The Division in good shape Regions are providing programs. Reminder to register all NSP course and to close courses 2 weeks after course completion. Comment: B. Gibson reminds that NSPS courses can be provided as information, but NSP credit can only be given to NSP members. Awards Dinner May 31, 2017 Location TBD No. California JJ Allen Thank you to Board for their support to Northern California Region Young Adult Program, training students to work with Cal Fire who accepts OEC card. Students can become EMRs and patrols are picking up candidates from this program. Note: OEC is valid for 14 year olds who can do everything, except treat patients or run sleds. So. Cal Diana St Claire (absent) Report Per R. Wilson All programs are doing well this year. So Cal Awards Banquet May 6, Location TBD Professional R. Bailey Report from Proxy Jim Simon The Paid Organizations are looking for qualified people, but a number of Sr. Patrollers are getting additional hours as paid patrollers. Certified Clinic: April 24 28, 2017 tentative location at Mammoth (was at Mt. Rose in 2016). A high percentage of professional dues are being paid by professional volunteers. PROGRAM SUPERVISOR REPORTS FWD Program Supervisors *Avalanche K. Church Bill Gibson Comments: Avalanche programs are very active, public caught and patrollers caught in avalanches with many have been wearing air bag. Incident at Squaw Homeland Security Report/Review of devices reviewed could find nothing wrong with devices, and charges accident to human error. National presented Memorial Award to Patroller Joe Zuiches. *Instructor Development D. Hill *MTR & Tri-Advisory K. Chulski *Nordic J. Gurrola Bill Gibson Comments: National is redefining manual. Was a serious incident at Lassen Park, lead to opening discussions with Mt. Lassen of having a Nordic NSP Patrol at Lassen Park. (previous volunteers were NOT NSP) SAR Team is working with Tahoe Back Country, to change leadership of SAR North *OEC K. Qualseth Bill Gibson Comments: Help patrols make up delinquent OEC refreshers. *OET D. Whitcher Bill Gibson Comments: National Office is looking for new OET National Director. National says Alumni can maintain any certification level, but the Ski Area determines what or if they want Alumni services Awards K. Advises Regions to continue reviewing web site for safety information to use in or for patrols Suggestion to get whistle s in lieu of other freebees will explore possibilities with Subaru *Women s T. Nye Will be teaching at Women s session at Powder Fall OLD BUSINESS Status of former Motions SM 16M-2 Glasses Purchased for ICE clinic, but nothing submitted from SoCal Region Action Item Status from Summer Meeting 2016: SM 16M-2 Purchase 200 -- Instructor thank you etched pint glasses for instructors participating in required training events. Expense up to $1,000, 100 for No. CA events and 100 for So. CA events. Purchase receipt to be submitted within 60 days for reimbursement. Page 4 of 6

Community College checks ready for August Board meeting. Reminder, checks can be disbursed only if all regional reports have been submitted to their Regions Treasurer. FWD requires this regional data to file tax report in a timely manner and checks will be withheld until received by that region. Contact information for Assistant Region Directors and Assistant Program Supervisors. All Region and Patrol officer changes to be sent to Division Director and Division Secretary. Division Director will submit changes to National Office, so officers are given the correct access privileges to the National data base. NEW BUSINESS BUDGET / LINE EXPENDTURES REVIEWED DONATIONS: Report for Summer Meeting to re-examine and suggest new process for donation checks to Division. It is difficult and time consuming to identify where to forward donation to correct patrol/region, when checks are received with only the donor information and no reference on whose behalf donation is being made. REIMBURSEMENT DENIAL: SAR and Nordic training items, previously approved for purchase in fiscal years 2014-15 & 2015-16. No budget available, line items from 2014-15 and 2015-16 were not carried forward. TRAINING RECORDS: Areas and Patrols need to keep and develop a training records log, for all patrollers, Professional and National. MEETING LOCATIONS FISCAL YEAR 2017-2018 Summer Board Meeting Aug. 5, 2017 location TBD Discussion: Hallmark Inn, Davis CA for Board Meeting and Awards Dinner, has offered their restaurant at $50 per person Other sites are to be reviewed with additional recommendations due to Board by March 15, 2017. Winter Board Meeting March 3, 2018 location TBD Discussion of Possibly at Sugar Bowl in coordination with Women s clinic. DIVISION DUES: Board discussion to include Division Dues with the National dues online payments/collection for 2018. There have been no problems reported with Divisions receiving their Division dues from National. The negatives of National collecting Division dues, is in confirming which patrol members and how many members that the dues apply to. Note geographic professional patrollers, who presently do not pay Division dues, will be charged the full Division dues amount. Regions can decide if they want to reimburse professional patrollers who previously did not pay Division dues. NOTE: Regions can elect to collect their Region Dues directly or have Region dues included with Patroller online payments with National and Division dues. Question for Region Directors: Do you want National to collect your Region dues? Patroller would pay on line: National, Division and Region dues? Region Directors to discuss with their patrols, but if a Region opts for National to collect their Region dues National must be notified by June 1, 2017. Regions polled as to how they wish to collect their dues. Arizona abstained dues would be $10, but wants to check with Patrols before final decision. Eastern Sierra no Region dues collected from patrollers. Mother Lode Requested their dues of $10 per patroller (no late fees) be collected by National through the on line payment system. Nor. Cal abstained, dues would be $10, but want to check with Patrols before final decision. So Cal Requested no Region dues be collected by National. So. Cal will collect their own Region Dues NOTE: Recommend direct/automatic deposits to Regions and Division of dues collected by National. Division and Regions will need to provide National with appropriate direct deposit information. ACTION ITEMS 2017 Send Div.
