authorized for new purchase. The NB2 (short) Parka IS NOT authorized for wear with Service Dress; Mess Dress; or Semi-Formal Dress uniforms. 6.3.8.4.2. (Added). NB3 (long) Extreme Cold-Weather Parka (sage green/abu). The Hood Fleece may be worn as a face mask, hood/face mask combination, or as a neck warmer while wearing an ABU outer garment. If worn as a hood, the appropriate headgear must be worn (for example, hood is not considered headgear). See Attachments 8 through 11 for examples of head gear allowed during the winter season. 6.3.8.4.5. (Added). Footwear and Gloves. Only black Cold-Weather Boots and black Cold- Weather Gloves may be worn with Service Dress, Mess Dress and Semi-Formal uniforms. Other uniform combinations, such as ABU and FDU uniforms may wear black or sage green gloves. Ice cleats (for example, Yak-Tracks ) may be worn with any uniform combination when conditions warrant. Authorized military boots may be worn with the PTU while walking to and from fitness centers (short convenience stops are not authorized). 6.3.8.4.6. (Added). The following extreme cold-weather items are authorized when performing duties outside for an extended period of time (for example, civil engineers, maintainers on the flight line). 6.3.8.4.6.1. (Added). Winter style footwear (for example, Mukluk, Danner, ski, Sorell, or vapor barrier boots). 6.3.8.4.6.2. (Added). Insulated Coveralls or Bib-style pants with Jacket (black, brown, or navy blue). 13.8. (Added). Information Collections. No information collections are required by this publication. BRIAN R.
