2 PURPOSE The purpose of this procedure is to explain the process implemented by ACTVET Qualifications Department for approving the capacity of an organization to be a Registering Training Provider (RTP), to deliver national recognized vocational qualifications in the UAE. 3 SCOPE The process involves ACTVET Qualifications Department, ACTVET Licensing Department and Licensed Training Providers (LTPs) seeking approval to become a Registered Training Provider (RTP) to deliver National qualifications. 5 DEFINITIONS Assessor Term Awarding Body Candidate External Verifier (EV) Internal Verifier (IV) Learner Licensed Training Provider (LTP) Definition A qualified individual authorised and able to conduct internal/external assessments and make a judgement on a learner s competences. An entity, entitled through legislation or other formal mandate from a regulatory authority, to approve under its remit, the development and issuing of qualifications formally recognising the achievements of a given parcel of endorsed learning outcomes. A student studying for a degree, and taking an examination or assessment An individual who is responsible for monitoring and evaluating the internal quality and assessment processes conducted in an RTP on behalf of VETAC to ensure that they meet the standards. They verify the eligibility of prospective RTPs. They are independent and seek to ensure the impartiality and fairness of the assessment process. An individual who is responsible for developing, managing, monitoring and evaluating the internal quality and assessment processes conducted in an RTP to ensure safe, impartial, valid and consistent assessment strategies and decisions to ensure consistency in assessment. They authenticate assessors judgements so that expectations and results are standardised for consistency within an education and training organisation and across industry. A generic and inclusive term which refers to individuals in the process of learning, whether at school, colleges, universities, institutions, apprenticeships, or undergoing training, including non-formal and informal learning. Licensed Training Provider is the term utilized to identify that a technical vocational educational and training provider has received the appropriate license to operate. Registered Training Provider (RTP) Trainer An organisation approved by the NQA and relevant awarding body, and in compliance with NQA standards, to deliver training programs. An RTP can be private, semi-government, or a government education entity such as schools, colleges, institutes of technology or universities, adult and community organisations, commercial and enterprise training providers and industry bodies where training is not necessarily their core business. The academically qualified and industry experienced expert that will provide the theoretical and practical training for the institute. Discipline: Qualifications Contents: Page 5 of 8

6 RESPONSIBILITIES 6.1 ACTVET is responsible for: The Registration Procedure for determining and approving staff and institutional capacity for RTP approval status. Reporting and evidencing approved RTP status to the NQA. 6.2 Qualifications Department is responsible for: Processing the applications received from the LTPs. Checking, recording and making a judgement about the submitted documents of Trainers, Assessors and/or Internal Verifiers for confirmation of experiential status to perform as Trainers, Assessors, and/or Internal Verifiers. Checking, recording and making a judgement about the qualifications that Trainers, Assessors and/or Internal Verifiers are eligible to deliver. Checking, recording and making a judgement about the LTPs readiness to deliver National Qualifications. 6.3 Licensing Department is responsible for: Assessing the organization capability of an LTP to become an RTP. Notifying the Qualifications Department about the Initial Organization Capability of the LTP 7 OPERATION 7.1 The Training Provider submits request for RTP with the initial staff list of trainers, assessors and IVs. 7.2 ACTVET Verification Specialist approves training providers that have the minimum required staff capacity of trainers, assessors and IVs. 7.3 The VS will send the LTP a request for submission of staff documents to process the staff capacity. The request is sent by e-mail. 7.4 The LTP shall submit the following documents for each staff by e-mail: Assessor occupational competence application form (ACTVET_L3_Q_QMPRCDR001_APLCTN004) Discipline: Qualifications Contents: Page 6 of 8

Application Form to become a UAE Licensed Assessor, Internal Verifier or External Verifier (ACTVET_L3_Q_QMPRCDR001_APLCTN003) LTP staff license application details Template (ACTVET_L3_Q_QMPRCDR001_TMPLT004) Staff Document Statement of Validity (ACTVET_L3_Q_QMPRCDR001_TMPLT017) Copy of Emirates ID CV s of Trainers, Assessors, Internal Verifiers or External Verifiers Copy of Trainer, Assessor, Internal Verifier or External Verifier qualifications. Copy of certificates in area of specialization Relevant experience letters 7.5 The VS will review all the documents submitted by the LTP to identify Trainers, Assessors and Internal Verifiers. 7.6 The VS identifies the national qualifications that each staff member within the LTP are eligible to deliver by mapping staff competence against national qualifications. 7.7 The VS will enter evidence presented for staff capacity into the tracking database of the Qualification Department. 7.8 The VS will generate a staff capacity report and submit it to the Head of Qualifications Management (HQM) for approval. HQM may approve or return it back to VS for amendments. 7.9 Once staff capacity is approved, the EV will conduct the centre approval EV visit using document (ACTVET_L3_Q_ QMPRCDR001_TMPLT001) to confirm LTPs centre readiness to start delivering national qualifications 7.10 If there is any non-conformity, the EV will provide an action plan to LTPs (ACTVET_L3_Q_QMPRCDR001_TMPLT002) 7.11 The Qualification Department HQM verifies the EV report and staff capacity report and submits to the Qualifications director for approval. 7.12 The Qualifications Director approves and signs the Registered Training Provider approval form (ACTVET_L3_Q_ QMPRCDR001_TMPLT013). 7.13 The Qualifications director sends a notification by e-mail to the RTP committee secretariat to call for a RTP Committee meeting. 7.14 If the committee approves the RTP Recommendation, they will issue an RTP committee approval form (ACTVET_L3_Q_ QMPRCDR001_TMPLT016) to the Licensing department.
