Age 16 to 24 EFA BURSARY APPLICATION FORM TO HELP YOU WITH THE COSTS OF COLLEGE 2017/2018 IMPORTANT INFORMATION Please ensure that all the relevant sections of this form are fully completed. Please return your application form with the required photocopied evidence in person with your enrolment form to the College Student Services. Forms that are presented without proof of income or benefits unfortunately cannot be accepted. Funding is awarded based on personal circumstances at the discretion of the IW College and is not guaranteed. Help through the College bursary is dependent upon attendance and commitment to your course. Learners with EHCPs should apply to the IW Council for travel help before applying for travel through the College bursary. Learners on Apprenticeships cannot get help from bursary. What is a bursary and how to apply Bursary funding provides financial support to help learners overcome barriers that may stop them being able to participate in education. Bursary provides support for items such as travel, free college meals, and contributions towards materials, kits and uniform. Support towards the cost of travel in the form of bus pass or fuel money is awarded to learners living at least 3 miles from where they have College lessons or placements and you will need to complete a separate bus pass form if applying for a bus pass. Who is eligible to apply for the EFA 16-24 Bursary? Learners age 16-18 Learners age 19+ who are on the second year of a course they started when aged 16-18 Learners age 19-24 who have an Education Health Care Plan (EHCP) Learners on Apprenticeships are not able to apply for Bursary help. Types of bursary available for more details on each of these please see pages 2&3 1) Discretionary Bursary Learners with a household income of less than 19,000 2) Enhanced Discretionary Bursary Learners in this category receive the same help as the Discretionary Bursary PLUS an additional 200. Learners in this category must meet the criteria for the Discretionary Bursary AND one of the following: a Young Carer, in a private fostering arrangement, dependant of a prisoner or receiving childcare through Care to Learn but not on a vulnerable bursary. 3) Vulnerable Bursary A yearly bursary of up to 1,200 is available to learners aged 16-18 in one of the defined vulnerable groups (see p.3). 4) Travel Bursary Learners with a household income of between 19,000 and 30,000 may be eligible for a contribution towards travel only in the form of a Southern Vectis flash pass bus pass. You only need to complete pages 4 & 9 of this form. Free College Meals (FCM) If your household income is 16,190 or less you may also be eligible to receive FCM in addition to your bursary. FCM vouchers are automatically given to eligible learners. If you do not wish to receive FCM please let Student Services know. 1

1) APPLYING FOR THE DISCRETIONARY BURSARY Learners in this bursary group receive 100% support towards a Southern Vectis flash pass bus pass and support for essential course materials (pre-determined criteria apply see pages 5&6). If any ONE of the below criteria apply to your household or you as a learner then you can apply for a Discretionary Bursary. You may also be entitled to Free College Meals. Criteria: Evidence required: Help with travel/ materials & kit Income Support (IS) or Universal Credits (UC). income-based Jobseekers Allowance (JSA). income-related Employment Support Allowance (ESA). the guarantee element of State Pension Credit. Child Tax Credit ONLY Housing or Local Council Tax Support. Working Tax Credit (WTC) and Child Tax Credit (CTC). Self-employed with an income less than 19,000. An award letter (no older than 6 months prior to starting your college course) OR the attached form D16+ stamped see pages 7&8 An award letter (no older than 3 months prior to starting your college course) OR the attached form D16+ stamped -pages 7&8 An award letter (no older than 6 months prior to starting your college course) OR the attached form D16+ stamped pages 7&8 State Pension Credit award notice (no older than 9 months prior to starting your college course). Child Tax Credit (provided that you are NOT in receipt of Working Tax Credit) and have an annual gross income of no more than 16,190 The attached form D16+ stamped by one of the help centres on the Island see pages 7&8. Final Working Tax Credit (WTC) award notice or Final Child Tax Credit (CTC) award notice showing an income for 2016-2017 of less than 19,000. If it is not a final award notice we will also need P60s or self-employment information for 2016/17. Please provide either audited accounts for 2016-2017 showing an income of under 19,000 or a copy of submitted tax return. Support under part VI of the Immigration and Asylum Act 1999 Working Tax Credit run-on paid for 4 weeks after you stop qualifying for Working Tax Credit Other evidence Other evidence Eligible for Free College Meals Other evidence Other evidence Other evidence 2) APPLYING FOR THE ENHANCED DISCRETIONARY BURSARY If you meet the criteria for the Discretionary Bursary above AND also belong to one of the below groups then we will provide you with an extra 200 to support you. You will need to supply relevant evidence as detailed below: Criteria: Evidence required: You live in a private fostering arrangement Child Benefit award notice naming you showing that the person you live with is in receipt of your Child Benefit. You are recognised as a young carer (predetermined criteria applies) and are NOT in how much care you provide (i.e. for short or long periods). 3) APPLYING FOR THE GOVERNMENT VULNERABLE BURSARY You must be aged 16-18 on 31 st August 2017 to receive a vulnerable bursary and have the below evidence in your name. If you are eligible for vulnerable bursary funding you will receive regular payments into your bank account (up to 1,200) per academic year, depending on the length and type of course; therefore you must have a bank account in your own name. Pro-rata calculations are made for courses that are part time or for learners who study for less than 30 weeks in the academic year. The following costs will be deducted from the bursary allowance unless you tell us not to: Bus Passes and Material Fees (kits, uniform, books etc.) If you do not qualify for Free College Meals you can opt into these and we will deduct the cost of meals from your bursary allowance. Once these costs have been deducted the balance of your bursary will be divided and paid into your bank account on a half termly basis. If you would prefer weekly payments please speak to Student Services. If your attendance and behaviour fall below the expected College standards you may have your payments stopped and/or be moved onto weekly payments. Criteria: Evidence required: Eligible for FCM You receive Income Support (IS) or Universal Credit (UC) instead of IS in your own name. You are currently in care or are a care leaver. You are a young person with a disability who is receiving Employment Support Allowance (ESA) or Universal Credit (UC) instead of ESA AND Disability Living Allowance (DLA) or Personal Independence Payment (PIP) in your own name. An award letter (no older than 6 months prior to starting your college course) OR the form D16+ stamped by the Jobcentre. A letter to confirm this from the Local Authority (LA) that looks after you. An award letter to confirm your ESA/UC and DLA/PIP award (no older than 6 months prior to starting your college course) OR the form D16+ stamped by the Jobcentre along with the DLA / PIP award letter. Other evidence 4) APPLYING FOR THE TRAVEL BURSARY If your household income is between 19,000 and 30,000 per year and you live more than 3 miles away from college you can apply for a travel bursary. If you are eligible for a travel bursary you will receive Southern Vectis flash pass bus pass only which you can choose to top up to a smartcard as per description on bus pass form. There is no cash alternative available. Criteria: Evidence required: You are working and earn between 19,000 and 30,000 A copy of all P60s as at April 2017 for those working in the household. If you are self-employed please provide either audited accounts for 2016-2017 showing an income between 19,000 and 30,000 or a copy of a submitted tax return. CHILDCARE SUPPORT In addition to the above bursaries learners aged between 16 to 19 years of age can access childcare support through the government funded Care to Learn scheme. Further details on Care to Learn funding and how to apply can be found at https://www.gov.uk/care-to-learn/how-to-claim. Young parents are expected to access any entitlement they may have to early learning for 2, 3 and 4 year olds before applying for funding from Care to Learn. Parents should visit free childcare (https://www.gov.uk/free-earlyeducation) on GOV.UK for further information. 3

EFA Bursary Application Form 2017/2018 Essential Course Costs Please see the below list of essential costs for details of items that the bursary will pay for (please note that travel bursary is for travel ONLY and not included). Please speak to Student Services if you would like to claim back money for any essential kit, uniform, materials, membership fees or books that you have bought for your studies. You will need to provide receipts or proof of purchase. All refunds are paid at the discretion of the College. Please note we can only fund 1 kit per academic year. We can refund up to 10 for stationery please bring your receipt or proof of purchase to Student Services. Funding for trips will be considered on an individual basis. This funding is dependent on good attendance and is discretionary. Please come to Student Services if there is a College trip that you would like to attend. Learners on Beauty, Hair or Catering study programmes have separate arrangements for their kit/uniform. Learners will need to get a course form, available from the curriculum department, for their course to enable kit and uniform to be paid from bursary and for this to be ordered. If your course is not noted below please ask your tutor, department or Student Services for more information. EFA Bursary Application Form 2017/2018 EVIDENCING RECIEPT OF A BENEFIT USING THE D16+ FORM Depending on the benefit/s being received within the household, there are several ways that you can provide evidence for your bursary application. One of these is to use the D16+ form in this document. You may be required to post this form in order for it to be stamped and approved see below for further details. We have also provided details of alternative ways that you can evidence receipt of a benefit. Please remember that all evidence MUST be attached to your completed bursary application form otherwise we will be unable to process your application. You can provide evidence of one of the below benefits in two ways: Job Seekers Allowance Employment Support Allowance Income Support or Universal Credit 1. Provide a photocopy of a Job Seekers Allowance award letter (no older than 3 months prior to the start of the College course) OR a photocopy of an Employment Support Allowance, Income Support or Universal Credit award letter (no older than 6 months prior to the start of the College course). 2. EFA Bursary Application Form 2017/2018 Attendance Agreement & Bursary Funding Contract The financial support provided through the College bursary is dependent on you meeting the attendance, punctuality, behaviour and academic progress criteria, according to our College Charter: Our Promise- You and Your College and is subject to regular review. Receipt of bursary funding does not affect receipt of other means tested benefits paid to families, such as Income Support, Jobseeker s Allowance, Child benefit, Working Tax Credit and Housing Benefit. I confirm that any evidence given in support of the application is correct and complete to the best of my knowledge and belief. I understand that giving false or incomplete information which leads to incorrect or overpayment may result in the stoppage of any future payments and the recovery of any funds that have already been paid. It may also result in a referral to the police with the possibility of the learner and/or their family facing prosecution.
